Kathy Hochul has pulled a proposal that would have allowed commercial robotaxi services, like <a href=\"https:\/\/www.cnbc.com\/quotes\/GOOGL\/\" rel=\"nofollow noopener\" target=\"_blank\">Alphabet<\/a>&#8216;s Waymo, to start in some parts of the state, according to her office.<\/p>\n<p>&#8220;Based on conversations with stakeholders, including the legislature, it was clear that the support was not there to advance this proposal,&#8221; Sean Butler, a spokesperson for the governor, said in a statement.<\/p>\n<p>Hochul&#8217;s reversal represents a blow to robotaxi operators like Waymo, which plans to <a href=\"https:\/\/www.cnbc.com\/2026\/02\/02\/waymo-announced-16-billion-fundraising-round.html\" rel=\"nofollow noopener\" target=\"_blank\">expand<\/a> its ride-hailing service to several new cities this year. <\/p>\n<p>A Waymo spokesperson told CNBC in a statement that it was &#8220;disappointed&#8221; by Hochul&#8217;s decision. <\/p>\n<p>The decision will not affect Waymo&#8217;s testing in New York City.<\/p>\n<p>In August, the company received its first permit from the New York Department of Transportation to start testing in the city, an approval made under New York City Mayor Zohran Mamdani&#8217;s predecessor, Eric Adams. <\/p>\n<p>Waymo began testing a handful of AVs in Manhattan and downtown Brooklyn with human safety drivers on board under a permit that was extended through March. <\/p>\n<p>Hochul introduced the proposal during her <a href=\"https:\/\/digital.ny.gov\/state-of-the-state-book-2026\/#_Toc219064600\" target=\"_blank\" rel=\"nofollow noopener\">State of the State address<\/a> last month. It outlined plans to allow for limited deployment of commercial robotaxis in the state, notably outside of New York City, a huge potential source of rider demand. <\/p>\n<p>Companies interested in piloting their services would be required to <a href=\"https:\/\/dmv.ny.gov\/business\/autonomous-vehicle-technology-demonstration-testing-permit\" target=\"_blank\" rel=\"nofollow noopener\">submit applications<\/a> that &#8220;demonstrate local support for AV deployment and adherence to the highest possible safety standards,&#8221; Hochul said in her address.  <\/p>\n<p>The proposal drew scrutiny from labor unions, <a href=\"https:\/\/actionnetwork.org\/petitions\/stop-driverless-cars-from-taking-over-nyc-streets\/\" target=\"_blank\" rel=\"nofollow noopener\">rideshare drivers<\/a> and <a href=\"https:\/\/www.twu.org\/waymo-testing-in-nyc-is-a-danger-to-the-traveling-public-and-transit-workers\/\" target=\"_blank\" rel=\"nofollow noopener\">transit workers<\/a>, who raised concerns about safety risks and potential job losses from robotaxis entering the New York market. It also faced the prospect of pushback from Mamdani, who has been a <a href=\"https:\/\/www.nytimes.com\/2026\/02\/01\/nyregion\/mamdani-taxi-drivers-nyc.html\" target=\"_blank\" rel=\"nofollow noopener\">staunch advocate<\/a> for taxi drivers. <\/p>\n<p>Bhairavi Desai, executive director of the Taxi Workers Alliance, applauded Hochul&#8217;s move and called it a &#8220;sensible decision.&#8221; The group represents more than 28,000 yellow cab, <a href=\"https:\/\/www.cnbc.com\/quotes\/UBER\/\" rel=\"nofollow noopener\" target=\"_blank\">Uber<\/a> and <a href=\"https:\/\/www.cnbc.com\/quotes\/LYFT\/\" rel=\"nofollow noopener\" target=\"_blank\">Lyft<\/a> drivers in New York City. <\/p>\n<p>&#8220;Waymo thinks by targeting Buffalo and Rochester it can divide and conquer our driver-led movement,&#8221; Desai said in a statement. &#8220;But, once again, billionaire tech bosses underestimate workers at their own peril.&#8221;<\/p>\n<p>Waymo <a href=\"https:\/\/www.cnbc.com\/2026\/02\/02\/waymo-announced-16-billion-fundraising-round.html\" rel=\"nofollow noopener\" target=\"_blank\">plans to start<\/a> its commercial driverless ride-hailing service in several new cities this year, including Dallas, Denver, Nashville, Orlando, and Washington D.C. It also plans to expand to London, its first international market. <\/p>\n<p>&#8220;We&#8217;re committed to bringing our service to New York and will work with the State Legislature to advance this issue,&#8221; the Waymo spokesperson said. &#8220;The path forward requires a collaborative approach that prioritizes transparency and public safety.&#8221; <\/p>\n<p>The company currently offers 400,000 rides per week across its markets in the U.S., including the San Francisco Bay Area, Los Angeles, Phoenix, Austin, Atlanta, and Miami.<\/p>\n<p>Potential rivals, including <a href=\"https:\/\/www.cnbc.com\/quotes\/TSLA\/\" rel=\"nofollow noopener\" target=\"_blank\">Tesla<\/a> and <a href=\"https:\/\/www.cnbc.com\/quotes\/AMZN\/\" rel=\"nofollow noopener\" target=\"_blank\">Amazon<\/a>-owned Zoox, are testing their driverless systems in the U.S. but do not yet offer driverless ride-hailing services widely. Chinese robotaxi companies, such as <a href=\"https:\/\/www.cnbc.com\/quotes\/BIDU\/\" rel=\"nofollow noopener\" target=\"_blank\">Baidu<\/a>-owned Apollo Go and WeRide, have been expanding abroad at a faster clip than Waymo.<\/p>\n<p>The Alphabet-owned company reported safety incidents involving its robotaxis in recent weeks, including one involving a minor.<\/p>\n<p>One of its driverless vehicles <a href=\"https:\/\/www.cnbc.com\/2026\/01\/29\/waymo-nhtsa-crash-child-school.html\" rel=\"nofollow noopener\" target=\"_blank\">struck<\/a> a child near an elementary school in Santa Monica, California, last month, triggering an investigation by the National Highway Traffic Safety Administration. <\/p>\n<p>In a separate incident last month in Los Angeles, a Waymo Ojai vehicle operated in manual mode\u00a0by a human sped through a one-way residential street near Dodger Stadium.<\/p>\n<p><img decoding=\"async\" class=\"InlineVideo-videoThumbnail\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/02\/108052927-1729856485438-gettyimages-2157160787-291273final.jpeg\" alt=\"2025: The year that the robotaxi went mainstream with Waymo leading the pack\"\/><\/p>\n","protected":false},"excerpt":{"rendered":"Waymo autonomous taxis turns onto Post Street in San Francisco, California, US, on Wednesday, Dec. 17, 2025.
