Mark\u00a0Walczyk\u00a0raised\u00a0safety\u00a0concerns\u00a0over\u00a0battery\u00a0storage\u00a0facilities\u00a0in upstate\u00a0New\u00a0York during the Joint Legislative Public Hearing on the 2026 Executive Budget Proposal. \u00a0Sen. Walczyk\u2019s comments came in response to testimony from William Acker, executive director of the\u00a0New\u00a0York\u00a0Battery\u00a0and Energy\u00a0Storage Technology Consortium (NY-BEST), who insisted\u00a0battery\u00a0fires are rare, despite a history of incidents in\u00a0New\u00a0York.<\/p>\n<p><a href=\"https:\/\/www.adirondackexplorer.org\/community-news\/land-use\/first-battery-storage-system-in-adirondack-park-gets-apa-approval\/\" rel=\"nofollow noopener\" target=\"_blank\">READ MORE: First utility-sized battery storage system approved for Adirondack Park<\/a><\/p>\n<p>\u201cNew\u00a0York\u00a0has already seen four\u00a0battery\u00a0storage\u00a0facilities\u00a0catch fire, including one in Lyme in 2023, one in East Hampton in 2023 and two in Warwick\u2014one in 2023 and another most recently in December 2025,\u201d\u00a0Sen.\u00a0Walczyk stated. \u201cThese incidents endanger our communities and disrupt lives. When\u00a0battery\u00a0facilities\u00a0catch fire due to thermal runaway, they unleash a catastrophic array of toxic chemicals into the air, including hydrogen fluoride, hydrogen cyanide, carbon monoxide, hydrogen chloride, sulfur dioxide, methane and ethylene. The CDC warns that hydrogen fluoride is lethal at just 30 parts per million, and it can cause severe lung damage and even death before anyone can smell or taste it. \u201c<\/p>\n<p>Sen.\u00a0Walczyk\u00a0highlighted the inadequacies of local fire departments in managing the perilous hazards posed by\u00a0battery\u00a0storage\u00a0facilities. While Acker said\u00a0new\u00a0codes would ensure effective emergency response plans and that \u201cmonitoring detected no harmful levels for humans of any of the emissions\u201d during previous fires, Sen. Walczyk raised concerns about monitoring equipment. <\/p>\n<p>\u201cIf we don\u2019t have the monitoring equipment in place to identify these toxic emissions when they occur, how can we be confident our communities are safe,\u201d Sen. Walczyk asked. <\/p>\n<p>\u201cOur communities are simply not prepared to handle these potentially deadly threats. What might work in the sprawling landscape of Texas cannot be recklessly applied to our densely populated areas. We need a comprehensive strategy that specifically addresses the unique challenges we face.
