An attorney for a Manhattan<\/a> couple is claiming they were deemed a \u201chigh value target\u201d by Will County<\/a> prosecutors pursuing a forfeiture case against them that failed in court.<\/p>\n

Attorney Frank Andreano filed a motion on Feb. 20 that said Jeff Regnier and Greta Keranen believe they were targeted because of the \u201cpotential income\u201d that State\u2019s Attorney James Glasgow\u2019s Office<\/a> would receive if the forfeiture case had succeeded. <\/p>\n

Andreano\u2019s motion said the couple believe Glasgow\u2019s office investigated them \u201cprior to the discovery of any evidence of supposed crimes\u201d committed by them. <\/p>\n

On Wednesday, Will County Assistant State\u2019s Attorney Laura Byrne said Glasgow\u2019s office has no comment \u201cat this time as this matter is currently pending an appeal.\u201d<\/p>\n

Andreano\u2019s Feb. 20 motion is meant to supplement another motion he has filed requesting a special prosecutor investigate<\/a> federal agents and the forfeiture unit of Glasgow\u2019s Office.<\/p>\n

A judge has not yet ruled on the motion for a special prosecutor as of Wednesday.<\/p>\n

Andreano\u2019s motion contends a 2023 forfeiture case for two vehicles belonging to Regnier and Keranen was filed by Glasgow\u2019s office to inflict \u201csignificant financial punishment\u201d on them. <\/p>\n

Prosecutors filed a complaint for forfeiture of the vehicles under the allegation they were obtained through \u201cfelony loan fraud,\u201d court records show.<\/p>\n

On Jan. 21, Will County Judge Brian Barrett dismissed the case after finding no evidence<\/a> to support the allegation. Will County Assistant State\u2019s Attorney Dant Foulk filed an appeal of Barrett\u2019s ruling. <\/p>\n

In Andreano\u2019s Feb. 20 motion, he cited a PowerPoint presentation prepared by members of Glasgow\u2019s office \u201cfor presentation to other prosecutors.\u201d<\/p>\n

\u201cThe PowerPoint describes how prosecutors may obtain documents otherwise protected by privacy laws and\/or restrictions when seeking to discover ways to charge \u2018high value targets,\u2019\u201d Andreano\u2019s motion said.<\/p>\n

The presentation recommended prosecutors should consider focusing on the prosecution of a target if they are a \u201chigh-value target\u201d rather than the prosecution of the \u201cspecific subset of criminal offenses,\u201d according to Andreano\u2019s motion. <\/p>\n
