The event took place amid fog and light snow flurries on the Bronx side of the High Bridge Park. Shimamura\u2019s appointment elevates her from her former position as the Manhattan Borough Commissioner. She succeeds interim commissioner, Iris Rodriguez-Rosa, a career \u201cparkie\u201d of four decades standing, who took the department\u2019s reins when Mayor Adams\u2019 Parks commissioner, Sue Donahue, resigned in May 2025.<\/p>\n<p>\u201cOur city\u2019s parks embody the promise of public spaces\u2014they\u2019re where childhood memories are formed, where leisure can be found, where I got to hone my soccer skills (or lack thereof) throughout school, and most importantly where the greatness of our city is within so many New Yorker\u2019s reach,\u201d said Mamdani.<\/p>\n<p>\u201cIt is an honor to join Mayor Zohran Mamdani\u2019s administration. Early in my career as a social worker, I saw firsthand how government fell short for working families and students\u2014and how our public infrastructure too often mirrored those failures,\u201d said Shimamura.<\/p>\n<p>\u201cTricia Shimamura has been a dedicated advocate for our parks &amp; communities for years. As her neighbor, I\u2019ve seen her commitment firsthand,\u201d posted Council Speaker Julie Menin on X. \u201cCongratulations, Commissioner!\u201d<\/p>\n<p>Comptroller Mark Levine echoed the sentiment, \u201cTricia Shimamura is one of the finest public sector leaders I\u2019ve ever worked with. And an incredible human being. This is spectacular news for parks in NYC.\u201d<\/p>\n<p>Council Member Gale Brewer, <a href=\"https:\/\/www.westsidespirit.com\/news\/goats-return-to-riverside-park-for-summer-chomp-jobs-JA4828193\" rel=\"nofollow noopener\" target=\"_blank\">who appeared with Shimamura at the 2025 Riverside Park Goat-Off<\/a>, also offered her congratulations. It was at this event\u2014which celebrates the goat herd brought in to chomp on invasive plants\u2014that this reporter first encountered the populist pundemonium was Shimamura was capable of provoking.<\/p>\n<p>Shimamura\u2019s puns included \u201call kidding aside, get it, kidding?\u201d and praise for Riverside Park advocates who are \u201cleading the herd.\u201d Generous and competitive, Shimamura also urged those present to thank all the \u2018Parkies\u2019 (park workers) when they see them, and placed her money on Butterball to win.<\/p>\n<p>Downtown Council Member Christopher Marte, <a href=\"https:\/\/www.otdowntown.com\/news\/school-playgrounds-barnett-newman-triangle-score-participitory-budget-triumphs-DX4617858\" rel=\"nofollow noopener\" target=\"_blank\">who has worked with Shimamura on numerous projects including Barnett Newman Triangle,<\/a> said \u201cI was pleased to hear about Tricia Shimamura\u2019s appointment as Parks Commissioner, and we look forward to continuing to work with her in this new role. As Manhattan Borough Parks Commissioner, she was a thoughtful, responsive, and collaborative partner in government, and we\u2019re confident that same commitment will carry through as she leads the Parks Department citywide.\u201d<\/p>\n<p><a rel=\"nofollow noopener\" href=\"https:\/\/www.youtube.com\/watch?v=Kdjyn-CRyeg\" target=\"_blank\">Shimamura joined the Parks Department<\/a> in March 2024. Previously she worked for Congresswoman Carolyn Maloney; Columbia University; Borough President Mark Levine; and was a Sheepshead Bay, Brooklyn social worker. A happy mix of Japanese and Puerto Rican descent, Shimamura graduated Kenyon College and Columbia University and <a href=\"https:\/\/www.westsidespirit.com\/news\/a-passion-for-politics-DF722544\" rel=\"nofollow noopener\" target=\"_blank\">lives on the Upper East Side with her husband, Dov Gibor<\/a>, and their two children.<\/p>\n<p>In 2020, <a href=\"https:\/\/www.westsidespirit.com\/news\/a-passion-for-politics-DF722544\" rel=\"nofollow noopener\" target=\"_blank\">Shimamura ran in the Democratic Primary for the City Council District 5<\/a>, losing in the primary to Julie Menin. \u201cHave there been any roadblocks to your campaign?\u201d Shimamura was asked.<\/p>\n<p>\u201cOh so many. We are more than a year and a half away from the election and I have been told by at least ten people to change my last name, that the Upper East Side will never elect a \u2018Shimamura.\u2019 I\u2019ve been told to adopt Dov\u2019s last name instead or move out of the district, to East New York, if I want to run for office. Democrats have demanded to know my family planning and said I can\u2019t show up with [her first child] Teddy to events, because it will look bad for the campaign. I\u2019ve been told to lose weight.\u201d<\/p>\n<p>The Opportunities and Challenges Ahead<\/p>\n<p>It was at <a href=\"https:\/\/www.otdowntown.com\/news\/renovated-washington-market-park-reopens-tribeca-rejoices-FL5094362\" rel=\"nofollow noopener\" target=\"_blank\">the offical reopening of Tribeca\u2019s Washington Market Park in September 2025<\/a> that this reporter had the occasion to converse with Shimamura at some length. The subject was the presence, and too often non-presence, of exercise equipment in parks: pull-up bars, parallel dip bars, etc. Given that such equipment is inexpensive and offers great benefits with near zero maintenance, why isn\u2019t it more common? I asked.<\/p>\n<p>Shimamura cordially offered a thorough explanation, as well as her Parks Department card, should I have further questions. (Short answer: Parks projects are often driven by community input so if you want something, speak up.)<\/p>\n<p>Whether Shimamura can maintain or even exceed this level of engagement remains to be seen. Candidate Mamdami promised Parks funding to one percent of the total city budget.<\/p>\n<p>Similarly, Mamdani\u2019s pledge of greater accountability among city agencies will hopefully push some long-delayed Parks Department projects over the line.<\/p>\n<p>One project that should be on the front burner for the community on the lower East Side: the <a href=\"https:\/\/www.otdowntown.com\/news\/east-river-park-track-closes-corlears-hook-bridge-reopens-BD5063245\" rel=\"nofollow noopener\" target=\"_blank\">East River Track<\/a>, which met its death last September under the bulldozers of the East Coast Resiliency Project.<\/p>\n<p>Conversely, another Mamdami pledge, about not rousting homeless camps from public spaces is a potential hurdle for Shimamura to clear. As stated, Hizzoner\u2019s \u201chands off\u201d policy stands totally opposite any form of safe and efficicient Parks management, including <a href=\"https:\/\/www.otdowntown.com\/news\/yes-we-can-can-council-renews-push-for-more-public-restrooms-but-success-may-prove-e-loo-sive-LF3700296\" rel=\"nofollow noopener\" target=\"_blank\">clean, accessible restrooms<\/a>\u2014another Mamdani passion. Straus News has reported on these issues in <a href=\"https:\/\/www.otdowntown.com\/home\/sara-d-roosevelt-park-revisited-out-with-homeless-camps-drug-dens-in-with-chinatown-pride-AC4316398\" rel=\"nofollow noopener\" target=\"_blank\">Sara D.
