Gov. Kathy Hochul wants it her way or the highway when it comes to her proposals intended to reduce the cost of car insurance, according to lawmakers.<\/p>\n

That remains the top sticking point in state budget negotiations, lawmakers said Monday. Hochul sent a third state budget extender to lawmakers Monday to keep state workers paid as talks continue. It included $3.4 billion in spending.<\/p>\n

A fourth extender is expected to be approved by lawmakers Thursday.
