The longer vacancy rates &#8220;heighten the risk of illegal occupancy,\u201d Acting DOI Commissioner Christopher Ryan said in a statement.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cNYCHA apartments that sit vacant reduce the already limited availability of the City\u2019s public housing stock, and without appropriate security measures, pose a public safety risk for public housing residents, employees and contractors,\u201d Ryan stated. \u201cDOI\u2019s investigation found that NYCHA must do more to stop trespassing and other illegal activity in vacant apartments.\u201d<\/p>\n<p>Dive Insight:<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">New York City is in the midst of a housing squeeze. Vacancy rates hit <a href=\"https:\/\/www.smartcitiesdive.com\/news\/mamdani-new-york-city-housing-executive-orders\/809118\/#:~:text=The%20city%20last%20year%20hit%20a%20vacancy%20rate%20of%201.4%%20%E2%80%94%20the%20lowest%20since%201968%2C%20according%20to%20Mamdani%E2%80%99s%20order\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:historic lows last year;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">historic lows last year<\/a> at just 1.4%, and the cost of <a href=\"https:\/\/www.prnewswire.com\/news-releases\/nyc-rent-growth-persists-as-renter-mobility-hits-historic-lows-302678944.html#:~:text=Rents%20Rise%20Across,30%%20affordability%20threshold.\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:housing has skyrocketed;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">housing has skyrocketed<\/a>.\u00a0<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But as the DOI report found, vacancies in public housing \u2014 which has a waitlist of 165,000 applicants \u2014 have been a different story.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">A variety of factors have contributed to the increase in NYCHA vacancies, according to DOI, including: an increase in transfers from one apartment to another; funding constraints that can extend timelines for refurbishing an apartment; and a surge of vacant apartments that require lead abatement following a local law change concerning acceptable levels of lead in lead-based paint.\u00a0<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The report found that the average apartment turnover cost is approximately $52,000 \u2014 including $17,000 for lead abatement, $25,000 for asbestos abatement and $10,000 for general renovations, although those costs can \u201cvary widely.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Along with the increase in vacancies, DOI found instances of unauthorized occupants in 548 apartments from January 2022 to May 2025, leading to 81 arrests.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The report includes enhanced security recommendations for NYCHA, such as proactively inspecting vacant apartments, ensuring vacant apartments are locked and secured, and more actively engaging with its Resident Watch program to encourage reporting of suspected trespassing in vacant units.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Recommended Reading <\/p>\n","protected":false},"excerpt":{"rendered":"This story was originally published on Smart Cities Dive.
