Today, we are righting that wrong,\u201d said Mamdani during a press conference at the 403 East 65th St. building.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The <a href=\"https:\/\/patch.com\/new-york\/upper-east-side-nyc\/new-ues-pre-k-center-be-built-meeting-neighborhood-need\" rel=\"nofollow noopener\" target=\"_blank\">city first announced plans for the building in 2022<\/a>. Officials did not explain Thursday why the completed building has sat empty.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">More than <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2026\/01\/30\/nyc-3k-prek-application-surge-as-mamdani-expands-outreach-effort\/\" rel=\"nofollow noopener\" target=\"_blank\">50,000 applications<\/a> for the city\u2019s free preschool and 3-K programs have streamed in since January, roughly half of the applications received in total the year prior. Applications are not accepted on a first-come, first-serve basis.<\/p>\n<p>Who the new seats will serve<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Families with children turning ages 3 or 4 this calendar year who live between 60th to 69th streets in Manhattan\u2019s Community District 8 will have priority for the new seats, officials said. Families who have already applied for 3\u2011K or pre\u2011K can log back into their online applications and, if located in the area, add the new center to their ranked preferences. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The application deadline is Feb. 27. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The 10065 ZIP code\u2019s number of early child care facilities is <a href=\"https:\/\/neighborhoodexplorer.cityofnewyork.us\/10065-2\/\" rel=\"nofollow noopener\" target=\"_blank\">roughly on par with the city average<\/a>, according to public data. There are currently two public schools in the district that offer pre-K and one early education center offering both 3-K and pre-K seats.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">While the Mayor\u2019s 2-Care program will focus first on families in neighborhoods with the highest need, this center will serve a decidedly more affluent demographic area \u2014 and one that has waited for this center to open for four years.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The affluent neighborhood has a median household income of $155,000, about 1.5 times the city average; <a href=\"https:\/\/neighborhoodexplorer.cityofnewyork.us\/10065-2\/\" rel=\"nofollow noopener\" target=\"_blank\">77%<\/a> of the neighborhood\u2019s 30,808 residents are white, and 44% have a master\u2019s degree or higher, according to <a href=\"https:\/\/datacommons.org\/place\/zip\/10065#:~:text=Knowledge%20Graph%20%E2%80%A2%20zip\/10065.%2010065%20is%20a,population%20in%2010065%20was%2031%2C047%20in%202023.\" rel=\"nofollow noopener\" target=\"_blank\">American Community Survey 5-year estimates<\/a>.<\/p>\n<p>Inspiration, advice, and best practices for the classroom \u2014 learn from teachers like you.<\/p>\n<p>Across all of our bureaus, Chalkbeat reporters interview educators with interesting, effective approaches to teaching students and leading their schools. Get the best of How I Teach sent to your inbox for free every month.<\/p>\n<p>UES opening marks broader child care expansion<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">City Council Speaker Julie Menin said that the council has been working to expand city-run child care centers since the passage of a <a href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2022\/11\/mayor-adams-signs-package-seven-child-care-bills-provide-support-working-parents\" rel=\"nofollow noopener\" target=\"_blank\">seven-bill package in 2022<\/a>, which included a new provider directory, established a pilot grant for child care programs, and mandated reporting on child care access gaps. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">Though the legislation laid structural groundwork for child care expansion, Menin acknowledged that much of the package\u2019s intended outcomes \u201cdid not happen.\u201d She said the opening of the 65th Street center will make early child care access a reality for east side families. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">\u201cI can\u2019t tell you the number of parents who have said, \u2018If we do not get affordable child care, we\u2019re going to leave the city,\u2019\u201d said Menin on Thursday. \u201cThis is really a sign of what we need to do citywide to open up more child care facilities to make sure that every single parent that needs a slot for 3-K and pre-K has it.\u201d<\/p>\n<p>Six new bills aim to bolster child care<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">City Council members this week introduced <a href=\"https:\/\/legistar.council.nyc.gov\/MeetingDetail.aspx?ID=1389926&amp;GUID=E534EF79-75E7-4738-A903-338DE0BF7151&amp;Options=info%7C&amp;Search=\" rel=\"nofollow noopener\" target=\"_blank\">six new local laws<\/a> designed to help buoy Mamdani\u2019s signature child care promises.<\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">So far, Gov. Kathy Hochul <a href=\"https:\/\/www.chalkbeat.org\/newyork\/2026\/01\/08\/hochul-and-mamdani-announce-state-funding-for-nyc-2-care-universal-child-care\/\" rel=\"nofollow noopener\" target=\"_blank\">promised state funding for the first two years<\/a> to help the city launch its free 2-Care program, beginning with seats in high-need neighborhoods. <\/p>\n<p class=\"default__StyledText-sc-1px4eze-0 egVxCn body-paragraph\">The new City Council legislative package aims to bolster the infrastructure to make that happen and to shore up the existing pre-K and 3-K programs.
