Air travel was also severely disrupted: tracker FlightAware <a href=\"https:\/\/www.flightaware.com\/live\/cancelled\/today\" rel=\"nofollow noopener\" target=\"_blank\">reported<\/a> almost 3,500 cancellations of flights within, into, or from the U.S. as of 11 p.m. on Sunday.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Here\u2019s what to know about travel bans and restrictions by state amid the storm.<\/p>\n<p>Connecticut<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Gov. The prohibition, which stays in effect until lifted, does not apply to emergency response and recovery vehicles, such as those for public safety, utilities, or those carrying necessary personnel and supplies.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">\u201cEveryone statewide is strongly urged to avoid all unnecessary, non-essential travel,\u201d Lamont said in his announcement. \u201cPlan ahead, get to where you need to be by early Sunday evening, and remain there throughout the duration of the storm.\u201d<\/p>\n<p>Delaware<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Gov. Matthew Meyer <a href=\"https:\/\/news.delaware.gov\/2026\/02\/22\/state-of-emergency-declared-national-guard-activated-for-winter-storm-response\/\" rel=\"nofollow noopener\" target=\"_blank\">declared<\/a> a state of emergency Sunday, and <a href=\"https:\/\/news.delaware.gov\/2026\/02\/22\/level-1-driving-warning-in-effect-statewide\/\" rel=\"nofollow noopener\" target=\"_blank\">imposed a statewide driving warning<\/a> urging increased caution. Kathy Hochul <a href=\"https:\/\/www.governor.ny.gov\/sites\/default\/files\/2026-02\/eo_58.pdf\" rel=\"nofollow noopener\" target=\"_blank\">declared<\/a> a state of emergency in several counties in New York state. In her <a href=\"https:\/\/www.governor.ny.gov\/news\/governor-hochul-updates-new-yorkers-state-preparations-ahead-severe-winter-storm\" rel=\"nofollow noopener\" target=\"_blank\">announcement<\/a>, Hochul said that starting 4 p.m. Sunday, empty commercial vehicles and tandem tractor-trailers are banned from travel on I-84 and all roads south of I-84, including all Thruway system roads. Other commercial vehicles are restricted to the I-84\u2019s right lane, as well as all roadways south of I-84, including the Thruway system roads in Orange, Rockland, and Westchester counties.\u00a0<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">According to the <a href=\"https:\/\/www.mta.info\/article\/winter-storm-service-changes-february-2026\" rel=\"nofollow noopener\" target=\"_blank\">Metropolitan Transportation Authority<\/a>, which covers the New York metropolitan area, some express subway lines have been operating locally in preparation for the winter storm. Bus services will continue, but road conditions may affect it.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">The Long Island Rail Road service, stretching from Manhattan to Suffolk County in Long Island, will be suspended by 1 a.m. Monday until conditions improve. The Metro-North Railroad will also limit its services, operating on an hourly schedule on some lines and on a weekend schedule on others. The MTA\u2019s paratransit services will end taking reservations starting at 9 p.m., and the MTA is contacting customers who booked rides after to possibly schedule their rides earlier or cancel them altogether.\u00a0<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">New York City Mayor Zohran Mamdani <a href=\"https:\/\/x.com\/NYCMayor\/status\/2025649162646380713\" rel=\"nofollow\">announced<\/a> a local state of emergency.
