The U.S. Transportation Department\u2019s attempt to halt Manhattan\u2019s congestion pricing program<\/a> was illegal, a federal judge<\/a> ruled Tuesday..\n<\/p>\n

In \u200bplace since January 2025<\/a>, the first-of-its-kind congestion pricing program in the \u2060United States is \u200bdesigned to reduce traffic and raise money to upgrade \u200baging subway and bus \u200bsystems. With this program, drivers entering Manhattan south of 60th Street, the Central Business District, pay a $9 toll.\n<\/p>\n

U.S. District Judge Lewis \u200cLiman, \u2060who in May issued a temporary restraining order preventing the federal government<\/a> from \u200bwithholding \u200bfunding \u2060for New York projects over the \u200bprogram, issued a judgment \u200bTuesday \u2060that the Trump administration\u2019s effort in February \u20602025 \u200bto terminate the \u200bprogram was unlawful.<\/p>\n

Advocates for the program hailed the ruling.\n<\/p>\n

\u201cCongestion pricing has been a once-in-a-lifetime success story. In its first year, congestion pricing has yielded huge benefits: reduced gridlock, faster trips, safer streets, and cleaner air, all while unlocking critical funding for mass transit upgrades,\u201d Gov. Kathy Hochul said in a written statement.\n<\/p>\n

\u201cThe judge\u2019s decision is clear: Donald Trump\u2019s unlawful attempts to trample on the self-governance of his home state have failed spectacularly,\u201d she added. \u201cCongestion pricing is legal, it works, and it is here to stay. The cameras are staying on.\u201d<\/p>\n

MTA Chair and CEO Janno Lieber echoed that sentiment.\n<\/p>\n

\u201cWe\u2019ve said it all along, and Judge Liman\u2019s clear, detailed ruling leaves no doubt:\u00a0Congestion\u00a0pricing\u00a0is legal. It\u2019s here to stay. And it works,\u201d he said in a written statement.\n<\/p>\n

\u201cTraffic is down, business is up, and we\u2019re making crucial investments in a transit system that moves millions of people a day,\u201d he said.\n<\/p>\n
