{"id":16834,"date":"2025-10-25T23:24:13","date_gmt":"2025-10-25T23:24:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/16834\/"},"modified":"2025-10-25T23:24:13","modified_gmt":"2025-10-25T23:24:13","slug":"nearly-3m-new-yorkers-could-lose-snap-benefits-amid-shutdown","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/16834\/","title":{"rendered":"Nearly 3M New Yorkers could lose SNAP benefits amid shutdown"},"content":{"rendered":"<p>The U.S. Department of Agriculture says it <a href=\"https:\/\/www.dropbox.com\/scl\/fi\/9a6bpd8w7rh0aky2b4x5k\/November-Supplemental-Nutrition-Assistance-Program.pdf?rlkey=ngwpv8lc64jkrxoy2njgzm80z&amp;e=1&amp;st=fgdtzqdu&amp;dl=0\" target=\"_blank\" rel=\"noopener nofollow\">will not use any of its $6 billion contingency fund to cover food stamp benefits<\/a> in November should the government shutdown persist, waving off requests from state leaders, <a href=\"https:\/\/www.informnny.com\/news\/state-news\/new-york-adds-11m-to-hunger-programs-amid-snap-cuts-government-shutdown\/amp\/\" target=\"_blank\" rel=\"noopener nofollow\">including New York Gov. Hochul,<\/a> who warned that millions of New Yorkers could go hungry ahead of the holiday season.<\/p>\n<p>In a <a href=\"https:\/\/www.governor.ny.gov\/sites\/default\/files\/2025-10\/USDA_SNAP_Letter.pdf\" target=\"_blank\" rel=\"noopener nofollow\">letter penned to Secretary of Agriculture Brooke Rollins<\/a>, Hochul called on her to use every authority at her disposal to ensure New Yorkers who rely on those benefits \u2014 most of them older adults, children and people with disabilities \u2014 don\u2019t lose access to the critical assistance they need.<\/p>\n<p>\u201cFederal statute authorizes the use of contingency funds to provide SNAP benefits in emergencies,\u201d Hochul wrote. \u201cNo New Yorker should go hungry when a legal and funded remedy is available.\u201d<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.fns.usda.gov\/snap\/supplemental-nutrition-assistance-program\" target=\"_blank\" rel=\"noopener nofollow\">Supplemental Nutrition Assistance Program<\/a> \u2014 also referred to as SNAP or food stamps \u2014 is funded by the USDA and provides \u201cbenefits to low-income families to supplement their grocery budget so they can afford the nutritious food essential to health and well-being.\u201d<\/p>\n<p>According to the USDA, an average of roughly 42 million Americans receive benefits each month, but they now face uncertainty come Nov. 1 unless the agency changes its position.<\/p>\n<p>In a memo reviewed by the Daily News, the USDA declined to cover food stamps next month, claiming that \u201ccontingency funds are not legally available to cover regular benefits.\u201d They\u2019re only to be used for true emergencies \u201clike hurricanes, tornadoes and floods, that can come on quickly and without notice,\u201d the agency said.<\/p>\n<p>However, Democratic lawmakers like Hochul have argued the USDA has a \u201cmoral obligation to our country\u201d to use the contingency fund to pay November benefits. She specifically accused President Trump of failing the 2.8 million people in his home state who are poised to lose their food aid assistance if the shutdown continues.<\/p>\n<p>Amid the standoff, Hochul on Friday <a href=\"https:\/\/www.news10.com\/news\/ny-capitol-news\/governor-hochul-urges-snap-release\/\" target=\"_blank\" rel=\"noopener nofollow\">announced $11 million in state funding<\/a> to be used for emergency food relief programs, including for Local Emergency Food Relief Equipment grants and Feeding New York State.<\/p>\n<p>The government shutdown kicked off Oct. 1 and is already the <a href=\"https:\/\/www.cnbc.com\/2025\/10\/22\/government-shutdown-trump-democrats.html\" target=\"_blank\" rel=\"noopener nofollow\">second-longest in U.S. history<\/a>, with no resolution in sight.<\/p>\n<p>At the root of the gridlock is an argument over if and when lawmakers need to act to extend subsidies for the Affordable Care Act marketplaces. Some 24 million people who don\u2019t have insurance through their jobs or a program like Medicaid use the system to buy health plans.<\/p>\n<p>The Senate most recently adjourned on Thursday and won\u2019t resume session until Monday afternoon.
