Andrew Schwartz \/ SplashNews.com<\/p>\n<p>While his marquee platforms of universal child care, fast and free buses and a rent freeze clearly captured voters\u2019 imaginations, he made a slew of other promises that would quickly \u2014 and significantly \u2014 reshape New York City, including:<\/p>\n<p>City-owned grocery stores<\/p>\n<p>Mamdani\u2019s early viral promise to open city-run grocery stores has all but disappeared from the conversation during his first 100 days in office.<\/p>\n<p>The pitch that candidate Mamdani made repeatedly was that five grocery stores \u2014 one in each borough \u2014 could sell food to hard-working New Yorkers at wholesale prices if the city covered rent and property taxes.<\/p>\n<p>But no such city-owned grocery stores have opened.<\/p>\n<p>Instead, Mamdani has just proposed $70 million in new funding for the city\u2019s Economic Development Corporation to scout potential locations for and build the five stores.<\/p>\n<p>Mamdani swept to victory during the 2025 mayoral election by making several voter-pleasing promises.  Paul Martinka<\/p>\n<p>Department of Community Safety<\/p>\n<p>Mamdani\u2019s much-hyped major promise to launch a new city \u201cDepartment of Community Safety\u201d \u2014 with a $1.1 billion dollar price tag \u2014 that would have social workers respond to non-violent 911 calls instead of NYPD cops has fallen short of its lofty ambitions.<\/p>\n<p>Hizzoner so far has just rolled out a \u201cMayor\u2019s Office of Community Safety\u201d \u2014 a <a href=\"https:\/\/nypost.com\/2026\/03\/19\/us-news\/zohran-mamdanis-unveils-pared-down-version-of-hyped-community-safety-agency-with-just-2-staffers-and-260m-budget\/\" rel=\"nofollow noopener\" target=\"_blank\">lite version <\/a>of his original promise with just two staffers and a murky $260 million budget.<\/p>\n<p>Strategic Response Group<\/p>\n<p>When Mamdani entered the mayoral race in 2024 as a longshot candidate, he vowed to <a href=\"https:\/\/nypost.com\/2025\/07\/29\/us-news\/zohran-mamdani-is-planning-to-axe-the-elite-nypd-taskforce-that-responded-to-nyc-shooting\/\" rel=\"nofollow noopener\" target=\"_blank\">disband the NYPD\u2019s Strategic Response Group<\/a>.<\/p>\n<p>The elite unit tasked with responding to protests is still sticking around, though Mamdani has repeatedly vowed that he\u2019ll dismantle it.<\/p>\n<p>\tZohran\u2019s little red book: The Post reveals what it thinks Mamdani&#8217;s first 100 days would look like<\/p>\n<p>January 1:\u00a0Dear diary, I\u2019m the mayor! Everyone in Park Slope says they love me!<\/p>\n<p>The mayor told <a href=\"https:\/\/www.nytimes.com\/2026\/04\/09\/nyregion\/mamdani-nypd-tisch-police.html\" target=\"_blank\" rel=\"noopener nofollow\">the New York Times<\/a> this week that the SRG was part of an \u201cactive conversation\u201d with NYPD Commissioner Jessica Tisch, who supports keeping it. He said he\u2019d overrule Tisch if necessary.<\/p>\n<p>\u201cI remain steadfast in my commitment to disband the SRG, to do so in a manner that upholds both First Amendment rights of New Yorkers and keeps New Yorkers safe,\u201d he told the paper.<\/p>\n<p>Homeless encampments<\/p>\n<p>Soon after winning the 2025 mayoral race, Mamdani <a href=\"https:\/\/nypost.com\/2025\/12\/04\/us-news\/mamdani-to-stop-all-sweeps-of-homeless-encampments-as-nyc-mayor\/\" rel=\"nofollow noopener\" target=\"_blank\">vowed that he\u2019d stop<\/a> his predecessor Eric Adams\u2019 practice of clearing homeless encampments and focus instead on trying to line up housing for vagrants.<\/p>\n<p>A homeless encampment in the East Village on January 23, 2026. Helayne Seidman for the NY Post<\/p>\n<p>But Mamdani <a href=\"https:\/\/nypost.com\/2026\/02\/26\/us-news\/mamdani-called-class-enemy-over-homeless-sweep-policy\/\" rel=\"nofollow noopener\" target=\"_blank\">reversed course<\/a> soon after taking office when the city was walloped by back-to-back winter storms that led to <a href=\"https:\/\/nypost.com\/2026\/03\/03\/us-news\/mamdani-admin-admits-7-other-new-yorkers-died-indoors-from-cold-as-grim-tally-reaches-29\/\" rel=\"nofollow noopener\" target=\"_blank\">at least 29 deaths<\/a>, most outdoors.<\/p>\n<p>He <a href=\"https:\/\/nypost.com\/2026\/02\/17\/us-news\/mamdani-brings-back-homeless-encampment-sweeps-turning-on-campaign-promise-after-backlash-over-cold-weather-deaths\/\" rel=\"nofollow noopener\" target=\"_blank\">revamped the policy<\/a> by instructing city workers to return to homeless encampments for seven days in a row and try to convince people to move off the streets before tearing\u00a0down their makeshift living structures.<\/p>\n<p>Mamdani has walked back his promise to end sweeps of homeless encampments. Christopher Sadowski<\/p>\n<p>NYPD gang database<\/p>\n<p>Lefties, including <a href=\"https:\/\/nypost.com\/2025\/09\/03\/us-news\/police-commissioner-jessica-tisch-sings-praises-of-nypds-gang-database-that-mamdani-is-intent-on-abolishing\/\" rel=\"nofollow noopener\" target=\"_blank\">Mamdani on the campaign trail<\/a>, have long argued that the NYPD\u2019s gang database perpetuates racial profiling and should be abolished.<\/p>\n<p>But Mamdani\u2019s once-firm opposition has started to evaporate as he goes deeper into his mayoralty.<\/p>\n<p>The mayor stood silent last week as Tisch said cops use the database \u201cevery day.\u201d When asked about the database Monday, Mamdani said he made his \u201ccritiques of the database clear\u201d and claimed that the NYPD was in the process of making reforms.<\/p>\n<p>NYPD Commissioner Jessica Tisch has maintained her support for the department\u2019s gang database. Andrew Schwartz \/ SplashNews.com<\/p>\n<p>Housing vouchers<\/p>\n<p>Adams infuriated City Council progressives and housing advocates alike when he fought the expansion of CityFHEPS, the Big Apple\u2019s housing voucher program.<\/p>\n<p>Seeking to capitalize off that anger, Mamdani\u2019s campaign website explicitly promised that as mayor, he\u2019d drop Adams\u2019 lawsuits against the expansion.<\/p>\n<p>But once Mamdani was elected mayor, he <a href=\"https:\/\/nypost.com\/2026\/03\/25\/us-news\/zohran-mamdani-fights-10b-housing-voucher-expansion-in-u-turn-from-campaign-promise\/\" rel=\"nofollow noopener\" target=\"_blank\">reversed course<\/a> by formally filing an appeal to keep an anti-CityFHEPS lawsuit alive \u2014 a move that one advocate bitterly called a \u201cbetrayal.\u201d<\/p>\n<p>Class size law<\/p>\n<p>Mamdani, as a Queens state assemblyman, voted in 2022 for the state\u2019s controversial class size law requiring New York City public school classrooms to shrink.<\/p>\n<p>\t\t\t\t\t\t\tStart your day with all you need to know\t\t\t\t\t\t<\/p>\n<p class=\"inline-module__cta\">\n\t\t\t\t\t\t\tMorning Report delivers the latest news, videos, photos and more.\t\t\t\t\t\t<\/p>\n<p>\t\t\t\t\t\tThanks for signing up!\n\t\t\t\t<\/p>\n<p>He largely kept mum on the law \u2014 which Adams maintained would bust the city\u2019s already bloated education budget \u2014 until late in the mayoral campaign, when he <a href=\"https:\/\/nypost.com\/2025\/10\/15\/us-news\/zohran-mamdani-backs-ny-class-size-law-with-12m-plan-to-lure-1k-new-teachers\/\" rel=\"nofollow noopener\" target=\"_blank\">renewed his support<\/a>.<\/p>\n<p>As a mayor facing a massive budget shortfall, however, Mamdani started to quietly push for the law\u2019s mandate to be relaxed \u2014 an effort that a <a href=\"https:\/\/nypost.com\/2026\/03\/12\/us-news\/sen-john-liu-opens-to-helping-mamdani-by-relaxing-class-size-mandate\/\" rel=\"nofollow noopener\" target=\"_blank\">key state lawmaker has backed<\/a>.<\/p>\n<p>Libraries<\/p>\n<p>The city\u2019s public libraries have been the victim one of Mamdani\u2019s most egregious flip-flops from his campaign promises.<\/p>\n<p>Then-candidate Mamdani had promised both to \u201cend the practice of using library funding as a bargaining chip in budget negotiations\u201d and commit 0.5% of New York City\u2019s budget to libraries \u2014 a direct rebuke against a much-criticized practice under Adams.<\/p>\n<p>But Mamdani <a href=\"https:\/\/nypost.com\/2026\/02\/20\/us-news\/mamdani-reverses-campaign-promise-by-slashing-library-budget-funding\/\" rel=\"nofollow noopener\" target=\"_blank\">brazenly reneged on the pledges<\/a> as mayor by slashing library funding by $30 million in his preliminary city budget and only allocating 0.39% of it toward libraries.<\/p>\n<p>\u201cMayor Mamdani has broken his promise,\u201d incensed librarians with the NYC Public Library Action Network raged.<\/p>\n<p>\u201cThe honeymoon is over for Mamdani,\u201d said Ryan Adams, managing director at Actum, a consulting firm. \u201cBut I don\u2019t think the marriage has soured with New York.\u201d<\/p>\n<p>The consultant pointed out that Mamdani \u201creversed his no-sweeps pledge within two months, triggered an uproar over CityFHEPS from advocates for the homeless and unhoused, walked back his approach to the gang database, and his signature affordability agenda \u2014 city-owned supermarkets, free buses, a rent freeze \u2014 is stalled behind outside forces who won\u2019t play along.\u201d <\/p>\n<p>\u201cThe campaign was a movement,\u201d he said, \u201cthe administration is a negotiation.
