City law requires third-party food <a target=\"_blank\" class=\"\" href=\"https:\/\/www.nyc.gov\/site\/dca\/about\/delivery-fee-caps.page#:~:text=The%20Department%20of%20Consumer%20and%20Worker%20Protection,issue%20a%20report%20on%20the%20fee%20caps.\" data-track-click=\"{&quot;click_type&quot;:&quot;other&quot;,&quot;element_name&quot;:&quot;body_link&quot;,&quot;event&quot;:&quot;outbound_click&quot;}\" rel=\"nofollow noopener\">cap fee amounts<\/a> at 15% for delivery and 5% for other services.<\/p>\n<p>The HungryPanda app has been ordered to pay over $580,000 in restitution to affected restaurants, along with more than $294,000 in civil penalties and fees.<\/p>\n<p>Wednesday&#8217;s HungryPanda settlement announcement also follows a <a target=\"_blank\" href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2026\/01\/mayor-mamdani-announces--5-million-settlement--reinstatement-of-\" data-track-click=\"{&quot;click_type&quot;:&quot;other&quot;,&quot;element_name&quot;:&quot;body_link&quot;,&quot;event&quot;:&quot;outbound_click&quot;}\" rel=\"nofollow noopener\">January settlement<\/a> involving Uber Eats, Fantuan, and HungryPanda, in which the companies were ordered to pay over a total of $5 million for pay violations affecting nearly 50,000 workers. DCWP&#8217;s investigation at the time found that HungryPanda failed to pay workers the minimum pay rate between December 2023 and January 2024.<\/p>\n<p>HungryPanda did not immediately respond to a comment request about either settlement.<\/p>\n<p>Mamdani&#8217;s team secured a similar settlement for <a target=\"_blank\" class=\"\" href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2026\/03\/mamdani-administration-secures-nearly--2m-in-restitution-for-800\" data-track-click=\"{&quot;click_type&quot;:&quot;other&quot;,&quot;element_name&quot;:&quot;body_link&quot;,&quot;event&quot;:&quot;outbound_click&quot;}\" rel=\"nofollow noopener\">fast food and retail workers<\/a> this year \u2014 which the mayor announced while eating a Crunchwrap Supreme at a Taco Bell.
