{"id":150,"date":"2025-10-13T23:57:12","date_gmt":"2025-10-13T23:57:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/150\/"},"modified":"2025-10-13T23:57:12","modified_gmt":"2025-10-13T23:57:12","slug":"ny-schools-slow-to-adopt-modern-literacy-curriculum-lawmaker-alleges","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/150\/","title":{"rendered":"NY schools slow to adopt modern literacy curriculum, lawmaker alleges"},"content":{"rendered":"<p>ALBANY \u2014\u00a0The state Education Department isn\u2019t doing enough to embrace a more modern literacy curriculum, a Brooklyn lawmaker is charging as states like Mississippi soar past New York in critical reading scores.<\/p>\n<p>Assemblyman Bobby Carroll\u00a0(D-Brooklyn) is demanding Education Department administrators mandate that schools statewide\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=BLIIHe6TEq0&amp;feature=youtu.be\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">adopt a phonics-based literacy curriculum<\/a>, known as the science of reading approach \u2014 after a recent study found hundreds of Empire State districts are using an outdated and ineffective curriculum model.<\/p>\n<p>\u201cIn addition to Mississippi, states like Connecticut and Virginia, have already acted on this commonsense approach. New York should be leading, not falling behind,\u201d Carrol said in a statement.<\/p>\n<p>Brooklyn Assemblyman Bobby Carroll wants the state to mandate schools adopt a \u201cscience of reading\u201d-based approach to literacy education. X\/@Bobby4Brooklyn<\/p>\n<p>\u201cEvery child in New York deserves to be taught to read, and it is time for the State Education Department to deliver on that promise.\u201d<\/p>\n<p>An analysis by the Education Trust-New York, a policy and advocacy organization, discovered <a href=\"https:\/\/drive.google.com\/file\/d\/17R-76ipbd1S_LRocMB_syX6XrWidUTLG\/view\" rel=\"nofollow noopener\" target=\"_blank\">roughly a third of school districts<\/a> are still teaching an outdated curriculum using the \u201cbalanced\u201d approach to literacy education.<\/p>\n<p>New York students have struggled to improve reading scores over the last few years, even as state spending on public education continues to balloon. WavebreakmediaMicro \u2013 stock.adobe.com<\/p>\n<p>New York\u2019s grade 4 reading scores on national NAEP testing have stagnated in recent years, even dipping below the national average in 2022.<\/p>\n<p>States like Mississippi, meanwhile, have seen a shocking jump in the rankings \u2014\u00a0going from 46th in 2017 to No. 7 in 2024.<\/p>\n<p>New York ranked No. 26 in 2024, even though its per-pupil costs of around $36,000 were 91% higher than the national average, according to a <a href=\"https:\/\/cbcny.org\/research\/highest-costs-middling-marks\" rel=\"nofollow noopener\" target=\"_blank\">report from the Citizens Budget Commission<\/a>.<\/p>\n<p>New York\u2019s burgeoning state education bureaucracy has, however, taken steps to begin training more teachers and other piecemeal approaches to adopt the science of reading-aligned instruction, including its \u201cPath Forward Initiative.\u201d<\/p>\n<p> AP<\/p>\n<p>\u201cWhile comparisons to other states may be politically convenient, they disregard the significant, evidence-driven efforts already underway to strengthen literacy instruction throughout New York,\u201d a spokesperson for the state Education Department told The Post. \u201cNew York\u2019s classrooms are diverse, and effective literacy instruction must be responsive to students\u2019 varying needs.<\/p>\n<p>\u201cA one-size-fits-all mandate is not the answer.\u201d<\/p>\n<p>It\u2019s the department\u2019s position that local school districts should pick and choose their own curriculum without mandates, the spokesperson argued.<\/p>\n<p>\u201cThe Board of Regents and the [Education] Department establish rigorous learning standards, while local school boards and districts select curricula, instructional methods, and materials that best meet their students\u2019 needs. NYSED does not mandate, review, or approve local curriculum or endorse specific programs or vendors,\u201d the spokesperson added.<\/p>\n<p>Last year, Gov.
