He said the inspector did not observe any non-compliant conditions, and no enforcement actions were taken.<\/p>\n<p><a href=\"https:\/\/www.norwoodnews.org\/wp-content\/uploads\/2026\/02\/IMG_6046.jpg\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-128271 size-large\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/02\/IMG_6046-768x1024.jpg\" alt=\"\" width=\"768\" height=\"1024\"  \/><\/a>NYC Department of Buildings (DOB) has issued a full stop work order in relation to construction work at 21 East 198th Street in the Bedford Park section of The Bronx, pictured Sunday, Feb. 15, 2026.\u00a0<br \/>Photo by S\u00edle Moloney<\/p>\n<p>Maggiotto said that on Feb. 2, DOB carried out a proactive construction safety compliance inspection of the site, and inspectors observed that the contractor was performing work at the \u201csuperstructure phase of construction,\u201d despite not having a valid permit for such work. \u201cInspectors also observed unsafe conditions present at the site, including a concrete pump occupying the street, and outriggers blocking the adjacent pedestrian walkway,\u201d Maggiotto said.<\/p>\n<p>\u00a0<\/p>\n<p>He said that as a result, DOB issued numerous OATH (The Office of Administrative Trials and Hearings) \/ ECB (environmental control board) violations, and a Full Stop Work Order for the site.<\/p>\n<p><a href=\"https:\/\/www.norwoodnews.org\/wp-content\/uploads\/2026\/02\/IMG_6053.jpg\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-128272 size-large\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/02\/IMG_6053-768x1024.jpg\" alt=\"\" width=\"768\" height=\"1024\"  \/><\/a>NYC Department of Buildings (DOB) has issued a full stop work order in relation to construction work at 21 East 198th Street in the Bedford Park section of The Bronx, pictured Sunday, Feb. 15, 2026.\u00a0<br \/>Photo by S\u00edle Moloney<\/p>\n<p>Maggiotto said that on Feb. 11, during a re-inspection of the construction site, the general contractor provided DOB with an approved Site Safety Plan and a valid new building permit. He said that the work site was not fully code-compliant, however, as various safety measures were not being maintained.<\/p>\n<p>\u00a0<\/p>\n<p>He said as a result, DOB partially rescinded the Stop Work Order, which allows for excavation and foundation stage work to take place, only.<\/p>\n<p>\u00a0<\/p>\n<p>Maggiotto said that in order for DOB to fully lift the Stop Work Order to allow for construction to continue into the \u201csuperstructure phase,\u201d the general contractor must schedule a re-inspection with DOB, and the responding inspector must confirm that no violating conditions are present, and that the site is fully compliant with all DOB code regulations. Once this is confirmed, he said the Partial Stop Work Order can be lifted.<\/p>\n<p>\u00a0<\/p>\n<p>As <a href=\"https:\/\/www.norwoodnews.org\/update-fordham-heights-burnside-avenue-building-partially-collapses\/\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a>, a partial building collapse occurred at a construction site on Burnside Avenue in Fordham Heights last month. Fortunately, there were no injuries reported. It follows a previous\u00a0<a href=\"https:\/\/www.norwoodnews.org\/update-mott-haven-nycha-partial-building-collapse-raises-construction-safety-concerns-again-though-no-injuries\/\" rel=\"nofollow noopener\" target=\"_blank\">partial building collapse<\/a>\u00a0at a NYCHA building in Mott Haven in October 2025, a\u00a0<a href=\"https:\/\/www.norwoodnews.org\/update-morris-heights-building-partially-collapses-in-broad-daylight\/\" rel=\"nofollow noopener\" target=\"_blank\">partial building collapse<\/a>\u00a0in Morris Heights in\u00a0<a href=\"https:\/\/www.norwoodnews.org\/update-morris-heights-neighbors-describe-partial-collapse-of-residential-building-open-violations-with-dob-at-site\/\" rel=\"nofollow noopener\" target=\"_blank\">December 2023<\/a>, another\u00a0<a href=\"https:\/\/www.norwoodnews.org\/update-orchard-beach-two-construction-workers-injured-in-construction-site-collapse\/\" rel=\"nofollow noopener\" target=\"_blank\">construction site collapse<\/a>\u00a0at an Orchard Beach construction site in July 2023, and a wall collapse in\u00a0<a href=\"https:\/\/www.norwoodnews.org\/olinville-six-people-injured-in-bronx-partial-wall-collapse-at-construction-site\/\" rel=\"nofollow noopener\" target=\"_blank\">Olinville<\/a>\u00a0in which six people were injured the same month and year.<\/p>\n<p><a href=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/02\/Screenshot-2026-02-18-002655.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-128273 size-full\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/02\/Screenshot-2026-02-18-002655.png\" alt=\"\" width=\"633\" height=\"273\"  \/><\/a>NYC Department of Buildings (DOB) has issued a full stop work order in relation to construction work at 21 East 198th Street in the Bedford Park section of The Bronx, pictured Sunday, Feb. 15, 2026.\u00a0<br \/>Image courtesy of the Google Maps<\/p>\n<p>City Council Member Pierina Sanchez (C.D. 14) previously introduced a bill, which became The Billingsley Terrace Structural Integrity Act, inspired by the\u00a0<a href=\"https:\/\/www.norwoodnews.org\/sanchez-introduces-bill-inspired-by-billingsley-terrace-partial-building-collapse-in-morris-heights\/\" rel=\"nofollow noopener\" target=\"_blank\">Billingsley Terrace partial building collapse in Morris Heights<\/a>\u00a0in December 2023, and it duly\u00a0<a href=\"https:\/\/www.norwoodnews.org\/city-council-passes-sanchez-bill-inspired-by-billingsley-terrace-partial-building-collapse\/\" rel=\"nofollow noopener\" target=\"_blank\">passed<\/a> in the council in 2024. The Morris Heights incident forced over 150 tenants to lose their homes, as <a href=\"https:\/\/www.norwoodnews.org\/update-morris-heights-neighbors-describe-partial-collapse-of-residential-building-open-violations-with-dob-at-site\/\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a>, but fortunately there were no injuries.<\/p>\n<p>\u00a0<\/p>\n<p>As\u00a0<a href=\"https:\/\/www.norwoodnews.org\/update-three-building-contractors-charged-in-first-bronx-manslaughter-and-criminally-negligent-homicide-case\/\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a>, Bronx District Attorney Darcel Clark announced that three building contractors were indicted on April 12, 2023 in the first Bronx case to bring charges of manslaughter and criminally negligent <a href=\"https:\/\/www.norwoodnews.org\/partial-building-collapse-in-norwood-kills-one-worker\/\" rel=\"nofollow noopener\" target=\"_blank\">homicide<\/a>\u00a0for a construction <a href=\"https:\/\/www.norwoodnews.org\/worker-dies-after-being-crushed-in-norwood-building-collapse\/\" rel=\"nofollow noopener\" target=\"_blank\">fatality<\/a> that occurred at 94 East 208th Street in Norwood in 2019.<\/p>\n<p>\u00a0<\/p>\n<p>The victim, a father and 46-year-old Ecuadorian immigrant worker, Segundo Manuel Huerta Mayancela, was crushed by 1,000 pounds of debris in what was described as an egregiously dangerous building site, a joint investigation by NYC Department of Investigation (DOI) and the Bronx District Attorney\u2019s office found. Builders also allegedly falsified credentials\/permits and flouted safety laws, according to the investigation.
