{"id":194969,"date":"2026-04-13T04:23:08","date_gmt":"2026-04-13T04:23:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/194969\/"},"modified":"2026-04-13T04:23:08","modified_gmt":"2026-04-13T04:23:08","slug":"mamdani-is-falling-short-of-new-york-citys-greenway-dream","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/194969\/","title":{"rendered":"Mamdani Is Falling Short of New York City\u2019s Greenway Dream"},"content":{"rendered":"<p>One hundreds days into his tenure, Mayor Mamdani has so far failed to clean up the complex and disorganized bureaucracy governing the city\u2019s bike and pedestrian greenways \u2014 to the chagrin of advocates who hoped he\u2019d quickly adopt a slate of <a href=\"https:\/\/greenways.nyc\/\" rel=\"nofollow noopener\" target=\"_blank\">simple policies<\/a> to improve how the city creates and maintains <a href=\"https:\/\/nyc.streetsblog.org\/2024\/10\/23\/brooklyns-waterfront-greenways-are-for-transportation-too-report\" rel=\"nofollow noopener\" target=\"_blank\">green infrastructure<\/a>.<\/p>\n<p>In January, the New York City Greenways Coalition called on Mamdani to fast-track at least one signature project and disentangle the city\u2019s siloed greenway management, but the mayor has yet to follow any of its <a href=\"https:\/\/nyc.streetsblog.org\/2026\/01\/26\/how-mamdani-can-fix-nycs-neglected-greenways\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">recommendations<\/a>.<\/p>\n<p>\u201cSafe walking, running, cycling \u2013 those are the most affordable ways to get around the city,\u201d Hunter Armstrong, executive director of the Brooklyn Greenway Initiative and co-chair of the coalition, told Streetsblog.\u00a0\u201cThere are multiple things this administration wants to achieve that they can do by greenways.\u201d<\/p>\n<p>The city\u2019s greenways serve as essential corridors for cyclists and pedestrians. But successive mayoral administrations have treated them as an <a href=\"https:\/\/nyc.streetsblog.org\/2025\/04\/24\/parks-dept-controls-vital-bike-infrastructure-but-treats-riders-like-an-afterthought\" rel=\"nofollow noopener\" target=\"_blank\">afterthought<\/a> and <a href=\"https:\/\/nyc.streetsblog.org\/2023\/12\/14\/repairs-for-vital-but-rotting-uptown-greenway-link-delayed-for-15th-year-in-a-row\" rel=\"nofollow noopener\" target=\"_blank\">taken ages<\/a> to fix crumbling sections, from the nation\u2019s first bicycle path on <a href=\"https:\/\/nyc.streetsblog.org\/2024\/09\/25\/cycle-of-pain-ocean-pkwy-still-a-mess-for-bikers-and-no-fix-is-planned\" rel=\"nofollow noopener\" target=\"_blank\">Ocean <\/a><a href=\"https:\/\/nyc.streetsblog.org\/2024\/09\/25\/cycle-of-pain-ocean-pkwy-still-a-mess-for-bikers-and-no-fix-is-planned\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Parkway<\/a> to more recent additions on the <a href=\"https:\/\/nyc.streetsblog.org\/2025\/06\/03\/uptown-portion-of-hudson-river-greenway-closed-for-another-month\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Hudson River Greenway uptown<\/a>.<\/p>\n<p>When the city does find the will and money to renovate the paths, they send cyclists onto <a href=\"https:\/\/nyc.streetsblog.org\/2024\/09\/23\/not-acceptable-uptown-greenway-to-close-for-6-months-without-safe-detour\" rel=\"nofollow noopener\" target=\"_blank\">dangerous bypasses<\/a> for months on end, rather than <a href=\"https:\/\/docs.google.com\/presentation\/d\/17MELlB3FpxvVcRFLllZJ5E-wl0HoxnD2IUfHSaeYQkA\/edit?fbclid=IwY2xjawHIBGBleHRuA2FlbQIxMAABHfiavFiyrbp1vgccEm6-lp0vS7FVAqhVN0dsCvFvUK2Xq_ZKlMTg5a6TNw_aem_Qkr4Rynm4jJcu_I2NfObCQ&amp;slide=id.gc344260a16_0_2#slide=id.gc344260a16_0_2\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">repurposing excess car lanes<\/a> for safe passage. Meanwhile, new sections <a href=\"https:\/\/nyc.streetsblog.org\/2022\/11\/17\/city-to-install-protected-bike-lane-beneath-inwoods-elevated-subway-in-2027\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">require years<\/a> to build out and regularly carry <a href=\"https:\/\/nyc.streetsblog.org\/2023\/12\/19\/scenic-midtown-greenway-section-opens-but-gap-remains\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">eye-watering price tags<\/a>.<\/p>\n<p>The Department of Transportation recently unveiled an upcoming section of greenway on Commercial Street in Greenpoint. The project dates to the early 2010s, but won\u2019t be done until 2030s. Locals slammed the department\u2019s proposal for a narrow two-way bike lane as <a href=\"https:\/\/nyc.streetsblog.org\/2026\/04\/01\/dots-greenpoint-greenway-project-doesnt-dream-big-enough\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">too small-minded<\/a>.<\/p>\n<p>The agency also unveiled plans to <a href=\"https:\/\/nyc.streetsblog.org\/2026\/03\/23\/prospect-park-ocean-avenue\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">encircle Prospect Park<\/a> with protected cycling paths, an idea the city should bring to <a href=\"https:\/\/nyc.streetsblog.org\/2025\/10\/09\/want-safety-in-central-park-add-protected-bike-lanes-around-and-through-it-advocates\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">park perimeters citywide<\/a>.<\/p>\n<p>\u201cGreenways are some of New York City\u2019s most-cherished spaces \u2014 safe, affordable routes that connect people to nature, neighborhoods, and the waterfront,\u201d said DOT spokesperson Scott Gastel. \u201cWe\u2019re delivering an historic expansion across all five boroughs and working with our sister agencies to raise the bar on maintenance and create the next generation of world-class greenways.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" height=\"1024\" width=\"501\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/04\/SCORECARD_citywide003.jpg\" alt=\"\" class=\"wp-image-588874\" style=\"aspect-ratio:0.4897391304347826;width:285px;height:auto\"  \/>The New York City Greenways Coalition created a scorecard with achievable milestones for the mayor\u2019s first 100 days. <\/p>\n<p>The greenway coalition\u2019s checklist offered a set of relatively straightforward fixes for the new mayor to accomplish by last Friday. Advocates hoped the fixes would set the right tone for an administration willing to move on from the dysfunctional status quo.<\/p>\n<p>\u201cHaving monitored this for a while, time can slip away pretty quickly,\u201d Armstrong said. \u201cSo we just wanted to start this new administration [by] clearly communicating what we saw as important progress.\u201d<\/p>\n<p>The group called on Hizzoner to establish an office for greenway management within City Hall. Mamdani recently created a simlar <a href=\"https:\/\/nyc.streetsblog.org\/2026\/04\/07\/exclusive-mamdani-creates-curb-management-office-at-dot-seeking-long-sought-order-from-chaos\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">\u201cOffice go Curb Management\u201d<\/a> at DOT, answering years of calls from livable streets boosters.<\/p>\n<p>Next, the mayor should clean up the byzantine governance and maintenance structure of the city\u2019s greenway network. Depending on the path, responsibility for greenways is siloed off across multiple city agencies, like the <a href=\"https:\/\/www.thecity.nyc\/2024\/07\/01\/parks-budget-shrinks-eric-adams\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">chronically underfunded<\/a> Parks Department, DOT and the Economic Development Corporation. <\/p>\n<p>The mayor should fix that scrambled system to quickly deliver reliable greenway infrastructure. New Yorkers care more about the finished project than which agency created it, Armstrong said.<\/p>\n<p>\u201cThey just want a safe, well-marked, enjoyable connected system,\u201d he said.<\/p>\n<p>The new administration should also rewrite the zoning code to allow bikes along redeveloped waterfront esplanades, which currently <a href=\"https:\/\/zoningresolution.planning.nyc.gov\/article-vi\/chapter-2#62-61\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">only require pedestrian access<\/a>. <\/p>\n<p>Lastly, the city ought to fast-track at least one high-priority project, such as the Harlem River Greenway in the Bronx, or allowing bikes on park paths in Flushing Meadows-Corona Park in Queens.<\/p>\n<p>The scorecard <a href=\"https:\/\/nyc.streetsblog.org\/2026\/01\/26\/how-mamdani-can-fix-nycs-neglected-greenways\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">included<\/a> bigger benchmarks for Mamdani\u2019s first year and first term in office, including borough-specific priorities, like a <a href=\"https:\/\/nyc.streetsblog.org\/2024\/10\/28\/anti-bike-queens-pol-sows-chaos-at-queens-planning-session-then-walks-out\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">continuous shore path in Queens<\/a> and an actual greenway along the Harlem River in the Bronx, not <a href=\"https:\/\/nyc.streetsblog.org\/2025\/03\/26\/off-the-waterfront-bronx-part-of-harlem-river-greenway-will-be-bike-lanes-on-street\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">upland on-street bike lanes<\/a>.<\/p>\n<p>Former Mayor Eric Adams made some progress on greenway planning, but did not address the underlying causes of rampant delays and poor maintenance.<\/p>\n<p>In August, city officials released a Council-mandated greenway master plan, nicely teeing up\u00a0<a href=\"https:\/\/nyc.streetsblog.org\/2025\/08\/14\/greenway-master-plan-shows-the-way-for-the-next-mayor\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a set of priority projects<\/a>\u00a0for a more ambitious City Hall. The Adams administration also secured a <a href=\"https:\/\/www.nyc.gov\/mayors-office\/news\/2022\/08\/mayor-adams-nyc-receives-7-25-million-federal-grant-plan-major-expansion-greenway\" rel=\"nofollow noopener\" target=\"_blank\">$7.25-million federal RAISE grant<\/a> in 2022 to plan greenway expansions.<\/p>\n<p>Adams announced 40 new miles of greenways, including along the Harlem River in the Bronx, the northern Queens waterfront, and central Brooklyn, but did <a href=\"https:\/\/nyc.streetsblog.org\/2023\/10\/12\/mayor-pledges-40-miles-of-new-greenways-but-offers-no-timetable-pricetag\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">not set a deadline or price<\/a> for those projects.<\/p>\n<p>Given Mamdani\u2019s <a href=\"https:\/\/www.tiktok.com\/@davisburleson\/video\/7623189720180215053\" rel=\"nofollow noopener\" target=\"_blank\">penchant for<\/a> <a href=\"https:\/\/www.tiktok.com\/@zohran_k_mamdani\/video\/7560094144002116894\" rel=\"nofollow noopener\" target=\"_blank\">riding bikes<\/a>, deploying city workers to fill <a href=\"https:\/\/www.nyc.gov\/html\/dot\/html\/pr2026\/mayor-mamdani-launches-fourth-major-pothole-blitz-on-100th-day-in-office.shtml\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">more than 100,000 potholes<\/a>, and his larger goal of making the city\u2019s streets<a href=\"https:\/\/www.youtube.com\/shorts\/69h0m6eiuxc\" rel=\"nofollow noopener\" target=\"_blank\"> \u201cthe envy of the world,\u201d<\/a> Armstrong was hopeful that the mayor would quickly up the ante on greenways. <\/p>\n<p>\u201c[Potholes are] important, that\u2019s just basic functioning of municipal government.
