They\u2019re Not Going Anywhere"},"content":{"rendered":"<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color min-h-[6.375rem] lg:min-h-[4.75rem] dropcap text-left\" data-testid=\"paragraph-content\">In 2024, a <a href=\"https:\/\/www.henleyglobal.com\/publications\/henley-private-wealth-migration-report-2024\" rel=\"nofollow noopener\" target=\"_blank\">report<\/a> by a London-based migration consultancy confirmed what many already saw as a self-evident truth: the wealthy will flee any jurisdiction that raises their taxes.\u00a0<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">This narrative caught on like wildfire. One analysis <a href=\"https:\/\/www.henleyglobal.com\/publications\/henley-private-wealth-migration-report-2024\" rel=\"nofollow noopener\" target=\"_blank\">found<\/a> there were 10,900 stories based on the report, despite <a href=\"https:\/\/www.the-londoner.co.uk\/are-the-super-rich-really-leaving-london\/\" rel=\"nofollow noopener\" target=\"_blank\">journalists<\/a> and <a href=\"https:\/\/taxjustice.net\/press\/millionaire-exodus-did-not-occur-study-reveals\/\" rel=\"nofollow noopener\" target=\"_blank\">researchers <\/a>showing that its methods were hopelessly flawed and its results being directly contradicted by more systematic <a href=\"https:\/\/eprints.lse.ac.uk\/121396\/1\/III_Working_Paper_131_Tax_Flight.pdf\" rel=\"nofollow noopener\" target=\"_blank\">research<\/a> from the London School of Economics. Coverage of the report could even impact the UK\u2019s Labour government&#8217;s decision whether or not to pursue a wealth tax of 2% on assets over \u00a310 million, despite <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-10-28\/most-britons-support-wealth-tax-poll-shows-ahead-of-budget\" rel=\"nofollow noopener\" target=\"_blank\">broad popular support<\/a> for such a measure.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">As the newly-inaugurated Zohran Mamdani tries to execute his agenda as mayor of New York City, his proposed 2% surcharge on income above $1 million may trigger a familiar cycle: the tax-and-flee story <a href=\"https:\/\/sociology.cornell.edu\/news\/new-yorks-wealthy-warn-tax-exodus-after-mamdanis-win-data-says-otherwise\" rel=\"nofollow noopener\" target=\"_blank\">spreads<\/a>, and a plausible policy idea is recast as economically suicidal.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Despite <a href=\"https:\/\/www.newstatesman.com\/politics\/2025\/07\/the-british-wealth-exodus-is-a-big-fat-myth\" rel=\"nofollow noopener\" target=\"_blank\">multiple<\/a> <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jul\/10\/friday-briefing-the-myth-of-the-fleeing-super-rich-and-the-real-tax-debate\" rel=\"nofollow noopener\" target=\"_blank\">debunkings<\/a>, the \u201cmillionaire exodus\u201d panic <a href=\"https:\/\/www.wsj.com\/opinion\/zohran-mamdani-and-the-tax-hike-death-spiral-db7e3caa\" rel=\"nofollow noopener\" target=\"_blank\">remains<\/a> a popular narrative, frequently based on biased or sloppy arguments where anecdote replaces systematic evidence, correlation poses as causation, and every modest redistributive proposal is framed as an existential threat to prosperity. To develop a reasonable position on any proposed tax increase on the wealthy, we need to dispel these recurring fallacies and raise the quality of the debate.\u00a0<\/p>\n<p>Overreliance on anecdotes<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Anecdotes are irresistible to editors and readers alike: they\u2019re juicy, specific, and often involve famous people saying quotable, dramatic things. But there\u2019s something important they are not: a representative sample. They\u2019re a handful of memorable data points selected precisely because they\u2019re memorable. Billionaire John Catsimatidis, owner of Manhattan-based grocery store chains Gristedes and D&#8217;Agostino, told <a href=\"https:\/\/www.thefp.com\/p\/escape-from-new-york-business-leaders-mamdani-new-york-city\" rel=\"nofollow noopener\" target=\"_blank\">The Free Press<\/a> in June that if Mamdani won, he would \u201cconsider closing our supermarkets and selling the business.\u201d<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Discussion should not focus on whether one billionaire makes a threat, but on what the data show across years, across the tax base, and after real policy changes. According to the data analysis firm <a href=\"https:\/\/altrata.com\/reports\/residential-real-estate-2025?utm_medium=referral&amp;utm_source=cision&amp;utm_campaign=2025-07-16_at_residential+real+estate+2025:+spotlight+on+the+world&#039;s+leading+markets+for+the+wealthy\" rel=\"nofollow noopener\" target=\"_blank\">Altrata<\/a>, there were over 33,000 New Yorkers worth $30 million or more as of 2025. Quoting some famous ones on either side of the issue makes for a good headline\u2014but bad reasoning. We should look instead to systematic studies, like <a href=\"https:\/\/fiscalpolicy.org\/migration\" rel=\"nofollow noopener\" target=\"_blank\">this one<\/a> by the Fiscal Policy Institute, which found no significant out-migration by residents of New York State in response to tax increases in either 2017 or 2021; the latter increase is estimated to raise approximately $3.6 billion annually. <\/p>\n<p>Overestimating the mobility of the rich<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">A premise at the heart of the \u201ctax the rich and they\u2019ll leave\u201d story is that high earners are hyper-mobile\u2014ready to uproot their lives over a few percentage points. <a href=\"https:\/\/cristobalyoung.com\/wp-content\/uploads\/2018\/11\/Millionaire_migration_Jun16ASRFeature.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Rigorous academic research<\/a> that examined 45 million U.S. tax filings with over $1 million in income suggests the opposite: affluent households are sticky. Family ties, children&#8217;s schools, business networks, cultural amenities, and sheer inertia often matter more than cable-news tax talking points.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Of course, there will be exceptions, and many of them will be eager to speak to the media. Catsimatidis could indeed flee now that Mamdani is in power.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">And ultimately, what matters more than one loud billionaire\u2019s decision is the <a href=\"https:\/\/www.cnbc.com\/2025\/07\/17\/new-york-city-braces-for-wealth-flight-with-mamdanis-political-rise.html\" rel=\"nofollow noopener\" target=\"_blank\">net migration of millionaires<\/a>. And many millionaires actively choose to live in New York. Why? Because it is still an attractive place for the wealthy.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">What\u2019s more, <a href=\"https:\/\/www.nytimes.com\/2025\/12\/05\/nyregion\/nyc-income-tax-rich.html\" rel=\"nofollow noopener\" target=\"_blank\">the process<\/a> of claiming residency in a new state to avoid taxes can be arduous as state tax auditors scrutinize and frequently challenge changes of filing status for wealthy taxpayers.\u00a0\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>Confusing correlation and causation<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">A staple of the arguments against Mamdani\u2019s proposal is a<a href=\"https:\/\/cbcny.org\/research\/hidden-cost-new-yorks-shrinking-millionaire-share\" rel=\"nofollow noopener\" target=\"_blank\"> graph<\/a> from the Citizens Budget Commission showing New York\u2019s \u201cshrinking share\u201d of the nation\u2019s millionaires\u2014down from 12.7% in 2010 to 8.7% in 2022\u2014as evidence that New Yorkers are fleeing high taxes.\u00a0<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">But a declining share can happen even if few people leave. If other states mint new millionaires faster\u2014through a tech boom (in California), an energy boom (in Texas), or real-estate inflation (in Florida)\u2014New York\u2019s slice shrinks regardless of migration. If we can\u2019t distinguish who left from who got richer elsewhere, we can\u2019t honestly evaluate the effect of a tax on moving.\u00a0\u00a0<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">To make a reasonable inference about a tax change causing the rich to move, it\u2019s necessary to compare migration rates between the wealthy and those below the tax threshold before and after a tax change, while holding other variables constant. Using this type of design, scholars found <a href=\"https:\/\/ideas.repec.org\/a\/ntj\/journl\/v64y2011i2p255-83.html?\" rel=\"nofollow noopener\" target=\"_blank\">little migration response<\/a> among millionaires after New Jersey raised top tax rates, which generated substantial revenue. Similarly, the Fiscal Policy Institute study previously mentioned shows that in 2023, earners in the top 1% migrated out of New York less frequently than those in all other income groups.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Some well-designed <a href=\"https:\/\/web.stanford.edu\/~rauh\/TRNMCDec2022.pdf\" rel=\"nofollow noopener\" target=\"_blank\">studies<\/a> do show out-migration of high earners in California in response to tax hikes. This does not disprove the studies on New York or New Jersey that showed the opposite, just as these do not prove that the phenomenon in California must be a mirage. A deeper fallacy is the tendency to prematurely infer universal laws invariant across space and time.\u00a0 A tax hike may not trigger moves in one state and might in another\u2014and neither result predicts what a different increase elsewhere will do.\u00a0<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Further, even if a state does lose a net number of millionaires, that does not guarantee a net decrease in the total tax base, the size of which depends on the relative wealth and numbers of those who stay and leave.\u00a0<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">To make informed decisions, specific details matter: the age of the wealthy, the sources of their wealth, their marital status, the weather of the places they&#8217;re considering moving, and so on.\u00a0<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">The last time you moved to a new state or country, the decision was probably quite complex, not a mechanistic reaction to one specific event. In at least this respect, F.
