ALBANY, N.Y. \u2014 Gov. Kathy Hochul declared a state of emergency as a major winter storm approaches New York City and its local areas. Much of the storm will not impact Rochester and the Western New York areas.<\/p>\n

Hochul introduced a new \u201csnow and ice\u201d rescue vehicle designed to assist stranded motorists. <\/p>\n Officials said 100 National Guard members are on standby to help. <\/p>\n \u201cThis can go anywhere, goes along the freeway, cars are stranded,\u201d Hochul said. \u201cI\u2019ve seen this many times in West New York.
