{"id":18862,"date":"2025-10-27T19:54:07","date_gmt":"2025-10-27T19:54:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/18862\/"},"modified":"2025-10-27T19:54:07","modified_gmt":"2025-10-27T19:54:07","slug":"penn-access-plan-to-bring-mta-trains-to-the-south-bronx-delayed-again","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/18862\/","title":{"rendered":"Penn Access plan to bring MTA trains to the South Bronx delayed again"},"content":{"rendered":"<p><a href=\"https:\/\/www.mta.info\/project\/penn-station-access\" rel=\"nofollow noopener\" target=\"_blank\">Full Metro-North service in the East Bronx<\/a> will be delayed again, this time until 2030, as Amtrak and MTA continue to joust over the project\u2019s schedule, transit officials said Monday.<\/p>\n<p>But MTA brass say they have a plan to run partial service along the line by 2027 \u2014 if Amtrak plays ball.<\/p>\n<p>The Penn Access project \u2014 construction on which began in earnest in 2023 \u2014 is aimed at openung up a branch of Metro-North service along Amtrak\u2019s Hell Gate line of the Northeast Corridor, connecting to Metro-North\u2019s New Haven line from Penn Station and making stops at four new stations in the South Bronx along the way.<\/p>\n<p>The work requires doubling capacity along the Hell Gate line, from two passenger tracks to four. MTA has agreed to overhaul the existing Amtrak tracks as well, while performing <a href=\"https:\/\/www.nydailynews.com\/2024\/11\/12\/northeast-corridor-amtrak-service-between-nyc-and-new-haven-suspended-due-to-transformer-fire\/\" rel=\"nofollow noopener\" target=\"_blank\">overdue upgrades to the overhead power lines<\/a> and the substations that feed them.<\/p>\n<p>\u201cThat\u2019s the majorty of the Penn Access budget,\u201d MTA\u2019s construction head, Jamie Torres-Springer, said Monday.<\/p>\n<p>But shortly after ground was broken on the project in December 2022, <a href=\"https:\/\/www.thecity.nyc\/2023\/01\/30\/mta-metro-north-penn-st-project-delays\/\" rel=\"nofollow noopener\" target=\"_blank\">MTA officials said the project would be delayed more than six months<\/a> because of problems getting access to the Amtrak tracks.<\/p>\n<p>MTA officials have continued to privately grouse that Amtrak personnel shortages have kept Metro-North crews from being able to schedule the necessary work.<\/p>\n<p>Tension between the two railroads came to a head earlier this month when MTA chairman Janno Lieber, at an unrelated press conference, called the delays \u201cAmtrak being Amtrak,\u201d adding, \u201cThe people in Co-op City are waiting for a goddamn train.\u201d<\/p>\n<p>In a presentation to the MTA\u2019s board on Monday, Torres-Springer said the past two years have involved getting far fewer outages \u2014 weekends where Amtrak holds trains from running to allow for work \u2014 than MTA requested.<\/p>\n<p>\u201cAmtrak was unable to provide outages \u2014 you need outages to get work done,\u201d The construction boss said.<\/p>\n<p>In 2022 and 2023, only seven of 48 requested outages were granted, according to a consultant hired by the MTA.<\/p>\n<p>\u201cThat sent the project spiraling off in the wrong direction,\u201d Torres-Springer said.<\/p>\n<p>Even when Amtrak started granting outages to allow MTA crews to get to work, Torres-Springer continued, the Amtrak foremen required to supervise the work didn\u2019t regularly show up.<\/p>\n<p>\u201cSince the 1930s, intercity rail trains have been passing by the East Bronx neighborhoods \u2026 without stopping,\u201d Torres-Springer said.<\/p>\n<p>When complete, the project will bring trains to four new Bronx stations: Hunts Point, Morris Park, Co-op City, and Parkchester\/Van Nest.<\/p>\n<p>MTA estimates that that full completion will now take until 2030.<\/p>\n<p>But Torres-Springer said Monday that, with Amtrak\u2019s assistance, they hope to be able to operate a small portion of the eventual Metro North service prior to the project\u2019s total completion.<\/p>\n<p>\u201cWe have worked with Metro-North to develop a plan that allows service to still commence in 2027,\u201d he said.<\/p>\n<p>Under that scheme, Metro-North would begin running service on the existing pair of tracks by the end of 2027, utilizing two temporary stations \u2014 Co-op city and Morris Park \u2014 and a completed permanent Parkchester\/Van Nest station.<\/p>\n<p>\u201cCurrently, Amtrak runs at most, four trains an hour on the Hell Gate Line, two in either direction,\u201d said Metro-North president Justin Vonashek. \u201cWhat we\u2019re proposing adds an additional 3 trains per hour in the peak periods, and two per hour throughout most of the day.
