In making the announcement Wednesday, the mayor stopped short of reiterating plans for a freeze.\u00a0<\/p>\n<p dir=\"ltr\">&#8220;I\u2019m confident that, under the leadership of Chantella Mitchell as chair, the board will take a clear-eyed look at the complex housing landscape and the realities facing our city\u2019s two million rent-stabilized tenants, and help us move closer to a fairer, more affordable New York,&#8221; Mamdani said in a statement.<\/p>\n<p dir=\"ltr\">Mitchell will oversee board deliberations and invite external testimony. She is a program director at the New York Community Trust, where she heads grantmaking in community development and housing. She is also a former executive director\u00a0with the city&#8217;s\u00a0Department of Housing Preservation and Development.<\/p>\n<p dir=\"ltr\">Maksim Wynn will step in as an owner representative. He is the director of development at Procida Development Group, a Bronx-based affordable housing developer, and\u00a0previously worked at the <a class=\"tag tag-146837\" href=\"https:\/\/www.bisnow.com\/tags\/new-york-city-department-of-homeless-services\" target=\"_blank\" data-tag-id=\"146837\" rel=\"nofollow noopener\">New York City Department of Homeless Services<\/a>, as well as HPD.\u00a0<\/p>\n<p dir=\"ltr\">For the RGB&#8217;s public board members, Mamdani named\u00a0Jain Family Institute Senior Research Associate Sina Sinai, <a class=\"tag tag-94286\" href=\"https:\/\/www.bisnow.com\/tags\/the-new-school\" target=\"_blank\" data-tag-id=\"94286\" rel=\"nofollow noopener\">The New School<\/a>\u2019s Center for New York City Affairs Director of Economic and Fiscal Policy Lauren Melodia and <a class=\"tag tag-184714\" href=\"https:\/\/www.bisnow.com\/tags\/united-auto-workers\" target=\"_blank\" data-tag-id=\"184714\" rel=\"nofollow noopener\">United Auto Workers<\/a> Region 9A Director Brandon Mancilla.<\/p>\n<p dir=\"ltr\"><a class=\"tag tag-198250\" href=\"https:\/\/www.bisnow.com\/tags\/ad\u00e1n-soltren\" target=\"_blank\" data-tag-id=\"198250\" rel=\"nofollow noopener\">Ad\u00e1n Soltren<\/a>, a supervising attorney in the Legal Aid Society\u2019s Housing Justice Unit Group Advocacy practice, was renamed as a tenant representative.\u00a0<\/p>\n<p dir=\"ltr\">Mamdani was handed the ability to nominate the majority of the board after <a class=\"tag tag-198248\" href=\"https:\/\/www.bisnow.com\/tags\/alex-armlovich\" target=\"_blank\" data-tag-id=\"198248\" rel=\"nofollow noopener\">Alex Armlovich<\/a> resigned on Tuesday. Armlovich, who is a senior housing policy analyst at the Niskanen Center,\u00a0<a href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2025\/03\/mayor-adams-new-appointments-rent-guidelines-board\" target=\"_blank\" rel=\"nofollow noopener\">was appointed<\/a> by then-<a class=\"tag tag-175907\" href=\"https:\/\/www.bisnow.com\/tags\/mayor-eric-adams\" target=\"_blank\" data-tag-id=\"175907\" rel=\"nofollow noopener\">Mayor Eric Adams<\/a> in\u00a0March.\u00a0<\/p>\n<p dir=\"ltr\">Armlovich follows other RGB members\u00a0<a class=\"tag tag-198247\" href=\"https:\/\/www.bisnow.com\/tags\/doug-apple\" target=\"_blank\" data-tag-id=\"198247\" rel=\"nofollow noopener\">Doug Apple<\/a>, <a class=\"tag tag-198249\" href=\"https:\/\/www.bisnow.com\/tags\/reed-jordan\" target=\"_blank\" data-tag-id=\"198249\" rel=\"nofollow noopener\">Reed Jordan<\/a> and Alex Schwartz out the door. Schwartz, an appointee of former Mayor Bill de Blasio, was already replaced by Adams in his final days in office. In December,\u00a0Adams\u00a0<a href=\"https:\/\/www.bisnow.com\/new-york\/news\/multifamily\/adams-makes-four-rgb-appointments-stymying-mamdanis-rent-freeze-132457\" target=\"_blank\" rel=\"nofollow noopener\">made four appointments<\/a> in an attempt to hinder Mamdani\u2019s ability to freeze rents.<\/p>\n<p dir=\"ltr\"><a class=\"tag tag-30116\" href=\"https:\/\/www.bisnow.com\/tags\/merrill-lynch\" target=\"_blank\" data-tag-id=\"30116\" rel=\"nofollow noopener\">Merrill Lynch<\/a>\u00a0senior financial adviser <a class=\"tag tag-198246\" href=\"https:\/\/www.bisnow.com\/tags\/lliam-finn\" target=\"_blank\" data-tag-id=\"198246\" rel=\"nofollow noopener\">Lliam Finn<\/a> was set to replace Schwartz as public representative but <a href=\"https:\/\/therealdeal.com\/new-york\/2025\/12\/31\/eric-adams-loses-rent-guidelines-board-appointee\/\" target=\"_blank\" rel=\"nofollow noopener\">opted out of the role<\/a>\u00a0two weeks after his appointment was announced.<\/p>\n<p dir=\"ltr\">If Adams&#8217; nominees had stuck, Mamdani still would have been able to make four appointments this year. But he would have had to wait until 2027 to\u00a0nominate a majority.\u00a0<\/p>\n<p dir=\"ltr\">Each representative serves on terms ranging from two to four years. Smyth Law PC founder <a class=\"tag tag-31655\" href=\"https:\/\/www.bisnow.com\/tags\/christina-smyth\" target=\"_blank\" data-tag-id=\"31655\" rel=\"nofollow noopener\">Christina Smyth<\/a>, Legal Services NYC Deputy Director <a class=\"tag tag-198245\" href=\"https:\/\/www.bisnow.com\/tags\/sagar-sharma\" target=\"_blank\" data-tag-id=\"198245\" rel=\"nofollow noopener\">Sagar Sharma<\/a> and <a class=\"tag tag-35313\" href=\"https:\/\/www.bisnow.com\/tags\/new-york-university\" target=\"_blank\" data-tag-id=\"35313\" rel=\"nofollow noopener\">New York University<\/a> Stern School of Business associate professor <a class=\"tag tag-179801\" href=\"https:\/\/www.bisnow.com\/tags\/arpit-gupta\" target=\"_blank\" data-tag-id=\"179801\" rel=\"nofollow noopener\">Arpit Gupta<\/a> \u2014 all Adams appointees \u2014 remain on the board.\u00a0<\/p>\n<p dir=\"ltr\">Landlord groups on Wednesday blasted Mamdani&#8217;s appointments and\u00a0reiterated their stance that\u00a0a\u00a0rent freeze would be devastating for rent-stabilized landlords.<\/p>\n<p dir=\"ltr\">&#8220;Many of the city&#8217;s heavily rent-regulated buildings are facing severe financial distress, which continues to lower apartment supply and deteriorate the city&#8217;s housing stock,&#8221;\u00a0<a class=\"tag tag-112227\" href=\"https:\/\/www.bisnow.com\/tags\/real-estate-board-of-new-york\" target=\"_blank\" data-tag-id=\"112227\" rel=\"nofollow noopener\">Real Estate Board of New York<\/a>\u00a0President\u00a0<a class=\"tag tag-63241\" href=\"https:\/\/www.bisnow.com\/tags\/james-whelan\" target=\"_blank\" data-tag-id=\"63241\" rel=\"nofollow noopener\">James Whelan<\/a>\u00a0said in a statement. &#8220;While it plays well on the campaign trail, a rent freeze is an ill-advised approach to addressing a complex issue.&#8221;<\/p>\n<p>                        <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2025\/10\/placeholder.png\" loading=\"lazy\" alt=\"Placeholder\"\/><\/p>\n<p>\n      Bisnow\/Sasha Jones\n    <\/p>\n<p>\n      Protestors shout at members of the Rent Guidelines Board during its 2025 vote.\n    <\/p>\n<p dir=\"ltr\">In his resignation letter,\u00a0<a href=\"https:\/\/www.thecity.nyc\/2026\/02\/17\/rent-freeze-board-mamdani-regulated-apartments\/\" target=\"_blank\" rel=\"nofollow noopener\">first reported by The City<\/a>,\u00a0Armlovich attributed his departure to his new role as a program officer at the philanthropy group Coefficient Giving. He added that he believes housing production will be more effective in solving the housing crisis than rent regulation.\u00a0<\/p>\n<p dir=\"ltr\">\u201cRent regulation is a short-term patch that provides valuable certainty and consumer protection for tenants, but only insofar as a tenant\u2019s life circumstances never change and they never need or want to move for the rest of their lives,\u201d\u00a0<a href=\"https:\/\/gothamist.com\/news\/mamdani-names-new-rent-guidelines-board-majority-testing-rent-freeze-pledge\" target=\"_blank\" rel=\"nofollow noopener\">Armlovich wrote<\/a>.<\/p>\n<p dir=\"ltr\">Additionally, he cited a \u201cslumlord freeze\u201d proposal from Gupta as an option he hopes the new board will give \u201ca serious look.\u201d Doing so would prevent increases\u00a0by\u00a0landlords with substantial housing code violations but allow others to raise rents.\u00a0<\/p>\n<p dir=\"ltr\">\u201cIt directly ties a landlord&#8217;s revenue to their performance as a housing provider, and it addresses the legitimate concern that blanket guidelines reward negligent owners and responsible ones alike,\u201d Armlovich wrote. \u201cI think giving landlords both the means and the incentive to reinvest cost-based RGB guideline increases into tenant quality of life is the single best reform the RGB could adopt.\u201d<\/p>\n<p dir=\"ltr\">Apple similarly told The City his decision to leave the board was not political but simply because he is \u201cready to move on to new things.\u201d He is the president and CEO of 1811Consulting, which advises on affordable housing.\u00a0<\/p>\n<p dir=\"ltr\">In an interview with Gothamist, Apple added that he expects the board to assess all of the data presented without \u201cautomatically\u201d deferring to a rent freeze.<\/p>\n<p dir=\"ltr\">The RGB undergoes a monthslong process that entails public hearings and financial data analysis from landlords and tenants before an annual vote. Last year, the board approved\u00a0<a href=\"https:\/\/www.bisnow.com\/new-york\/news\/affordable-housing\/rent-guidelines-board-approves-hikes-as-rent-freeze-demands-spread-129992\" target=\"_blank\" rel=\"nofollow noopener\">a 3% increase<\/a>\u00a0in a\u00a0heated\u00a05-4 vote.<\/p>\n<p dir=\"ltr\">Rents\u00a0were\u00a0raised a cumulative 12% under Adams\u2019 tenure, although landlords have argued that those increases still have not kept pace with rising insurance and maintenance costs amid a higher interest-rate environment.<\/p>\n<p dir=\"ltr\">Nearly 60% of rent-stabilized buildings were operating in the red as of 2024,\u00a0<a href=\"https:\/\/www.enterprisecommunity.org\/sites\/default\/files\/2025-10\/Distress-in-NY-Affordable-Housing-Stock.pdf\" target=\"_blank\" rel=\"nofollow noopener\">according to a study<\/a>\u00a0by nonprofit affordable housing groups\u00a0<a class=\"tag tag-198964\" href=\"https:\/\/www.bisnow.com\/tags\/national-equity-fund\" target=\"_blank\" data-tag-id=\"198964\" rel=\"nofollow noopener\">National Equity Fund<\/a>\u00a0and\u00a0<a class=\"tag tag-198965\" href=\"https:\/\/www.bisnow.com\/tags\/enterprise-community-providers\" target=\"_blank\" data-tag-id=\"198965\" rel=\"nofollow noopener\">Enterprise Community Providers<\/a>.\u00a0<\/p>\n<p dir=\"ltr\">\u201cData show that tens of thousands of rent-stabilized buildings are in severe fiscal distress,\u201d\u00a0<a class=\"tag tag-192417\" href=\"https:\/\/www.bisnow.com\/tags\/new-york-apartment-association\" target=\"_blank\" data-tag-id=\"192417\" rel=\"nofollow noopener\">New York Apartment Association<\/a>\u00a0CEO\u00a0<a class=\"tag tag-192419\" href=\"https:\/\/www.bisnow.com\/tags\/kenny-burgos\" target=\"_blank\" data-tag-id=\"192419\" rel=\"nofollow noopener\">Kenny Burgos<\/a>\u00a0said in a statement. \u201cThis is a generally accepted fact among academics, housing experts, and former Rent Guidelines Board members.\u201d<\/p>\n<p dir=\"ltr\">While the mayor appoints the RGB, the board is required by law to consider economic data as well as the income and margins of rent-stabilized landlords. The lack\u00a0of a mention of a rent freeze in Mamdani&#8217;s announcement is notable considering\u00a0<a href=\"https:\/\/bbgllp.com\/new\/nyc-rent-freeze-legal-challenges\/\" target=\"_blank\" rel=\"nofollow noopener\">legal threats that have been lobbed by the real estate industry<\/a> around a predetermined RGB course of action.<\/p>\n<p dir=\"ltr\">Burgos\u00a0said if the new board chooses to &#8220;ignore the consensus view, then they will be opening up the process to legal scrutiny. Worse, they will be responsible for the deterioration and eventual destruction of thousands of rent-stabilized buildings.&#8221;<\/p>\n<p dir=\"ltr\">A day before Mamdani announced the RGB appointments, he released his proposed budget for fiscal year 2027, which included a property tax hike of nearly 10%. The mayor is\u00a0<a href=\"https:\/\/www.wsj.com\/us-news\/mamdani-warns-of-nearly-10-property-tax-boost-if-no-tax-on-wealthy-635658e9?mod=hp_lead_pos6\" target=\"_blank\" rel=\"nofollow noopener\">pressuring Gov.
