She took over in 2021, leaning into the agency\u2019s strategy of harnessing data to care for the county\u2019s most vulnerable populations.<\/p>\n<p>The DHS director is one of the most high-profile in county government, helming an agency with an annual budget of more than $1 billion, responsible for helping some of the county\u2019s most vulnerable populations confront homelessness, addiction, mental illness and child abuse.<\/p>\n<p>Her stint as agency leader coincided with a spike in the number of unhoused people in the county and public controversy over how to address encampments and where shelters should be located.<\/p>\n<p>Dalton\u2019s move to New York was first reported by the New York Times.<\/p>\n<p>\u201cErin Dalton has spent decades making government work better for those who need it most \u2014 expanding housing access, strengthening social services and protecting our most vulnerable neighbors,\u201d New York Mayor Zohran Mamdani said in a statement to the Times.<\/p>\n<p>The move comes as New York deals with its own homelessness issues. At least 20 New Yorkers died during cold weather following a January snow storm, the Times reported, and Mamdani sparked controversy by announcing he would resume clearing encampments.<\/p>\n<p>A spokesperson for Allegheny County Executive Sara Innamorato did not immediately respond to requests for comment.<\/p>\n<p>Highlights from Erin Dalton\u2019s tenure as ACDHS head<\/p>\n<p>December 2020: <a href=\"https:\/\/www.publicsource.org\/marc-cherna-is-retiring-after-25-years-of-award-winning-leadership-as-head-of-dept-of-human-services\/\" rel=\"nofollow noopener\" target=\"_blank\">Marc Cherna announces retirement<\/a> as head of Allegheny County Department of Human Services. Erin Dalton soon steps into the role, initially on an acting basis.<\/p>\n<p>October 2022: Citing a rise in involuntary mental health commitments, Dalton notes intention to study the <a href=\"https:\/\/www.publicsource.org\/allegheny-county-302-involuntary-outpatient-treatment-western-psych-mental-health-pa\/\" rel=\"nofollow noopener\" target=\"_blank\">effects of \u201c302s\u201d on long-term mental health<\/a>.<\/p>\n<p>January 2023: The county and City of Pittsburgh <a href=\"https:\/\/www.publicsource.org\/homelessness-pittsburgh-allegheny-county-stockton-encampment-camp-aclu-community-justice\/\" rel=\"nofollow noopener\" target=\"_blank\">continue recent policy of decommissioning homeless encampments<\/a>, raising concerns among some civil rights groups that constitutional rights may be violated.<\/p>\n<p>June 2023: The department closes the longtime winter shelter at the Smithfield United Church of Christ, Downtown, amid pressure from business interests and <a href=\"https:\/\/www.publicsource.org\/smithfield-shelter-downtown-pittsburgh-homeless-human-services-low-barrier\/\" rel=\"nofollow noopener\" target=\"_blank\">against the urging<\/a> of some advocates for unhoused people.<\/p>\n<p>September 2023: Anti-violence teams, supported by a $50 million county commitment, <a href=\"https:\/\/www.publicsource.org\/allegheny-county-anti-violence-initiative-reimagine-reentry-human-services\/\" rel=\"nofollow noopener\" target=\"_blank\">begin to respond to gun violence incidents<\/a> with offers of services in an effort to curb retaliatory shootings.<\/p>\n<p>June 2024: The county <a href=\"https:\/\/www.publicsource.org\/allegheny-county-homelessness-unhoused-housing-affordable-500-plan-innamorato\/\" rel=\"nofollow noopener\" target=\"_blank\">announces the 500-in-500 campaign<\/a> to identify deeply affordable housing for people experiencing homelessness over roughly 18 months.<\/p>\n<p>August 2024: The department launches <a href=\"https:\/\/www.publicsource.org\/allegheny-county-connect-protect-recover-overdoses-addiction-opioids-fentany\/\" rel=\"nofollow noopener\" target=\"_blank\">Connect Protect Recover<\/a> to address rising overdose deaths in Black communities in part by supporting the loved ones and caregivers of people with substance use disorders.<\/p>\n<p>February 2025: Dalton, Innamorato and <a href=\"https:\/\/www.publicsource.org\/pittsburgh-allegheny-pennsylvania-homeless-housing-program-500-innamorato-gainey\/\" rel=\"nofollow noopener\" target=\"_blank\">other county officials say the 500-in-500 plan<\/a> \u2014 at the halfway mark in its timeline \u2014 had to that point resulted in 191 more available housing units for people dealing with housing insecurity.<\/p>\n<p>May 2025: Pittsburgh\u2019s Public Source reports that the county <a href=\"https:\/\/www.publicsource.org\/allegheny-county-assisted-outpatient-treatment-aot-involuntary-302\/\" rel=\"nofollow noopener\" target=\"_blank\">plans to implement Assisted Outpatient Treatment<\/a> (AOT), a model of outpatient court-ordered mental health care that has been used in other states, but not previously in Pennsylvania.<\/p>\n<p>July 2025: The county and research partners <a href=\"https:\/\/www.publicsource.org\/mental-health-study-reveals-dangers-of-302-commitments-allegheny-county\/\" rel=\"nofollow noopener\" target=\"_blank\">release results of a study<\/a> indicating that involuntary mental health hospitalizations often do more harm than good to patients.<\/p>\n<p>November 2025: Dalton <a href=\"https:\/\/www.publicsource.org\/allegheny-county-winter-homeless-shelter-opens-2025\/\" rel=\"nofollow noopener\" target=\"_blank\">details plans for the county\u2019s winter shelter<\/a>, anchored by a 140-bed facility in Perry South. The county notes that its count of people living in tents has dropped from around 140 in 2024 to two.<\/p>\n<p>December 2025: ACDHS reveals that <a href=\"https:\/\/www.publicsource.org\/allegheny-county-greenlights-assisted-outpatient-treatment\/\" rel=\"nofollow noopener\" target=\"_blank\">it would implement AOT<\/a>, but with newly crafted safeguards in place to prevent the tool from leading to incarcerations of people with mental health problems.<\/p>\n<p>Charlie Wolfson is the local government reporter for Pittsburgh\u2019s Public Source.
