{"id":200669,"date":"2026-04-17T13:20:17","date_gmt":"2026-04-17T13:20:17","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/200669\/"},"modified":"2026-04-17T13:20:17","modified_gmt":"2026-04-17T13:20:17","slug":"new-homeless-shelter-in-the-works-at-staten-island-hotel","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/200669\/","title":{"rendered":"New homeless shelter in the works at Staten Island hotel"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"UB6CRE3ITNCNXDMWKB2GPGD52A\">STATEN ISLAND, N.Y. \u2014 Another week, another shelter.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OKUCDL3CXZFZRIFQ5QGOIBTWTY\">Borough President Vito Fossella issued a statement Thursday decrying the latest city homeless shelter planned for Staten Island, this time at a Port Richmond building constructed as a hotel.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FAEFQTLSINF27LWAZENLJWMDVM\">\u201cThe madness continues. To our understanding, it seems that there is a $40 million, 64-unit adult-family homeless shelter in the works that would be located within a recently built hotel on Port Richmond Avenue,\u201d the Republican borough president said. \u201cOnce again, the City failed to notify us of this proposal. It follows a very disturbing and troubling trend in which the City treats Staten Island as a second-class citizen, and rules by decree without the consent of the governed.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"SKM2CNNNQJGF7GCV4KGIPGKO7M\">A spokesperson for the city Department of Social Services confirmed plans for the shelter and shared a Feb. 20 letter to the borough president notifying his office of the plans. The spokesperson said a public hearing about the shelter is scheduled June 2. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"56QJSNNMZRFRHMTW2VJCC6QQQ4\">Contract details published online show a shelter in the works for the North Shore neighborhood.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GRM6IOFKRNEH7MLBQQSHGPALPU\">Two online government systems, the City Record and PassPort Public, list varying contract values for the same project with Staten Island homeless services provider Project Hospitality. <a href=\"https:\/\/a856-cityrecord.nyc.gov\/RequestDetail\/20260304051\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/a856-cityrecord.nyc.gov\/RequestDetail\/20260304051\">The City Record<\/a> values the new adult family homeless shelter contract $37.6 million and <a href=\"https:\/\/a0333-passportpublic.nyc.gov\/contracts.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/a0333-passportpublic.nyc.gov\/contracts.html\">PassPort<\/a> values it at $35.4 million.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"UWWXBDNB3ZEOJIQJIN75RDWNXY\">The latter online system locates the planned shelter in Port Richmond, and both list a contract start date of July 1.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TPBWK4R3RFH3HFAEAH62CEDIQY\"><a href=\"https:\/\/www.silive.com\/news\/2025\/03\/community-leaders-express-fear-new-staten-island-hotel-may-become-a-homeless-shelter.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/03\/community-leaders-express-fear-new-staten-island-hotel-may-become-a-homeless-shelter.html\">Fossella and community leaders have raised shelter concerns<\/a> about a hotel at 109 Port Richmond Ave. for over a year. Councilmember Kamillah Hanks, a Democrat representing the North Shore, has not been able to confirm plans for the shelter.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NX7IFCTKTBEGLEIOLTI3UV7JBM\">Her office wrote a letter to the Port Richmond North Shore Alliance, headed by local civic organizer Mario Buonviaggio, Wednesday saying the city has yet to notify the councilmember, as required by law.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MBRUZ66S3BDTTD2JWFZP54OWLY\">\u201cTo date, our office has received no formal notice of any contract or shelter at this location,\u201d the councilmember\u2019s office wrote. \u201cWithout such notice, there was no new confirmed information for our office to share.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TGXH2GX5J5EFFJF6Q52SS7LKXQ\">Ownership for the site at 109 Port Richmond Ave. traces to a Japrindal Sandhu, who has a residence in Nassau County, <a href=\"https:\/\/apps.dos.ny.gov\/publicInquiry\/EntityDisplay\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/apps.dos.ny.gov\/publicInquiry\/EntityDisplay\">according to business records from the New York Department of State<\/a>.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"54LEBTSMCNC6DMIDWIDJEKKPVY\">However, <a href=\"https:\/\/www.silive.com\/news\/2020\/02\/developer-moves-forward-with-plans-for-holiday-inn-express-in-port-richmond.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2020\/02\/developer-moves-forward-with-plans-for-holiday-inn-express-in-port-richmond.html\">the Advance\/SILive.com reported in 2020<\/a> that the hotel under construction at 109 Port Richmond Ave. and another site <a href=\"https:\/\/www.silive.com\/news\/2025\/02\/owner-of-three-staten-island-hotels-turned-migrant-shelters-opens-a-new-location.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2025\/02\/owner-of-three-staten-island-hotels-turned-migrant-shelters-opens-a-new-location.html\">at 37 Port Richmond Ave.<\/a>, which is currently operating as a hotel, were both the work of Amritpal Sandhu.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2EMLXFYEERH6TJFFGYTMIBFMWA\">An individual by that name is listed as an owner of 109 Port Richmond Ave. on <a href=\"https:\/\/a810-bisweb.nyc.gov\/bisweb\/JobsQueryByNumberServlet?requestid=3&amp;passjobnumber=520466488&amp;passdocnumber=01\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/a810-bisweb.nyc.gov\/bisweb\/JobsQueryByNumberServlet?requestid=3&amp;passjobnumber=520466488&amp;passdocnumber=01\">construction filings with the city Department of Buildings<\/a>.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"A4AKO3QUPJECFMCMCM3R4WCVJA\">Property records from the Richmond County Clerk\u2019s Office for 37 Port Richmond Ave. also list the same owners\u2019 address as the Department of State records for 109 Port Richmond Ave. Purchases for both properties were finalized within days of each other in March 2017.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GO7RDVJ5NVE4PDVTMBR47P6OEM\">Both have been connected to a Nassau-County-based company known as the Sandhu Group, which is also the owner of two Travis hotels used as shelters during the height of the city\u2019s migrant crisis and <a href=\"https:\/\/www.silive.com\/news\/2026\/04\/staten-island-residents-protest-proposed-homeless-shelter-recipe-for-disaster.html#:~:text=The%20protest%2C%20which%20took%20place%20just%20steps,or%20%E2%80%9CNo%20Services%2C%20No%20Support%2C%20No%20Sidewalks%2C\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.silive.com\/news\/2026\/04\/staten-island-residents-protest-proposed-homeless-shelter-recipe-for-disaster.html#:~:text=The%20protest%2C%20which%20took%20place%20just%20steps,or%20%E2%80%9CNo%20Services%2C%20No%20Support%2C%20No%20Sidewalks%2C\">a controversial Richmond Valley site<\/a> where the city plans to site another homeless shelter. <\/p>\n","protected":false},"excerpt":{"rendered":"STATEN ISLAND, N.Y. \u2014 Another week, another shelter.
