(WCAX) &#8211; High electric bills have some utility customers in Northern New York crying foul.<\/p>\n<p class=\"text | article-text\">Friday, Democratic New York Assemblyman Michael Cashman fielded questions from concerned ratepayers at Senior Planet in Plattsburgh.<\/p>\n<p class=\"text | article-text\">Cashman has a bill in the works to cap rate increase costs at 2.5%. It would also impose civil penalties on utility companies that don\u2019t comply with the potential statute.<\/p>\n<p class=\"text | article-text\">One senior said her bills keep increasing and she isn\u2019t told why.<\/p>\n<p class=\"text | article-text\">\u201cMy concern is being on a fixed income, will this be a continuing situation? Will I be confronted with higher bills as the year goes on?\u201d said Carol Solari-Ruscoe of Peru, N.Y.<\/p>\n<p class=\"text | article-text\">Cashman is calling on Gov.
