{"id":192709,"date":"2026-04-10T21:15:07","date_gmt":"2026-04-10T21:15:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/192709\/"},"modified":"2026-04-10T21:15:07","modified_gmt":"2026-04-10T21:15:07","slug":"red-tape-keeps-nycs-affordable-housing-empty-for-months","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/192709\/","title":{"rendered":"Red Tape Keeps NYC&#8217;s Affordable Housing Empty for Months"},"content":{"rendered":"<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">To snag one of <a target=\"_blank\" href=\"https:\/\/www.realtor.com\/realestateandhomes-search\/New-York\" rel=\"nofollow noopener\">New York<\/a> City&#8217;s prized <a target=\"_blank\" id=\"https:\/\/www.realtor.com\/news\/trends\/affordable-housing-lottery-new-york-city-new-construction\/\" type=\"link\" href=\"https:\/\/www.realtor.com\/news\/trends\/affordable-housing-lottery-new-york-city-new-construction\/\" rel=\"nofollow noopener\">affordable apartments<\/a>, you will need not only luck on your side, but lots of patience as well.<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\"><a target=\"_blank\" id=\"https:\/\/www.realtor.com\/news\/trends\/apartment-lottery-new-york-city-hells-kitchen-march-2026\/\" type=\"link\" href=\"https:\/\/www.realtor.com\/news\/trends\/apartment-lottery-new-york-city-hells-kitchen-march-2026\/\" rel=\"nofollow noopener\">Affordable apartments<\/a> can sit empty for more than a year as low-income, would-be residents grapple with miles of red tape, says a new <a rel=\"noreferrer noopener nofollow\" target=\"_blank\" id=\"https:\/\/www.documentcloud.org\/documents\/28031797-final-lease-up-report-final\/\" type=\"link\" href=\"https:\/\/www.documentcloud.org\/documents\/28031797-final-lease-up-report-final\/\">report<\/a>.<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">&#8220;I had to jump through so many hoops, and it just felt so exhausting and absolutely humiliating,&#8221; Ayah, a 29-year-old single mother, told <a rel=\"noreferrer noopener nofollow\" target=\"_blank\" id=\"https:\/\/www.thecity.nyc\/2026\/04\/10\/affordable-housing-crisis-vacant-units-delay\/\" type=\"link\" href=\"https:\/\/www.thecity.nyc\/2026\/04\/10\/affordable-housing-crisis-vacant-units-delay\/\">The City<\/a>. &#8220;The entire experience was extremely grueling.&#8221;<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">With a <a target=\"_blank\" id=\"https:\/\/www.realtor.com\/research\/nyc-q4-2025\/\" type=\"link\" href=\"https:\/\/www.realtor.com\/research\/nyc-q4-2025\/\" rel=\"nofollow noopener\">median rent<\/a> of $3,585, an increase of $223 (6.6%) compared to a year ago and a hefty 20.2% increase over six years, New York City is crushingly expensive for even well-off city dwellers.<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">&#8220;The median asking rent in New York City accounted for 55% of a typical household income\u2014well above the commonly accepted 30% affordability threshold. Even with frozen rents and sustained income growth, closing this gap would take decades, not years,&#8221; says a <a target=\"_blank\" href=\"https:\/\/www.realtor.com\/research\/nyc-q4-2025\/\" rel=\"nofollow noopener\">Realtor.com\u00ae New York City rental report<\/a>.<\/p>\n<p>The Barnett is a new low- to medium-income building in Sunnyside, Queens.NYC Department of Housing<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">With the median Big Apple income of $76,114, the typical New Yorker can afford a monthly rent of only $1,903\u2014a far cry from the median reality of $3,585.<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">Even in the cheapest borough\u2014the Bronx\u2014a tenant would need an annual income of $123,756 to comfortably afford an apartment. In Manhattan, this jumps up to $195,440.<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">If you&#8217;re lucky enough to snag an affordable apartment through the city&#8217;s official <a rel=\"noreferrer noopener nofollow\" target=\"_blank\" id=\"https:\/\/housingconnect.nyc.gov\/PublicWeb\/\" type=\"link\" href=\"https:\/\/housingconnect.nyc.gov\/PublicWeb\/\">housing lottery system<\/a>, chances are, you&#8217;ll be eager to move in. However, you&#8217;ll be waiting for months or even years.<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">A new\u00a0<a rel=\"noreferrer noopener nofollow\" target=\"_blank\" href=\"https:\/\/www.enterprisecommunity.org\/learning-center\/resources\/lets-move-reforms-speed-lease-process-connect-new-yorkers-housing-they\">report<\/a>\u00a0released by Enterprise Community Partners, a nonprofit that helps build affordable housing, showed that an astonishing median of 439 days passed between when a building&#8217;s affordable units were finished and when new tenants were able to move in.<\/p>\n<p>A luxury New York City apartment unit for rent at a deep discount is being offered through an affordable housing lottery.NYCHDC<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">The shortest time frame was an inconvenient 8.5 months, while the longest was a staggering two years.<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">Meanwhile, desperate people such as Ayah\u2014who has a 2-year-old son\u2014remain living in shelters, in untenable or overcrowded housing situations, or even on the street.<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">The New York City timeline is much longer than the national median of 156 days, and housing experts blame red tape and layers of bureaucracy. <\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">Christina Harsch, director of leasing and compliance at <a rel=\"noreferrer noopener nofollow\" target=\"_blank\" id=\"https:\/\/wavecrestmanagement.com\/\" type=\"link\" href=\"https:\/\/wavecrestmanagement.com\/\">Wavecrest Management<\/a>, an affordable housing management company\u00a0in New York City, told The City that it can take so long to move into units that some applicants have died before it happens.<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">At a building for seniors in The Bronx with over 200 apartments, the move-in timeline took so long that by the time apartments were ready, 88 applicants were no longer interested, while others had moved into nursing homes or had even died.<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">In a typical example of how slow the process moves and how slim the chances are of snagging a golden unit, 70,000 people applied for only 281 units in an Inwood, Manhattan, building.<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">Seven months later, a mere 168 tenants had been able to move in.<\/p>\n<p>What is being done?<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">The Mamdani administration says it is well aware of the situation and working to correct it.<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">&#8220;On Day 1 of the administration, Mayor Mamdani signed three executive orders to aggressively tackle our city&#8217;s housing and affordability crisis, including one establishing the SPEED Task Force to examine policies and procedures affecting the availability and accessibility of affordable housing and to streamline those processes,&#8221; Matt Rauschenbach, a spokesperson for Mayor Zohran Mamdani, told Realtor.com.\u00a0<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">Duties of the SPEED (Streamlining Procedures to Expedite Equitable Development) Task Force are enumerated <a rel=\"noreferrer noopener nofollow\" target=\"_blank\" id=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2026\/01\/executive-order-05\" type=\"link\" href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2026\/01\/executive-order-05\">here<\/a>.<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">&#8220;All options are on the table as we review these recommendations and work to get New Yorkers into available affordable housing units as quickly as possible,&#8221; he says.<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">Rauschenbach adds that the task force will be presenting its recommendations to the administration within the &#8220;coming weeks.&#8221; (Pressed for a more specific timeframe, Rauschenbach did not respond.)<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">&#8220;We\u00a0are\u00a0in the process of\u00a0revamping\u00a0the\u00a0housing lottery and homeless placement systems,\u00a0incremental fixes will not go far enough,&#8221; Ilana Maier, a spokesperson for <a rel=\"noreferrer noopener nofollow\" target=\"_blank\" id=\"https:\/\/www.nyc.gov\/site\/hpd\/index.page\" type=\"link\" href=\"https:\/\/www.nyc.gov\/site\/hpd\/index.page\">Housing Preservation and Development<\/a>, said in a statement.<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">&#8220;Extensive\u00a0changes are already underway\u00a0to\u00a0create a\u00a0simpler,\u00a0less technically complicated\u00a0housing lottery\u00a0system\u00a0that is fairer and faster.&#8221;<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">She pointed out that the applicant approval process for 2025 was already seven weeks faster than it was in 2024. Also, the median\u00a0timeline for contacting an applicant for a lottery unit\u00a0was 81 days, down from 116.<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">The 10,000 households\u00a0that moved to affordable units and the 4,651\u00a0households\u00a0that were moved out of homeless shelters were a 15% increase over 2024 during the Eric Adams administration, she noted.<\/p>\n<p class=\"base__StyledType-rui__sc-18muj27-0 IEPPf sc-7dicpk-0 ccZqsH core-paragraph\">&#8220;Always more to do.
