{"id":188151,"date":"2026-04-07T11:09:09","date_gmt":"2026-04-07T11:09:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/188151\/"},"modified":"2026-04-07T11:09:09","modified_gmt":"2026-04-07T11:09:09","slug":"council-bill-seeks-to-curb-social-media-time-to-an-hour-for-nyc-kids","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/188151\/","title":{"rendered":"Council bill seeks to curb social media time to an hour for NYC kids"},"content":{"rendered":"<p data-block-key=\"3pgfi\">A City Council member is <a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7862992&amp;GUID=248F819E-2004-45CA-B3E8-9D7A982DE384\" rel=\"noopener nofollow\" target=\"_blank\">proposing legislation<\/a> that would force social media giants to implement a one-hour time limit on kids\u2019 access to their accounts, unless they are explicitly allowed by a parent or guardian.<\/p>\n<p data-block-key=\"9vgcs\">Althea Stevens, who represents part of the Bronx and chairs the committee on children and youth, said she\u2019s responding to growing concerns and <a href=\"https:\/\/www.npr.org\/sections\/shots-health-news\/2025\/06\/18\/nx-s1-5436951\/jama-screens-teens-addiction-suicide-abcd\" rel=\"noopener nofollow\" target=\"_blank\">research<\/a> about the mental health effects of social media on kids.<\/p>\n<p data-block-key=\"8v4dg\">\u201cWe really have to start looking at what it looks like to regulate [social media] and make sure that we have proper studies to go over how it&#8217;s affecting our kids,\u201d said Stephens, who sponsored the bill.<\/p>\n<p data-block-key=\"2otnt\">The legislation would apply to children and teens under 17 years old. The bill would also prohibit social media companies from targeting ads to youth.<\/p>\n<p data-block-key=\"6fovb\">The proposed legislation joins a wave of efforts to regulate tech companies and the way young people interact with their products. New York Governor Kathy Hochul recently required <a href=\"https:\/\/gothamist.com\/news\/social-media-warning-labels-for-new-york-kids-are-coming-to-a-screen-near-you\" rel=\"noopener nofollow\" target=\"_blank\">warning labels<\/a> about social media for kids and <a href=\"https:\/\/gothamist.com\/news\/ny-smartphone-ban-has-made-lunch-loud-again\" rel=\"noopener nofollow\" target=\"_blank\">banned smartphones<\/a> in schools, saying they are fueling a mental health crisis among youth and have led to a crisis of distraction.<\/p>\n<p data-block-key=\"eudvi\">A handful of <a href=\"https:\/\/www.multistate.us\/insider\/2025\/10\/8\/eight-states-enact-minor-social-media-bans-despite-court-fights\" rel=\"noopener nofollow\" target=\"_blank\">states<\/a> have gone further, either banning kids from having social media accounts outright or requiring more parental oversight. In 2024, New York City joined other school districts in a <a href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2024\/02\/mayor-adams-lawsuit-against-social-media-companies-fueling-nationwide-youth-mental-health\" rel=\"noopener nofollow\" target=\"_blank\">lawsuit<\/a> against social media companies, saying the platforms are fueling a mental health crisis among youth.<\/p>\n<p data-block-key=\"3fnok\">Courts are evaluating the legality of these government-imposed limits. Tech companies have fought back against the regulations, citing existing protections and threats to free speech. The U.S. Supreme Court has ruled <a href=\"https:\/\/www.npr.org\/2024\/07\/01\/nx-s1-4991108\/supreme-court-netchoice\" rel=\"noopener nofollow\" target=\"_blank\">unfavorably<\/a> on some efforts by governments to restrict or remove certain content, even if it is considered false or misleading.<\/p>\n<p data-block-key=\"1m9r6\">Globally, Australia and Indonesia <a href=\"https:\/\/www.nytimes.com\/2026\/03\/31\/world\/asia\/indonesia-australia-social-media-ban.html\" rel=\"noopener nofollow\" target=\"_blank\">banned<\/a> kids under 16 from making or keeping social media accounts.<\/p>\n<p data-block-key=\"bd6mu\">Justin Harrison, senior policy counsel at the New York Civil Liberties Union, said the City Council bill would be both unconstitutional and hard to enforce. He said cutting off kids\u2019 access to social media after an hour would \u201crestrict far too much protected speech.\u201d<\/p>\n<p data-block-key=\"8h843\">\u201cThere is certainly controversial or offensive speech on social media, certainly things that we might not want our children to see, but there&#8217;s also a lot of useful content on social media,\u201d he said.<\/p>\n<p data-block-key=\"ag0r0\">Harrison said if the bill becomes law, adults in the city would also likely have to prove their age to avoid the one-hour limit, which could create more unconstitutional obstacles to speech, especially for vulnerable groups that may not have easy access to identifying documents.<\/p>\n<p data-block-key=\"b3r9r\">\u201cThey may lose access to social media after an hour, even though they have a fully protected constitutional right to receive it,\u201d he said.<\/p>\n<p data-block-key=\"5mdak\">Stevens also recently introduced a separate bill that would require city agencies to study the effects of social media on young people and make recommendations for limits on age and hours of usage.<\/p>\n<p data-block-key=\"6v7jf\">The council will review the bills as part of a hearing on social media and youth on April 21.<\/p>\n<p data-block-key=\"bpg73\">The hearing comes after a California jury found social media companies harmed a child with addictive feeds in a <a href=\"https:\/\/www.npr.org\/2026\/03\/25\/nx-s1-5746125\/meta-youtube-social-media-trial-verdict\" rel=\"noopener nofollow\" target=\"_blank\">landmark case<\/a> experts say may mirror the fights against Big Tobacco decades ago. The companies, Meta and Google, have said they\u2019ll appeal.<\/p>\n<p data-block-key=\"apfcg\">Faced with increasing efforts to set limits on their products, the tech companies have underscored the protections they\u2019ve already put in place.<\/p>\n<p data-block-key=\"3mtq0\">Representatives for TikTok pointed Gothamist to a slew of <a href=\"https:\/\/www.tiktok.com\/safety\/en\/tools-and-guides\/guardians-guide?utm_source=search_SEM_tag&amp;utm_campaign=minorsafety&amp;gad_source=1&amp;gad_campaignid=20471031496&amp;gbraid=0AAAAApbYvmwnTzVO3s55FNJz40HTjxcBN&amp;gclid=CjwKCAjwhLPOBhBiEiwA8_wJHLfXYnUurpqnXSd-0TljVXppOlUHL0eZUTp2uClnwTq-INuynYG6yxoCUZ8QAvD_BwE\" rel=\"noopener nofollow\" target=\"_blank\">restrictions<\/a> that require users to be 13, bar direct messaging under 16, and maintain a default limit of an hour a day, which can be overridden with a passcode.<\/p>\n<p data-block-key=\"damfe\">Representatives from Meta, which owns Instagram, and Alphabet, which owns Google and YouTube, did not respond to requests for comment, but their websites outline some of their safeguards.<\/p>\n<p data-block-key=\"7o0r2\">Instagram offers <a href=\"https:\/\/www.tiktok.com\/safety\/en\/tools-and-guides\/guardians-guide?utm_source=search_SEM_tag&amp;utm_campaign=minorsafety&amp;gad_source=1&amp;gad_campaignid=20471031496&amp;gbraid=0AAAAApbYvmwnTzVO3s55FNJz40HTjxcBN&amp;gclid=CjwKCAjwhLPOBhBiEiwA8_wJHLfXYnUurpqnXSd-0TljVXppOlUHL0eZUTp2uClnwTq-INuynYG6yxoCUZ8QAvD_BwE\" rel=\"noopener nofollow\" target=\"_blank\">teen accounts<\/a> with some increased privacy protections, restrictions around certain \u201csensitive content\u201d like fighting and cosmetic procedures, and time limit \u201creminders.\u201d<\/p>\n<p data-block-key=\"ep207\">YouTube offers limited account options for children, teens and preteens, and timers for parents.
