The Brooklyn board <a href=\"https:\/\/nyc.streetsblog.org\/2026\/03\/20\/defund-the-police-brooklyn-panel-asks-dot-to-take-over-parking-enforcement-from-nypd\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">started the push<\/a> in March.<\/p>\n<p>\u201cWe see that all the time that the city is trying to work around the fact that there\u2019s a lack of parking enforcement and that there\u2019s some abuses of power with parking enforcement that we hope would be resolved with it moving to another department,\u201d Jason Froimowitz, the chair of the Manhattan board\u2019s transportation committee, told Streetsblog.<\/p>\n<p>Brooklyn CB6\u2019s resolution passed without any opposition.<\/p>\n<p>\t\t\tRecommended<\/p>\n<p>          \t\t<a href=\"https:\/\/nyc.streetsblog.org\/2026\/03\/20\/defund-the-police-brooklyn-panel-asks-dot-to-take-over-parking-enforcement-from-nypd\" class=\"w-full\" aria-hidden=\"true\" rel=\"nofollow noopener\" target=\"_blank\"><br \/>\n            \t<img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"612\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/04\/parking-with-signs.jpg\" class=\"object-cover wp-post-image\" alt=\"FLIP THE SWITCH: Brooklyn Panel Asks DOT To Take Over Parking Enforcement From NYPD\"  \/><br \/>\n          \t\t<\/a><\/p>\n<p>Other boards have resolutions in the pipeline. Brooklyn CB2\u2019s transportation committee, for example, passed the resolution unanimously on April 9.<\/p>\n<p>The push stems from locals\u2019 frustration with the status quo. Brooklyn CB6, for example, passed its resolution during a discussion about the need for more loading zones.<\/p>\n<p>Froimowitz said illegal parking isn\u2019t just a minor nuisance. Drivers who park in bus lanes slow down thousands of people\u2019s commutes. Drivers who block entrances to hospital emergency rooms could prevent a dying person from getting life-saving treatment.<\/p>\n<p>\u201cEnforcement is not meeting the needs of our city\u2019s population,\u201d he said. \u201cWe\u2019re constantly trying to work around the fact that there\u2019s a lack of enforcement.\u201d<\/p>\n<p>Then-Mayor Rudy Giuliani shifted traffic enforcement from DOT to the NYPD in 1996 as part of a larger government reorganization. The merger switched their uniforms from brown to blue and was, in part, meant to emphasize their image as <a href=\"https:\/\/www.nytimes.com\/2008\/07\/25\/nyregion\/25traffic.html#:~:text=Traffic%20agents%20were%20once%20part%20of%20the%20Department%20of%20Transportation%20and%20were%20known%20as%20%E2%80%9Cbrownies%E2%80%9D%20for%20the%20color%20of%20their%20uniforms.%20But%20in%201996%2C%20they%20were%20subsumed%20by%20the%20Police%20Department%2C%20a%20move%20partly%20intended%20to%20emphasize%20their%20image%20as%20law%20enforcement%20officers.\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">members of law enforcement<\/a>. Traffic enforcement agents are part of the NYPD, but are civilian employees and not peace officers, meaning they do not carry guns.<\/p>\n<p>Cops have a <a href=\"https:\/\/nyc.streetsblog.org\/2025\/11\/25\/exclusive-nypd-rejects-ending-self-enforcement-scandal-at-precinct-houses\" type=\"link\" id=\"https:\/\/nyc.streetsblog.org\/2025\/11\/25\/exclusive-nypd-rejects-ending-self-enforcement-scandal-at-precinct-houses\" rel=\"nofollow noopener\" target=\"_blank\">well-documented<\/a> aversion to <a href=\"https:\/\/nyc.streetsblog.org\/2026\/04\/09\/thursdays-headlines-march-parking-madness-trophy-ceremony-edition\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">following parking rules<\/a> themselves. In fact, the problem is so well-known that, under President Biden, the U.S. Department of Justice threatened to <a href=\"https:\/\/nyc.streetsblog.org\/2024\/04\/19\/justice-dept-citing-streetsblog-reporting-threatens-to-sue-nypd-over-cops-sidewalk-parking\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">sue the NYPD<\/a> over sidewalk parking in 2024, claiming that the common practice violates the Americans with Disabilities Act.<\/p>\n<p>\u201cNYPD vehicles and the personal vehicles of NYPD employees frequently obstruct sidewalks and crosswalks in the vicinity of NYPD precincts,\u201d the letter stated. It added that means \u201cthe city\u2019s pedestrian grid is not readily accessible to and usable by individuals with disabilities.\u201d<\/p>\n<p>Reformers pushed to <a href=\"https:\/\/www.amny.com\/politics\/nypd-traffic-agents-bristle-at-prospect-of-being-shifted-to-another-city-agency\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">separate the police from traffic enforcement<\/a> at the height of the nation\u2019s racial reckoning in 2020. Attorney General Letitia James <a href=\"https:\/\/nyc.streetsblog.org\/2020\/10\/14\/campaign-to-remove-nypd-from-traffic-enforcement-picks-up-endorsement-from-states-top-prosecutor\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">endorsed the campaign<\/a>, but it fizzled out like so many other reforms proposed during the era. Members of the police department\u2019s traffic enforcement force and its union <a href=\"https:\/\/local1182.org\/wp-content\/uploads\/2020\/06\/TEAS-Petition-June-2020_bw-pages-deleted.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">opposed the move<\/a>, claiming it would subject more agents to insults and physical assaults. <\/p>\n<p>Still, that sentiment never fully faded, especially as more New Yorkers tire of the police department\u2019s lack of parking enforcement. Froimowitz said the push could fit into the mayor\u2019s rethinking of how city government works.\u00a0<\/p>\n<p>As a candidate, Mamdani ran on shifting the city\u2019s mental health emergency response system from the NYPD to <a href=\"https:\/\/www.nytimes.com\/2025\/04\/01\/nyregion\/zohran-mamdani-crime-plan.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">social workers<\/a>. He moved closer to making this a reality in March by <a href=\"https:\/\/gothamist.com\/news\/mamdani-to-create-office-of-community-safety-a-first-step-in-fulfilling-campaign-promise\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">creating the Office of Community Safety<\/a>, although it falls short of a full-fledged agency. And, just on April 7, the administration announced the creation of a new office at DOT to <a href=\"https:\/\/nyc.streetsblog.org\/2026\/04\/07\/exclusive-mamdani-creates-curb-management-office-at-dot-seeking-long-sought-order-from-chaos\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">manage curbside lanes<\/a>. <\/p>\n<p>\u201cParking is a ripe opportunity for a sort of a revisit and a reprioritization,\u201d Froimowitz said. \u201cIn fairness to the NYPD, they do have complicated jobs. \u2026 I can understand [why] parking enforcement can at times be on the lower end of their overall department priorities.\u201d<\/p>\n<p>The idea to shift \u2013 or expand \u2013 parking enforcement is already on the Mamdani administration\u2019s mind. In March, the Department of Finance proposed authorizing campus police officers at a Brooklyn university hospital to <a href=\"https:\/\/nyc.streetsblog.org\/2026\/03\/16\/mamdani-administration-wants-to-allow-a-brooklyn-hospital-to-issue-parking-tickets\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">issue parking tickets<\/a>, since illegal parking around the hospital is so rampant, with offenders often running wild.\u00a0<\/p>\n<p>One expert told Streetsblog that the police department\u2019s lack of focus on parking enforcement points to funding or resource allocation problems.<\/p>\n<p>\u201cIf we\u2019re worried about enforcement, we need to fund it. We need it to be properly resourced,\u201d said Rachel Weinberger, research and strategy director at the Regional Plan Association.\u00a0<\/p>\n<p>There\u2019s a larger issue, of course; if it were easy to get around the whole city without cars, there would be no need for parking spots, Weinberger said.<\/p>\n<p>But community boards are making it clear they don\u2019t want a different agency to issue parking tickets.
