{"id":183136,"date":"2026-04-02T04:19:08","date_gmt":"2026-04-02T04:19:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/183136\/"},"modified":"2026-04-02T04:19:08","modified_gmt":"2026-04-02T04:19:08","slug":"trash-containerization-program-remains-unfunded-in-mamdanis-city-budget","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/183136\/","title":{"rendered":"Trash Containerization Program Remains Unfunded in Mamdani&#8217;s City Budget"},"content":{"rendered":"<p>Will trashbins end up in the trashbin of history?<\/p>\n<p>Mayor Mamdani has yet to commit funding to the city\u2019s nascent trash containerization program, which threatens to halt the Adams-era effort to clean up the Big Apple\u2019s infamous piles of garbage and place them in curbside containers \u2014 a commonplace practice in other global cities.<\/p>\n<p>The Department of Sanitation has rolled out the curbside enclosures \u2013 dubbed <a href=\"https:\/\/nyc.streetsblog.org\/2024\/03\/08\/white-whale-sanitation-launches-call-for-european-style-curbside-bins\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Empire Bins<\/a> \u2013 in one city district uptown and at some Brooklyn schools, but neither the mayor nor the City Council have allocated steady funding for the so-called <a href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2025\/09\/return-of-the-trash-revolution--following-major-success-in-manha\" rel=\"nofollow noopener\" target=\"_blank\">\u201cTrash Revolution\u201d<\/a> so far. The city has already inked a <a href=\"https:\/\/a856-cityrecord.nyc.gov\/RequestDetail\/20260108006\" rel=\"nofollow noopener\" target=\"_blank\">$25.4-million contract<\/a> for new side-loader trucks and <a href=\"https:\/\/www.wastedive.com\/news\/new-york-city-contenur-large-bin-contract-zero-waste-design-dsny\/723943\/\" rel=\"nofollow noopener\" target=\"_blank\">$7 million<\/a> for the bins.<\/p>\n<p>Mamdani supported the program and wanted to expand it while on the campaign trail, but he did not include it in his $127 billion <a href=\"https:\/\/www.nyc.gov\/content\/omb\/pages\/publications\/fy2026-2030-preliminary-budget\" rel=\"nofollow noopener\" target=\"_blank\">preliminary budget<\/a> in February. As he prepares his executive budget later this month, waste reform advocates are urging the new mayor to keep it going and make good on his election pledge.<\/p>\n<p>\u201cI strongly want them to continue containerizing waste and not lose the momentum that has been started,\u201d said Clare Miflin, founder and executive director of the Center for Zero Waste Design. \u201cBut I also think it\u2019s important to get it right for such a huge change.\u201d<\/p>\n<p>Mamdani\u2019s <a href=\"https:\/\/www.thecity.nyc\/2026\/03\/18\/gregory-anderson-sanitation-department-commissioner-zohran-mamdani\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">freshly minted DSNY Commissioner<\/a>, Greg Anderson, told Streetsblog that he met with Hizzoner and pushed for containerization funding on his first day of leading the agency on Monday.<\/p>\n<p>\u201cWe\u2019re having really productive conversations, and are expecting to continue those conversations through the executive budget process,\u201d Anderson said. \u201cThere\u2019s enough funding for what we\u2019re currently operating. Obviously, we need to have conversations about expansion in the context of the budget.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" height=\"768\" width=\"1024\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/04\/Duggan-DSNY-anderson-4-1-26.jpg\" alt=\"\" class=\"wp-image-588158\"  \/>No joke: DSNY Commissioner Gregory Anderson tours Lower Manhattan businesses on April 1.<\/p>\n<p>New York\u2019s Strongest began collecting residential and school garbage from curbside containers in West Harlem\u2019s Community District 9 with all new <a href=\"https:\/\/nyc.streetsblog.org\/2024\/02\/01\/no-parking-city-is-expanding-harlem-trash-containerization-and-getting-the-trucks-to-do-it-right\" rel=\"nofollow noopener\" target=\"_blank\">side-loading trucks<\/a> <a href=\"https:\/\/nyc.streetsblog.org\/2025\/06\/02\/the-big-lift-city-starts-containerized-collection-with-mechanical-trucks-uptown\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">last year<\/a>, and then-Mayor Eric Adams instituted the same practice at schools in Brooklyn\u2019s Community District 2 in the last months of his term. The remainder of that district \u2014 which covers areas around Downtown Brooklyn, Fort Greene and Brooklyn Heights \u2014 is slated for later this year.<\/p>\n<p>But that will only happen if the missing funds materialize \u2013 ditto for the remainder of the city, which the agency expects to cover <a href=\"https:\/\/www.nyc.gov\/assets\/dsny\/downloads\/collection\/containerization\/residential-containerization\/draft-scope-of-work-25dos003y-09172025.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">by mid-2032<\/a>. <\/p>\n<p>The curbside program grew out of a <a href=\"https:\/\/www.nyc.gov\/assets\/dsny\/downloads\/resources\/reports\/future-of-trash.pdf\" rel=\"nofollow noopener\" target=\"_blank\">comprehensive 2023 study<\/a> and covers all buildings with 31 or more units, while those with 10-30 dwellings get to choose between Empire Bins or smaller, wheeled bins on the sidewalk. Around <a href=\"https:\/\/nyc.streetsblog.org\/2025\/02\/24\/trash-revolution-curbside-containers-coming-to-most-buildings-in-uptown-pilot\" rel=\"nofollow noopener\" target=\"_blank\">half<\/a>\u00a0of mid-size buildings in the uptown pilot opted for street containers. The curbside bins are locked with key cards and only accessible to DSNY and building superintendents.<\/p>\n<p>Housing with nine units or fewer have had to switch to wheelie bins across the five boroughs\u00a0<a href=\"https:\/\/nyc.streetsblog.org\/2024\/11\/08\/new-city-trash-bin-rules-begin-tuesday-for-small-residential-buildings\" rel=\"nofollow noopener\" target=\"_blank\">since 2024<\/a>. Recycling still goes in bags on the sidewalk.<\/p>\n<p>Miflin has <a href=\"https:\/\/nyc.streetsblog.org\/2024\/10\/17\/giant-walls-of-sidewalk-garbage-cans-could-thwart-eric-adamss-trash-containerization-plans\" rel=\"nofollow noopener\" target=\"_blank\">long advocated for DSNY to enable<\/a> smaller and middle-sized buildings to also use shared Empire Bins, along with enabling larger buildings to use roll-out dumpsters on collection days. \u201cMy hope is that [the Mamdani administration] will take the time to pilot some of our suggestions,\u201d she said.<\/p>\n<p>The Council did not include containerization funding in its own budget response published on Wednesday \u2014 but Speaker Julie Menin continues to back the effort, according to a spokesperson. \u201cSpeaker Menin strongly supports trash containerization and believes it is critical to improving quality of life across the city,\u201d said Henry Robins in a statement.<\/p>\n<p>Mamdani endorsed the program while running for office, and expressed familiarity with its quirks. He said the city \u201cmissed [an] opportunity\u201d to allow recycling to be containerized and supported the ability of smaller buildings to share curbside containers, according to a <a href=\"https:\/\/www.thecity.nyc\/2025\/06\/25\/every-question-zohran-mamdani-meet-your-mayor-answer\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">candidate questionnaire by The City<\/a>. Containerization was <a href=\"https:\/\/ny1.com\/nyc\/all-boroughs\/politics\/2025\/12\/02\/adams-and-mamdani-meet-at-gracie-mansion\" rel=\"nofollow noopener\" target=\"_blank\">one of the rare policies<\/a> for which Mamdani praised his predecessor.<\/p>\n<p>Repurposing free parking for private vehicles will be a\u00a0<a href=\"https:\/\/nyc.streetsblog.org\/2023\/05\/08\/analysis-waste-containerization-will-be-big-lift-but-could-be-historic-change-for-trash-city\" rel=\"nofollow noopener\" target=\"_blank\">political lift<\/a>\u00a0in the face of the\u00a0<a href=\"https:\/\/www.nydailynews.com\/2019\/08\/01\/brooklyn-residents-outraged-over-department-of-transportation-plan-that-quietly-eliminated-daytime-parking-in-parts-of-the-city\/\" rel=\"nofollow noopener\" target=\"_blank\">entitled<\/a> <a href=\"https:\/\/nyc.streetsblog.org\/2022\/12\/01\/cold-truth-citi-bike-finally-coming-to-maspeth-in-january-after-lengthy-delay\" rel=\"nofollow noopener\" target=\"_blank\">driving<\/a>\u00a0<a href=\"https:\/\/www.nytimes.com\/2023\/10\/09\/nyregion\/nyc-parking-cars.html\" rel=\"nofollow noopener\" target=\"_blank\">class<\/a>, but even the normally car-friendly Adams said the bins were a <a href=\"https:\/\/nyc.streetsblog.org\/2025\/09\/16\/good-trade-off-rat-hating-mayor-adams-puts-trash-cans-over-parking-as-bins-come-to-brooklyn\" rel=\"nofollow noopener\" target=\"_blank\">\u201cgood trade-off.\u201d<\/a><\/p>\n<p>Miflin said that rubbish containerization could become a key plank for Mamdani\u2019s agenda of equity, by showing that government can solve real problems and bring an end to the city\u2019s <a href=\"https:\/\/nyc.streetsblog.org\/2022\/03\/22\/trash-city-new-york-is-filthy-and-the-fault-is-government-inertia\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">decades-old struggle to manage its waste<\/a>.<\/p>\n<p>\u201cMayors can fail if the people can see that it\u2019s dirtier and more litter-strewn. That affects how good a job people think the city is doing,\u201d Miflin said. \u201cWell-funded [business improvement districts] and buildings keep sidewalks clean, but areas in the city that don\u2019t have those resources have more litter and dirtier streets.\u201d<\/p>\n<p>A spokesman for Mamdani said that his pick of Anderson to lead DSNY showed his commitment to containerization. <\/p>\n<p>\u201cFrom restarting composting efforts to appointing a DSNY veteran and architect of the \u2018trash revolution\u2019 as his sanitation commissioner, the Mayor has already demonstrated his deep respect and belief in the work of New York\u2019s Strongest,\u201d said Jeremy Edwards in a statement. \u201cFrom snow removal to waste management, we will continue to deliver for New Yorkers across the five boroughs.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Will trashbins end up in the trashbin of history?
