{"id":189411,"date":"2026-04-08T10:51:15","date_gmt":"2026-04-08T10:51:15","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/189411\/"},"modified":"2026-04-08T10:51:15","modified_gmt":"2026-04-08T10:51:15","slug":"closing-the-rikers-island-311-black-hole","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/189411\/","title":{"rendered":"Closing the Rikers Island 311 \u2018Black Hole\u2019"},"content":{"rendered":"<p>Manhattan City Councilmember <a href=\"https:\/\/www.thecity.nyc\/newsletter\/con-artist-posing-as-gale-brewer-is-on-the-loose\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Gale Brewer<\/a> is drafting legislation to force public tracking of complaints from Rikers Island made through the city\u2019s 311 system, aiming to bring transparency and accountability to a largely opaque process.<\/p>\n<p>The proposal follows <a href=\"https:\/\/www.thecity.nyc\/2026\/03\/31\/rikers-311-calls-complaints-jail\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">reporting by THE CITY<\/a> that found tens of thousands of jail-related calls to 311 each year are not publicly logged or clearly resolved. Credit: Ben Fractenberg\/THE CITY<\/p>\n<p>Last year, 40,483 complaints were logged to the city\u2019s 311 hotline about the troubled jail system, according to city records.\u00a0<\/p>\n<p>But many of the calls were ignored and it\u2019s impossible to know when they were officially if or when the complaints \u2014 often about missed medical visits, extreme heat or cold, or mold \u2014 were addressed , according to advocates, detainees, and their loved ones.\u00a0<\/p>\n<p>A 311 call and a Rikers hanging death<\/p>\n<p>In one 2025 incident, Rikers detainee Benjamin Kelly\u2019s mother <a href=\"https:\/\/www.nyc.gov\/assets\/boc\/downloads\/pdf\/second-report-and-recommendations-on-2025-deaths-in-doc-custody.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">dialed 311<\/a> to report her son was hallucinating and clearly on the wrong medication. Two weeks later, a city correction officer found Kelly, 36, hanging from a bedsheet in his cell.\u00a0<\/p>\n<p>The city\u2019s 311 system, launched under Mayor Michael Bloomberg, was designed as a centralized, high-tech way for New Yorkers to report problems, from potholes to noise complaints, and track how agencies respond.<\/p>\n<p>But complaints about conditions inside the jails don\u2019t follow that model.\u00a0<\/p>\n<p>Unlike standard 311 \u201cservice requests,\u201d which are logged publicly, routed to agencies and marked resolved, jail-related complaints often disappear from public view.<\/p>\n<p>Instead, they are categorized as \u201ccustomer comments\u201d and sent to the Department of Correction through an internal online form directed to the commissioner\u2019s office.<\/p>\n<p>Detainees and their families say that system leaves them in the dark, with calls for help frequently going unanswered.\u00a0<\/p>\n<p>The proposed legislation would likely take several months to draft, according to Brewer, and then would face hearings before a full council vote. Credit: Alex Krales\/THE CITY<\/p>\n<p>Brewer expects broad support in the Council and from the mayor.\u00a0<\/p>\n<p>\u201cIt doesn\u2019t seem controversial,\u201d she said.\u00a0<\/p>\n<p>The Rikers 311 bill will be based on a similar cannabis reporting measure she introduced in 2024, Brewer said.
