FLATBUSH \u2014 A Flatbush homeowner who lost his $900,000 property over an unpaid $5,000 water bill is at the center of a new legislative push to halt lien foreclosures, according to ABC News<\/a>.<\/p>\n

Filmore Brown said he was unaware of the bill until strangers arrived to change his locks in the middle of the night. The city had sold the debt to a private trust that foreclosed after nonpayment. His attorney, Alice Nicholson, has filed suit, claiming he never received notice.\u00a0<\/p>\n

Councilmember Chris Banks has introduced a bill to prevent water bills from being sold into trusts and to strengthen homeowner notifications.<\/p>\n
