{"id":132917,"date":"2026-02-13T21:19:09","date_gmt":"2026-02-13T21:19:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/132917\/"},"modified":"2026-02-13T21:19:09","modified_gmt":"2026-02-13T21:19:09","slug":"state-moves-to-develop-housing-health-clinic-at-long-vacant-brooklyn-site","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/132917\/","title":{"rendered":"State moves to develop housing, health clinic at long-vacant Brooklyn site"},"content":{"rendered":"<p>A long-empty state-owned property in Clinton Hill is finally set to be turned into a mixed-use affordable housing development.\n<\/p>\n<p>The state has selected a coalition of three nonprofit organizations \u2014 the Fifth Avenue Committee, the Bedford-Stuyvesant Restoration Corporation and One Brooklyn Health \u2013 to spearhead the transformation of 1024 Fulton St.<\/p>\n<p>The plan is to demolish the existing three-story building to make way for 149,000-square-foot development with 125 affordable units, a community center with programming for seniors and children, and a health clinic operated by OBH.\u00a0<\/p>\n<p>Gov. Photo courtesy of Susan Watts\/Office of Governor Kathy Hochul\n<\/p>\n<p>\u201cNew York is proving that when we leverage state-owned land and listen to communities, we can build the affordable housing that our neighborhoods and our state needs,\u201d she said. \u201c \u2026 This is community-driven development at its best, and it\u2019s exactly the kind of investment we need to address our housing crisis.\u201d<\/p>\n<p>Apartments will range in size from studios to three bedrooms, and will be priced for those earning 30-80% of the <a href=\"https:\/\/www.nyc.gov\/site\/hpd\/services-and-information\/area-median-income.page\" target=\"_blank\" rel=\"noopener nofollow\">Area Median Income<\/a> \u2014 or $43,740-$116,640 annually for a family of three. At those levels, studios would be priced between $840-$2,268 per month, with three bedrooms at $1,263-$3,370.\u00a0<\/p>\n<p>More than 40% of households in Community District 2 \u2014 which includes Clinton Hill, Fort Greene and Downtown Brooklyn \u2014 <a href=\"https:\/\/equitableexplorer.planning.nyc.gov\/data\/district\/4302\/demo\/tot\" target=\"_blank\" rel=\"noopener nofollow\">are considered<\/a> \u201crent-burdened,\u201d meaning they pay more than 30% of their monthly income on rent. Another 20% are \u201cseverely rent-burdened.\u201d<\/p>\n<p>Just over 23% of apartments in the district are affordable for people earning between 30-80% AMI. Median gross rents in the area have skyrocketed in the last decade, according to the <a href=\"https:\/\/furmancenter.org\/neighborhoods\/view\/fort-greene-brooklyn-heights\" target=\"_blank\" rel=\"noopener nofollow\">NYU Furman Center<\/a>, from $2,230 in 2015 to $3,080 in 2023.\u00a0<\/p>\n<p>Once a Brooklyn Union Gas showroom, 1024 Fulton St. has been vacant for decades. The state purchased the property in 1997, intending to build a community center, but structural issues made the project impossible.\u00a0<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-238227\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/02\/Screenshot-2026-02-13-at-3.55.57-PM.jpg\" alt=\"1024 fulton street clinton hill\" width=\"700\" height=\"374\" title=\"State moves to develop housing, health clinic at long-vacant Brooklyn site 2\"\/>1024 Fulton St. has been vacant for decades.Photo courtesy of Google Maps\/Graphic by Kirstyn Brendlen<\/p>\n<p>Other efforts to sell the building have failed or been thwarted \u2014 the building was set to be auctioned off in 2014, but then-Assembly Member Walter Mosley stepped in to have it sold to a specific nonprofit instead. But that sale <a href=\"https:\/\/www.thecity.nyc\/2024\/05\/15\/derelict-clinton-hill-building-a-monument-to-hochul-officials-failed-intervention\/\" target=\"_blank\" rel=\"noopener nofollow\">fell through<\/a>, too.\u00a0<\/p>\n<p>The state began hosting community meetings about the future of the property in 2024. Last spring, it issued a <a href=\"https:\/\/www.6sqft.com\/long-abandoned-clinton-hill-site-to-become-affordable-housing\/\" target=\"_blank\" rel=\"noopener nofollow\">request for proposals<\/a> seeking developers to demolish the building and construct the new project.<\/p>\n<p>APEX Building Group and Henge Development will work with the nonprofits on construction and development of the more than $111 million project. The state\u2019s Office of General Services will assist with the demolition, which must still undergo public review and comment before being finalized.\u00a0<\/p>\n<p>\u201cDelivering affordable housing on <a href=\"https:\/\/www.brooklynpaper.com\/affordable-housing-for-homeless-low-income-seniors-will-take-over-city-owned-parking-lot-in-prospect-heights\/\" target=\"_blank\" rel=\"noopener nofollow\">publicly-owned land<\/a> is a key component of building a city that New Yorkers can afford,\u201d said Leila Borzog, Deputy Mayor for Housing and Planning. \u201cI\u2019m proud to see this project moving forward, building on extensive engagement from the Atlantic Avenue Mixed-Use Plan, and thankful for the community members and elected officials who have pushed for so long to make it a reality.
