Discount levels vary by <a href=\"https:\/\/www.coned.com\/en\/accounts-billing\/payment-plans-assistance\/energy-affordability-program#otherpathway\" rel=\"noopener nofollow\" target=\"_blank\">household size and income<\/a>. In New York City, someone who uses gas heat and whose income is less than 60% of the area median income \u2014 $68,050 for a single person and $97,200 for a household of four \u2014 would see discounts of more than $135 per month.<\/p>\n<p data-block-key=\"8ige3\">The program, known as EAP, has traditionally helped low-income New Yorkers already enrolled in other government assistance programs. But last month, the state broadened eligibility for EAP to those who meet the income requirements, even if they\u2019re not getting one of the other forms of aid.<\/p>\n<p data-block-key=\"6h68g\">Ian Donaldson, a spokesperson for Public Utility Law Project, a ratepayer advocacy group that helps people understand their utility bills and connects them to resources, said it\u2019s not uncommon for it to take some time for customers to learn about and apply to such programs.<\/p>\n<p data-block-key=\"ftvth\">\u201cWe do believe that once word starts to spread around about it opening up, that more households will enroll,\u201d he said. \u201cWith regard to the application, I&#8217;ll be honest, you do need to provide a lot of information and that can be somewhat arduous.\u201d<\/p>\n<p data-block-key=\"djkgk\">Utility customers have been <a href=\"https:\/\/gothamist.com\/news\/think-the-cold-is-painful-nyc-wait-until-you-see-your-con-ed-bill\" rel=\"noopener nofollow\" target=\"_blank\">dealing with a double-whammy this winter<\/a>: newly raised Con Edison rates and a weekslong cold stretch that had heaters running overtime.<\/p>\n<p data-block-key=\"frdvp\">In messages to their customers, both Con Edison and National Grid have been trying to prepare people for higher bills. National Grid warned customers of a close to a 10% bump in their bills following January\u2019s storm and Arctic temperatures.<\/p>\n<p data-block-key=\"a2jg9\">\u201cWe\u2019ve experienced the coldest start to winter in more than a decade,\u201d a recent email from Con Edison read. \u201cYour next energy bill may be more than you\u2019re used to seeing.\u201d<\/p>\n<p data-block-key=\"8us6r\">Under the old rules, some customers were automatically enrolled in the affordability program, while others still had to apply, depending on which other benefit programs they were participating in.
