{"id":181104,"date":"2026-03-31T18:07:08","date_gmt":"2026-03-31T18:07:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/181104\/"},"modified":"2026-03-31T18:07:08","modified_gmt":"2026-03-31T18:07:08","slug":"nyc-homeless-shelter-plows-ahead-after-22k-fines-partial-stop-work-order","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/181104\/","title":{"rendered":"NYC homeless shelter plows ahead after $22K fines, partial stop-work order"},"content":{"rendered":"<p>A <a href=\"https:\/\/nypost.com\/2025\/03\/19\/us-news\/protesters-rip-nyc-for-replacing-affordable-housing-with-homeless-shelter\/\" rel=\"nofollow noopener\" target=\"_blank\">controversial homeless shelter in Brooklyn <\/a>is plowing ahead after racking up thousands of dollars in violations and a partial stop-work order on the site, enraging neighbors already fed-up with another planned nearby men\u2019s shelter.<\/p>\n<p>Local residents said work has been ongoing on half of the two-lot plot of Coyle Street in Sheepshead Bay \u2014 where dozens of <a href=\"https:\/\/nypost.com\/2025\/04\/23\/us-news\/brooklyn-protesters-camping-24-7-outside-proposed-homeless-shelter\/\" rel=\"nofollow noopener\" target=\"_blank\">neighbors camped out in protest of the shelter last summer<\/a>.<\/p>\n<p>Crews struck a live gas line on the other half of the plot earlier this month, prompting city Department of Buildings investigators to respond and halt construction after discovering the site had numerous issues \u2014 and lacked the proper permits.<\/p>\n<p>Half of the property is under a partial stop work order. Paul Martinka for New York Post<\/p>\n<p>The site has <a href=\"https:\/\/a810-bisweb.nyc.gov\/bisweb\/ECBQueryByLocationServlet?requestid=1&amp;allbin=3336724\" target=\"_blank\" rel=\"noopener nofollow\">racked up $22,500 in unpaid fines <\/a>over the last two weeks for the violations, records show.<\/p>\n<p>The construction crews didn\u2019t have the proper permits to be excavating the property at 2134 Coyle Street when they smashed into the fuel line there on March 11, records show. <\/p>\n<p>A worker told The Post the pipe was unmarked and wasn\u2019t on any property maps.<\/p>\n<p>The DOB slapped the contractors with a partial stop-work order for both plots, later lifting it for the adjoining lot at 2150 Coyle Street.<\/p>\n<p>\u201cThey fixed it almost immediately, or said they fixed it. Why did they hit a gas line to begin with? They\u2019re not doing things carefully,\u201d said Benjamin Louie, 40, one of the many neighbors who have been raising alarms about the property since it was proposed for a family shelter last year.<\/p>\n<p>Neighbors had filed dozens of complaints in an effort to stop the project at all costs. <\/p>\n<p>Residents alleged the contractors were continuing illegal work on the property in spite of the stop-work order, but the DOB did not find evidence of those claims.<\/p>\n<p>Critics have repeatedly claimed the site is inappropriate for a family shelter because of the property\u2019s close proximity to the numerous daycare centers that line Avenue U, as well as the elementary and middle schools just several blocks away.<\/p>\n<p>Eddie Ye, left, and Benjamin Louis are among the dozens of outraged residents who have protested against the incoming homeless shelter. Paul Martinka for New York Post<\/p>\n<p>\u201cWe are not against homeless people, but we are against the developer. They are making homeless people into a business. They\u2019re opening these homeless shelters everywhere because it\u2019s big business,\u201d said Eddie Ye,\u00a048.<\/p>\n<p>Bona Male, 56, who runs an electrician\u2019s shop at the corner, said the incoming shelter posed a safety risk.<\/p>\n<p>\u201cI have to stay late at work, I don\u2019t feel safe. It\u2019s enough that we have to worry about our safety on the streets of New York, but this is right here,\u201d said Male.<\/p>\n<p>Dozens of protesters camped outside the site last summer. Stephen Yang<\/p>\n<p>\u201cThere are so many empty lots all over New York. I don\u2019t understand why they have to open something like this in the middle of a neighborhood where people live. We opened our office here about a year ago. If we\u2019d known about this ahead of time, we never would have moved here.\u201d<\/p>\n<p>Westhab, the shelter\u2019s developer, denies conducting any illegal work after the stop-work order was issued.<\/p>\n<p>\u201cAs the city faces record homelessness, our project at 2134 Coyle Street will deliver the only dedicated family shelter within 3.5 miles,\u201d a spokesperson said in a statement.<\/p>\n<p>\u201cWe are in regular communication with the Department of Buildings, have followed all requirements and regulations, and continue to engage the community, including our neighbors, as we work to deliver this essential resource for Sheepshead Bay families who may experience homelessness.\u201d<\/p>\n<p>The shelter is slated to open in 2027, and will serve 175 families.<\/p>\n<p>The shelter is expected to open in 2027. Paul Martinka for New York Post<\/p>\n<p>The property lies just 2 miles from a planned <a href=\"https:\/\/nypost.com\/2026\/03\/30\/us-news\/mamdani-plows-ahead-with-nyc-homeless-shelter-construction-this-week-despite-mass-protests\/\" rel=\"nofollow noopener\" target=\"_blank\">150-capacity men\u2019s shelter in Bensonhurst,<\/a> where hundreds of enraged neighbors swarmed in protest over the weekend.<\/p>\n<p>Construction at the site is expected to begin soon, City Hall said Monday, in spite of concerns that it would \u201cbring danger to the neighborhood.\u201d<\/p>\n<p>Similarly, neighbors in the Upper East Side have been fighting against a women\u2019s shelter that was given the green light by a judge last week.<\/p>\n<p>A worker at the Coyle Street site urged locals to get over their concerns and accept that they\u2019ll have new neighbors moving into Sheepshead Bay soon.<\/p>\n<p>\u201cYou don\u2019t like it? What are you going to do, tie yourself to a f\u2013king tree?\u201d the worker said. \u201cThis isn\u2019t going to stop for anybody.
