{"id":188405,"date":"2026-04-07T15:56:11","date_gmt":"2026-04-07T15:56:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/188405\/"},"modified":"2026-04-07T15:56:11","modified_gmt":"2026-04-07T15:56:11","slug":"exclusive-mamdani-creates-curb-management-office-at-dot-seeking-order-from-chaos","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/188405\/","title":{"rendered":"EXCLUSIVE: Mamdani Creates &#8216;Curb Management&#8217; Office at DOT, Seeking Order From Chaos"},"content":{"rendered":"<p><a href=\"https:\/\/www.nyc.gov\/html\/dot\/html\/about\/podcast.shtml\" type=\"link\" id=\"https:\/\/www.nyc.gov\/html\/dot\/html\/about\/podcast.shtml\" rel=\"nofollow noopener\" target=\"_blank\">Curb enthusiasm<\/a>, indeed.<\/p>\n<p>The Mamdani administration will create a dedicated office to manage New York City\u2019s 6,300 miles of curbside lanes, a bid to gain control of valuable public space that is mostly given over for car storage, but is increasingly needed space for broader public uses such as safe deliveries, outdoor dining and containerized garbage pick-up, Streetsblog has learned.<\/p>\n<p>The Office of Curb Management will focus on safety and consolidate several functions within the Department of Transportation to expand loading zones, designate pick-up areas, use paid meters to \u201cpromote vehicle turnover,\u201d improve roadway outdoor dining, and continue piloting waste containerization, according to a City Hall announcement expected to be released later on Tuesday.<\/p>\n<p>\u201cOur curbs are more than just where our sidewalks meet the street, they\u00a0are a reflection of\u00a0how we want our streets to be used \u2013 streets that need to work for all New Yorkers,\u201d said Deputy Mayor for Operations Julia Kerson in a statement. \u201cAs\u00a0our\u00a0streets\u00a0continue to evolve\u00a0\u2014\u00a0from\u00a0better bike\u00a0infrastructure\u00a0to\u00a0growing demand\u00a0for\u00a0outdoor dining\u00a0\u2014\u00a0the way we\u00a0manage our limited curb space is critical.\u201d<\/p>\n<p>Advocates said the office is much needed to rein in the city\u2019s haphazard planning around the curb, which currently is dedicated largely to the storage (and sometimes movement) of private motor vehicles, including around three million parking spots, which the city gives away largely for free.<\/p>\n<p>The Covid pandemic dramatically increased the number of delivery trucks plying residential streets and often double-parking, creating safety hazards and causing congestion. The city has only slowly expanded such initiatives as residential loading zones and delivery staging areas.<\/p>\n<p>\u201cIt\u2019s overdue, I think it\u2019s going to make a lot of sense once you have all these people thinking about the same thing and thinking about how is the space and the time allocated,\u201d said Christine Berthet, the co-founder of Clinton Hell\u2019s Kitchen Coalition for Pedestrian Safety, a pedestrian advocacy group also known as CHEKPEDS. \u201cIf you have a space which is contested and which is scarce, it must be managed or it becomes chaos, which it is today.\u201d<\/p>\n<p>The Mamdani administration has already made waves by <a href=\"https:\/\/nyc.streetsblog.org\/2026\/03\/05\/mamdani-deputy-mayor-on-charging-for-street-parking-its-not-a-no\" rel=\"nofollow noopener\" target=\"_blank\">showing interest<\/a> in charging for more on-street parking. <\/p>\n<p>There are many policies left over from the administration of former Mayor Eric Adams that the new office could tackle, such as expanding the Empire Bins \u2013 on-street garbage containers common in other global cities \u2013 <a href=\"https:\/\/nyc.streetsblog.org\/2025\/02\/09\/tributes-pour-in-for-parking-reformer-urbanist-mentor-donald-shoup\" rel=\"nofollow noopener\" target=\"_blank\">dynamically pricing<\/a> the curb, or building out <a href=\"https:\/\/nyc.streetsblog.org\/2025\/07\/23\/eyes-on-the-street-microhubs-miss-the-mark-uws\" rel=\"nofollow noopener\" target=\"_blank\">delivery microhubs<\/a>.<\/p>\n<p>Adams never funded waste containers beyond a small pilot uptown, and neither Mamdani nor City Council Speaker Julie Menin have <a href=\"https:\/\/nyc.streetsblog.org\/2026\/04\/02\/trash-containerization-program-remains-unfunded-in-mamdanis-city-budget\" rel=\"nofollow noopener\" target=\"_blank\">yet to allocate new funding<\/a> in the upcoming budget, even though both pols claim to support it.<\/p>\n<p>The Adams administration also <a href=\"https:\/\/nyc.streetsblog.org\/2025\/08\/26\/city-hall-pauses-upper-west-side-smart-curb-parking-reforms-amid-predictable-driver-backlash\" rel=\"nofollow noopener\" target=\"_blank\">axed a small pilot<\/a> on the Upper West Side to convert more free spaces into paid parking to cut down on rampant double-parking.<\/p>\n<p>And of course, there\u2019s the chronic issue of drivers <a href=\"https:\/\/nyc.streetsblog.org\/2026\/01\/30\/ten-years-of-placard-abuse-the-criminal-practice-that-mamdani-must-end\" rel=\"nofollow noopener\" target=\"_blank\">abusing parking placards<\/a> and other agency <a href=\"https:\/\/nyc.streetsblog.org\/2026\/03\/03\/today-in-placard-abuse-the-lieutenants-girlfriend-who-parks-illegally\" rel=\"nofollow noopener\" target=\"_blank\">paraphernalia<\/a> to park illegally, especially around government buildings. <\/p>\n<p>DOT Commissioner Mike Flynn said the city\u2019s rules around the curb have lagged since officials first legalized overnight parking. <\/p>\n<p>\t\t\tRecommended<\/p>\n<p>          \t\t<a href=\"https:\/\/nyc.streetsblog.org\/2021\/06\/08\/what-nyc-needs-now-public-space-management\" class=\"w-full\" aria-hidden=\"true\" rel=\"nofollow noopener\" target=\"_blank\"><br \/>\n            \t<img loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"372\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/04\/vanderbilt-bierwax-Prospect-Heights-Neighborhood-Development-Council-e1765847473530.jpg\" class=\"object-cover wp-post-image\" alt=\"What NYC Needs Now: Public Space Management\"  \/><br \/>\n          \t\t<\/a><\/p>\n<p>\u201cNew York City\u2019s curb regulations have not evolved quickly enough since 1950, when overnight street parking was legalized. The result is a curb that too often feels chaotic and unsafe, and that must change,\u201d Flynn said in a statement. \u201cCreating streets that are the envy of the world starts at the curb, because the curb lane is critical to a street\u2019s success\u00a0\u2014\u00a0if it isn\u2019t working, the whole street isn\u2019t working.\u201d<\/p>\n<p>Open Plans, which shares a parent company with Streetsblog, has <a href=\"https:\/\/nyc.streetsblog.org\/2025\/09\/11\/opinion-dots-smart-curbs-pilot-deserves-a-chance-to-succeed\" type=\"link\" id=\"https:\/\/nyc.streetsblog.org\/2025\/09\/11\/opinion-dots-smart-curbs-pilot-deserves-a-chance-to-succeed\" rel=\"nofollow noopener\" target=\"_blank\">long advocated<\/a> for curbside reform, including the creation of an office of public space management.<\/p>\n<p>\u201cFor too long the city has viewed the curb as a place for free car storage with any other use as a rare exception. This announcement is a welcome sign that the city is prepared to use the curb for the highest public benefits,\u201d said Sara Lind, the group\u2019s co-executive director. \u201cAs our city evolves, our built environment can and should continue to evolve with it.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Curb enthusiasm, indeed.
