The proposal still has to go before the full board before it goes on to the Department of City Planning.<\/p>\n<p>The Land Use Committee showed some support, but took issue with the following:<\/p>\n<p>The site was downzoned in 1995 to a C6-2A allowing for 125-foot building height, or 145 feet if it included affordable housing, and this proposal is more than double that size. (\u201cWithout this additional height, this conversion would not be feasible,\u201d the developer\u2019s rep said.)<br \/>\nThe proposal allows for no affordable units.<br \/>\nThe shadow studies for the proposed building show an impact on Finn Square.<br \/>\nThe proposal has retail along 50 percent of its stretch of Church \u2014 part of it will be the building\u2019s private gym. The community board wants that to be entirely retail to engage with the public.<\/p>\n<p>The community board wanted to know how the developer would improve nearby public spaces \u2014 Barnett Newman Triangle and Finn Square \u2014 as part of any exchange for increased bulk and height. However the developer didn\u2019t have that answer \u2014 yet?\u00a0 (If the city is to approve the zoning change, it will take into consideration the impact on light and air on the streets and surrounding spaces and buildings, as well as whether the proposal is \u201charmonious\u201d with the neighborhood.)<\/p>\n<p>The developers did promise to open a line of communication and engage in the process \u2014 they said they want to contribute to the neighborhood. \u201cIt benefits us if they neighborhood has more green space, more open space,\u201d they said.<\/p>\n<p>(*NB: this same situation came up with 100 Franklin, where the developers were given an extra floor in exchange for making improvements to Barnett Newman. That never happened.)<\/p>\n<p>The architect is longtime (nearly 50 years) Tribecan<a href=\"https:\/\/www.stevenharrisarchitects.com\/\" target=\"_blank\" rel=\"noopener nofollow\"> Steven Harris<\/a>, who provided the first look at Community Board 1\u2019s Land Use Committee.<\/p>\n<p>\u201cOne of the great joys of Tribeca is the life of the street, and we have worked very hard to give a certain character and recall certain tropes that you would find in Tribeca,\u201d he said at the CB1 meeting. \u201cI think Tribeca is principally a masonry neighborhood \u2013the majority of the buildings are brick or stone. They have punched windows that are inordinately large.\u201d (He sited the Bazzini building and 90 West Broadway.) He also wants to echo the awnings around the neighborhood.<\/p>\n<p>Harris designed<a href=\"https:\/\/tribecacitizen.com\/2014\/04\/22\/first-look-inside-7-harrison\/\" target=\"_blank\" rel=\"noopener nofollow\"> 7 Harrison,<\/a> where he once lived, as well as several Tribeca apartments (<a href=\"https:\/\/tribecacitizen.com\/2014\/04\/21\/loft-peeping-steven-harris-lucien-rees-roberts\/\" rel=\"nofollow noopener\" target=\"_blank\">including his own<\/a>) and probably most relevant to this assignment, 109 East 79th Street, an 18-story condo.<\/p>\n<p><a href=\"https:\/\/tribecacitizen.com\/wp-content\/uploads\/2026\/03\/101-Franklin-Credit-to-SHA-3.png\" data-slb-active=\"1\" data-slb-asset=\"749158336\" data-slb-internal=\"0\" data-slb-group=\"200408\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-200493\" class=\"wp-image-200493 size-large\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/03\/101-Franklin-Credit-to-SHA-3-420x211.png\" alt=\"\" width=\"420\" height=\"211\"   \/><\/a><\/p>\n<p id=\"caption-attachment-200493\" class=\"wp-caption-text\">Credit Steven Harris Architects<\/p>\n<p>If approved by City Planning, the new building will rise 314 feet including mechanicals \u2014 another 107 feet above the current structure. The developers are Skylight Real Estate Partners, Cannon Hill Capital Partners, and TPG, and the architect of record is Hill West Architects. The build year is 2029.<\/p>\n<p>The current 1948 building \u2014 which has already been disassembled since it was<a href=\"https:\/\/tribecacitizen.com\/2023\/11\/03\/still-nosy-any-update-on-250-church\/\" target=\"_blank\" rel=\"noopener nofollow\">\u00a0sold originally in 2019<\/a> \u2014 is 207 feet tall with an 11-story base and another six stories after the setback. It goes back 60 feet on the Leonard Street side and 76 feet on the Franklin side, with 205,000 square feet. It sits right outside both the Tribeca East and Tribeca West historic districts.<\/p>\n<p><a href=\"https:\/\/tribecacitizen.com\/wp-content\/uploads\/2026\/03\/101-Franklin-Credit-to-SHA-5.png\" data-slb-active=\"1\" data-slb-asset=\"94345272\" data-slb-internal=\"0\" data-slb-group=\"200408\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-200495\" class=\"wp-image-200495 size-large\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/03\/101-Franklin-Credit-to-SHA-5-420x210.png\" alt=\"\" width=\"420\" height=\"210\"   \/><\/a><\/p>\n<p id=\"caption-attachment-200495\" class=\"wp-caption-text\">Credit Steven Harris Architects<\/p>\n<p>The proposed actions would allow the height of the building to reach 261 feet \u2014 314 with bulkhead \u2014 from the current 207 feet. There would be a larger courtyard in the back to allow for light and air for bedrooms. The proposal also adds 15 accessory, self-automated parking spaces. There would be 2600 square feet of retail. The units would all be market-rate.<\/p>\n<p><a href=\"https:\/\/tribecacitizen.com\/wp-content\/uploads\/2026\/03\/101-Franklin-5.jpg\" data-slb-active=\"1\" data-slb-asset=\"231053885\" data-slb-internal=\"0\" data-slb-group=\"200408\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-200282 size-large\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/03\/101-Franklin-5-420x298.jpg\" alt=\"\" width=\"420\" height=\"298\"   \/><\/a><\/p>\n<p>The northern portion of the base would rise to 11 stories and the southern portion would rise to 15 stories.
