Michael Nagle<\/p>\n<p>Hochul is dealing directly with New York AFL-CIO President Mario Cilento on behalf of the state\u2019s heavyweight teacher, healthcare and other public sector unions, whose members top 2.5 million.<\/p>\n<p>Legislative leaders are being kept in the wings of the talks \u2013 which could be folded into the<a href=\"https:\/\/nypost.com\/2026\/03\/31\/us-news\/ny-democrats-to-blow-state-budget-deadline-again-with-little-progress-on-talks\/\" rel=\"nofollow noopener\" target=\"_blank\"> state budget package <\/a>and lead to taxpayers footing billions of dollars in bills. <\/p>\n<p>The unions are pushing a proposal that would include lowering the retirement age from 62 to 55 for employees hired since 2012 known as Tier 6, <a href=\"https:\/\/www.newsday.com\/news\/region-state\/new-york-state-pension-u691c47h\" target=\"_blank\" rel=\"noopener nofollow\">Newsday first reported <\/a>Wednesday. Those hired before 2014 can currently retire at 55.<\/p>\n<p>The proposal would also lower employees\u2019 contribution rate from 4.5% to 3.5%, according to details shared with The Post from a source familiar with the situation.<\/p>\n<p>The lower-retirement-age portion of the plan would cost an estimated $835.9 million, sources said.<\/p>\n<p>The lowering of employees\u2019 paycheck contributions to the pension fund would run $593 million, they said.<\/p>\n<p><img style=\"aspect-ratio:1.49926794;display:block\" loading=\"lazy\" decoding=\"async\" data-modal-image=\"38975422\" width=\"885\" height=\"590\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/04\/zohran-mamdani-candidate-mayor-new-110812809.jpg\" alt=\"Zohran Mamdani and Bernie Sanders march in the 2025 NYC Labor Day Parade, holding a &quot;POWER IN UNITY&quot; banner.\" class=\"wp-image-38975422\"  \/>New York City Mayor Mamdani \u2014 a strong supporter of the city\u2019s unions \u2014 could be left with $328 million in costs to deal with if the pension changes are approved. Michael Nagle<\/p>\n<p>The additional costs would be handed down to school districts and local governments, including New York City, which could be left with $328 million in additional costs.<\/p>\n<p>The split could set up yet another<a href=\"https:\/\/nypost.com\/2026\/03\/05\/us-news\/hochul-slaps-down-being-labeled-mamdanis-fall-man-in-tax-the-rich-scheme\/\" rel=\"nofollow noopener\" target=\"_blank\"> fiscal showdown between Hochul and New York City Mayor Zohran Mamdani<\/a>, who are already warring over new taxes on businesses and the rich, with the socialist Hizzoner pushing for more levies on the state\u2019s wealthiest.<\/p>\n<p><a href=\"https:\/\/nypost.com\/2026\/03\/30\/us-news\/nyc-ny-politics-live-updates-on-zohran-mamdani-governors-race-more-march-30-31-april-1-2-3\/\" rel=\"nofollow noopener\" target=\"_blank\">Follow The Post\u2019s live updates for the latest on New York politics, from the city to Albany<\/a><\/p>\n<p><a href=\"https:\/\/nypost.com\/2026\/02\/25\/us-news\/powerful-unions-back-tax-the-rich-campaign-that-squeezes-other-new-yorkers\/\" rel=\"nofollow noopener\" target=\"_blank\">Mamdani is backed by the unions <\/a>\u2014 but would have to grapple with the massive price tag of the proposed sweet state pension move if it comes to pass.<\/p>\n<p>Groups repping cities, counties and towns wrote in a joint statement  that the state should pick up the tab of any deal it strikes instead putting pressure on schools and local governments, something Hochul\u2019s budget director, Blake Washington, told reporters Wednesday was a non-starter.<\/p>\n<p>\u201cUnderstandably, no,\u201d Washington said flatly of the premise.<\/p>\n<p>Washington wouldn\u2019t reveal where Hochul stood in the closed-door talks at this point but noted the price tag was a concern.<\/p>\n<p>\u201cWe have to make sure that we\u2019re able to pay for it, because not just we as the state of New York, but also local governments as well,\u201d Washington said.<\/p>\n<p>The unions cry that the pension boosts are necessary to boost \u201crecruitment and retention.\u201d<\/p>\n<p>\u201cI\u2019m for changing it,\u201d Assemblyman Michael Benedetto (D-Bronx), told The Post of the current set-up.<\/p>\n<p>\u201cIt was put in to save money.\u00a0But on further thought, it\u2019s not in New York\u2019s best interests as a whole,\u201d he said, echoing the claim that teachers and other public sector workforces face recruitment and retention issues.<\/p>\n<p>\u201cIt is a topic of discussion in Albany. I would love to change it. All the unions want it,\u201d the assembly Education Committee chair added, pointing specifically to the United Federation of Teachers.<\/p>\n<p>The New York AFL-CIO declined to go into the specifics of the talks when asked for comment by The Post.<\/p>\n<p>\u201cWe\u2019re working closely with the Governor and the Legislature to develop solutions that address these mounting fiscal pressures and restore fairness for the public servants who deliver the services all New Yorkers rely on,\u201d Cilento said in a statement.<\/p>\n<p>If want to add a statement from United Federation of Teachers president Michael Mulgrew to the bottom of the story:<\/p>\n<p>United Federation of Teachers President Michael Mulgrew said that undoing Tier VI is a top priority for his group. <\/p>\n<p>The teachers\u2019 union brought thousands of members to an Albany rally last\u00a0week to deliver their message.<\/p>\n<p>\u201cTier 6 was an attack on working people when it was passed 14 years ago. None of the dire financial claims made at the time have have proven true,\u201d Mulgrew told The Post.<\/p>\n<p>\u201cThere is a way to right this wrong, now, without pushing costs onto workers or local governments.\u00a0 And if there isn\u2019t a fix for Tier 6, the legislators should vote \u2018No\u2019 on the budget.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"ALBANY\u2013 Gov.
