{"id":138296,"date":"2026-02-19T02:04:16","date_gmt":"2026-02-19T02:04:16","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/138296\/"},"modified":"2026-02-19T02:04:16","modified_gmt":"2026-02-19T02:04:16","slug":"what-a-mamdani-property-tax-increase-would-mean-for-home-owners-and-renters","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/138296\/","title":{"rendered":"What a Mamdani property tax increase would mean for home owners and renters"},"content":{"rendered":"<p>Mayor Zohran Mamdani\u2019s \u201clast resort\u201d proposal to increase <a href=\"https:\/\/www.amny.com\/news\/mamdanis-budget-property-tax-hikes\/\" target=\"_blank\" rel=\"noopener nofollow\">NYC property taxes<\/a> would have a ripple effect on the Big Apple, impacting renters and homeowners alike, economists and housing experts told amNewYork.<\/p>\n<p>Mamdani proposed the 9.5% property tax hike, which ultimately needs NYC Council approval, on Feb. 17 as a means of shoring up city finances and funding key municipal services. He called the plan a \u201clast resort\u201d measure should state lawmakers fail to increase taxes on the wealthy, something which the mayor has long supported. <\/p>\n<p>The proposed property tax increase Mamdani outlined Tuesday would, if enacted in the final budget to be negotiated with the City Council this spring, affect every city property owner, regardless of income. City Council Speaker Julie Menin has already voiced her opposition to any property tax increases.<\/p>\n<p>But if property taxes are raised, experts warn that property owners will likely have to pass along a significant share of the increased costs to their tenants \u2014 at least at some point.\u00a0<\/p>\n<p>\u201cAnytime you suddenly tax something like this, capital, something physical like houses and property, you can get a bunch of tax money initially, but long-run effects are really bad,\u201d said Chris Ball, associate professor of economics at Quinnipiac University in Connecticut. \u201cBecause what it definitely does is make it less valuable to invest in properties and develop the properties that you have.\u201d<\/p>\n<p>Ball explained that a new tax burden will likely intensify existing maintenance issues within buildings, particularly in rent-controlled or rent-stabilized units. When property taxes rise without a return on investment, small property owners have a diminished financial incentive, along with reduced capital, to fund various repairs and routine building maintenance.\u00a0<\/p>\n<p>This ripple effect from the mayor\u2019s proposal can lead to a decline in the overall quality and safety of housing across the city.\u00a0\n<\/p>\n<p>\u201cIf it stays, it\u2019ll just mean less good housing and less housing in NYC and make all the problems currently being faced worse over time,\u201d Ball said.\u00a0<br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-137804341\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/02\/east-ny-building-lennon-101625.jpg\" alt=\"apartment buildings during the day\" width=\"700\" height=\"525\" title=\"Everybody pays: What would a Mamdani property tax increase mean for NYC homeowners and tenants? 2\"  \/>A new apartment building in East New York.Photo by Barbara Russo-Lennon\n<\/p>\n<p>Kenny Burgos, CEO of the New York Apartment Association, echoed similar sentiments on Wednesday, the same day the mayor announced<a href=\"https:\/\/www.amny.com\/news\/mamdani-rent-guidelines-board-rent-freeze\/\" target=\"_blank\" rel=\"noopener nofollow\"> new members to the city\u2019s Rent Guidelines Board<\/a> (RGB), a move that brings him closer to his campaign promise of a rent freeze.<\/p>\n<p>\u201cData show that tens of thousands of rent-stabilized buildings are in severe fiscal distress,\u201d Burgos said. \u201cThis is a generally accepted fact among academics, housing experts, and former RGB members.\u201d<\/p>\n<p>Rob Lee, a small property owner in Brooklyn who rents to 19 families, said he is concerned about a possible tax increase, especially at a time when home insurance rates and <a href=\"https:\/\/www.amny.com\/news\/national-grid-record-usage-delivery-fees-gas\/\" target=\"_blank\" rel=\"noopener nofollow\">utility costs are rising<\/a>.\u00a0<\/p>\n<p>\u201cMy buildings are not rent-stabilized, but Mamdani is talking about freezing rent. But at the same time, he\u2019s talking about a 9.5% tax increase,\u201d Lee said. \u201cAnd since the pandemic, my home insurance rates have gone up 20 to 30% each year. These are buildings that have no violations, no lead, no asbestos, nothing.\u201d<\/p>\n<p>Lee, who owns both traditional apartments and those protected under the <a href=\"https:\/\/www.nyc.gov\/site\/hpd\/services-and-information\/good-cause-eviction.page\" target=\"_blank\" rel=\"noopener nofollow\">Good Cause Eviction Law<\/a>, said he would have to raise rents to cover the new taxes.<\/p>\n<p>\u201cThe free market rents are going to go up,\u201d he said. \u201cSome of my free market tenants have been with me for more than two decades.\u201d<br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-137832332\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/02\/DSC_4908.jpg\" alt=\"mayor zohran mamdani\" width=\"700\" height=\"541\" title=\"Everybody pays: What would a Mamdani property tax increase mean for NYC homeowners and tenants? 3\"  \/>Concerns are arising over Mayor Mamdani\u2019s budget.Photo by Lloyd Mitchell\n<\/p>\n<p>Lee said he does not like raising rent. In fact, for a good chunk of time, he did not have to increase rent bills at all.<\/p>\n<p>\u201cEvery year since 2019 I\u2019ve had to raise rents,\u201d he said. \u201cBut before that, around 2010, 2011, taxes and insurance would go up 2 to 3%. Once in a while, they\u2019d even go down. It wasn\u2019t an issue. I could give the same rent for like two or three years. It wasn\u2019t a problem but now it\u2019s just off the hook.\u201d<\/p>\n<p>Pat Cuomo, a landlord in East Harlem, said that the mayor \u201cdoes not understand the implications\u201d of extra taxes.\n<\/p>\n<p>\u201cWhat will property owners do?
