{"id":199066,"date":"2026-04-16T09:26:09","date_gmt":"2026-04-16T09:26:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/199066\/"},"modified":"2026-04-16T09:26:09","modified_gmt":"2026-04-16T09:26:09","slug":"mamdani-floats-insurance-fix-for-rent-stabilized-buildings","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/199066\/","title":{"rendered":"Mamdani Floats Insurance Fix for Rent-Stabilized Buildings"},"content":{"rendered":"<p>Mayor <a href=\"https:\/\/www.thecity.nyc\/zohran-mamdani-politics-mayor\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Zohran Mamdani<\/a> on Thursday will unveil a city-backed insurance program for subsidized and rent-stabilized buildings across the five boroughs.\u00a0<\/p>\n<p>The privately run, not-yet-launched program \u2014 which Mamdani will announce at the Citizens Housing and Planning Council\u2019s annual luncheon in the afternoon \u2014 aims to issue property and liability insurance policies for buildings covering 20,000 apartments starting in 2027, scaling up to five times that size by 2030.<\/p>\n<p>The effort, which will leverage an unknown amount of taxpayer funds, aims to bring down insurance costs for landlords who own subsidized buildings with regulated apartments.<\/p>\n<p>Insurance costs are a huge driver of increasing expenses for landlords. Premiums <a href=\"https:\/\/www.thecity.nyc\/2025\/10\/23\/affordable-housing-financial-losses\/\" rel=\"nofollow noopener\" target=\"_blank\">doubled in four years<\/a> for subsidized housing in New York City owned by community development corporations and nonprofit entities, according to <a href=\"https:\/\/thenyhc.org\/wp-content\/uploads\/2024\/03\/Affordable-Housing-Insurance-Policy-Brief-3.16.24-Final.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">multiple reports<\/a>, while another analysis of subsidized housing found insurance costs <a href=\"https:\/\/gothamist.com\/news\/rising-costs-threaten-future-of-nycs-affordable-housing-report-finds\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">more than doubled<\/a> over a six year period.<\/p>\n<p>\u201cThe risk profile of projects hasn\u2019t gone up threefold since 2018, but the costs have,\u201d Deputy Mayor for Housing and Planning Leila Bozorg said on a briefing call Wednesday. \u201cWe\u2019re not trying to replace the entire insurance market. Credit: Ben Fractenberg\/THE CITY<\/p>\n<p>Nationally, homeowners and landlords have faced <a href=\"https:\/\/www.federalreserve.gov\/econres\/notes\/feds-notes\/rising-property-insurance-costs-and-pass-through-to-rents-for-apartment-buildings-20250919.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">rising insurance rates<\/a>, loss of coverage and limited choices. Those trends threaten New Yorkers\u2019 abilities to afford their homes and the financial feasibility of operating affordable housing. Out-of-control insurance costs come thanks to worsening disasters fueled by climate change, increased rates that insurance companies have to pay to insure themselves and rising inflation, as <a href=\"https:\/\/www.thecity.nyc\/2024\/10\/16\/property-insurance-rates-new-york\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">THE CITY previously reported<\/a>.<\/p>\n<p>Bozorg said the city\u2019s program will not be \u201can insurer of last resort\u201d and that landlords would have to apply to the program. They would have to meet a certain, to-be-determined criteria to be eligible, she said.<\/p>\n<p>Big savings for landlords<\/p>\n<p>This would make New York\u2019s attempt to create a publicly funded, privately managed insurance provider different from some other insurance programs created elsewhere in the U.S., including in Florida, where a <a href=\"https:\/\/www.citizensfla.com\/who-we-are\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">government entity<\/a> stepped in to offer insurance to property owners who were unable to obtain policies.<\/p>\n<p>Bozorg said she expects insurance costs to come down between 20% to 30% through the program \u2014 allowing landlords to save money and invest the savings into their buildings.<\/p>\n<p>She said the program would also allow the city to use its own funds \u2014\u00a0particularly capital funds, which are used on large projects and infrastructure \u2014 to subsidize more housing. Credit: Ben Fractenberg\/THE CITY<\/p>\n<p>\u201cOver time and even over the first five years, we expect to save $500 to $700 million in capital through this investment,\u201d she said.<\/p>\n<p>The amount of the city\u2019s investment in the proposed insurance idea will be determined through budget negotiations.<\/p>\n<p>In rent-stabilized housing, insurance costs rose 10.5% \u2014 the second-highest expense category after fuel \u2014 between 2025 and 2026, according to research from <a href=\"https:\/\/rentguidelinesboard.cityofnewyork.us\/wp-content\/uploads\/2026\/04\/2026-PIOC.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">the Rent Guidelines Board<\/a>.<\/p>\n<p>The city Housing Development Corporation will hire an actuary or consultant to help create the insurance program, and the city Economic Development Corporation will call for proposals for how to design and operate it.<\/p>\n<p>This new city-backed insurance program is not the first time the city has tried to step in to help landlords afford their premiums.
