ALBANY \u2013 The state budget isn\u2019t budging.<\/p>\n

State Senate and Assembly lawmakers were set to return to Albany Tuesday to pass another stopgap spending measure, indicating New York\u2019s budget<\/a> will likely be more than a week late \u2014 at least.<\/p>\n

Gov. Kathy Hochul indicated Monday that little progress had been made in talks with legislative leaders over the weekend despite the blown April 1 deadline for the state spending plan.<\/p>\n

\u201cIt\u2019s an ongoing process,\u201d the governor told reporters after an unrelated press conference.<\/p>\n

\u201cThere is a lot of communication, a lot of give and take, a lot of conversations going on,\u201d she said, without detailing how negotiations may have moved.<\/p>\n

The major sticking points in talks over Hochul\u2019s enormous $263 billion budget proposal remain her push to roll back compliance deadlines in the state\u2019s climate law<\/a> and her pitch to lower out-of-control car insurance<\/a> rates by changing liability standards.<\/p>\n

\u201cBUDGET UPDATE: We still don\u2019t have a framework of a conceptual timeframe for the second budget extender,\u201d Assembly Minority Leader Ed Ra (R-Nassau) wrote on X<\/a>, ripping Hochul for the delay.<\/p>\n

Hochul has made a tradition of holding up the spending package past the deadline as she seeks to turn the screws on the state Legislature, as lawmakers don\u2019t get paid during the delay.<\/p>\n

Last year, she used the tactic to strike a deal on changes to criminal justice laws regarding how prosecutors share evidence with the defense ahead of trial, an issue that had been resisted by lefty lawmakers.<\/p>\n

Assembly Speaker Carl Heastie (D-Bronx) grew so frustrated during the talks that he made the rare move of introducing a bill that would have allowed legislators to get paid despite a late budget, though it didn\u2019t go anywhere.\u00a0<\/p>\n

Heastie told reporters he thought the governor\u2019s control over the process was not \u201ceven,\u201d and reiterated that his chamber would hold out for lefty priorities like demanding Hochul hike taxes<\/a> to support New York City under Mayor Zohran Mamdani.<\/p>\n

\u201cIn my 26 years here, I\u2019ve never heard one member say, \u2018give up so that we can get paid.\u2019 That\u2019s just never, never an option,\u201d Heastie said last week.<\/p>\n

But even as the Assembly members cry out for more taxes to fill Mamdani\u2019s alleged $5.4 billion<\/a> city budget gap, they\u2019ve managed to find $1 million to renovate their lounge space<\/a> in the capitol building over the summer.<\/p>\n
