Second Homes That Are Worth $5 Million"},"content":{"rendered":"<p class=\"css-ac37hb evys1bk0\">As New York leaders argue over whether to raise taxes on high earners to help solve New York City\u2019s multibillion-dollar budget gap, Gov. Kathy Hochul has decided to push for a so-called pied-\u00e0-terre tax aimed at the ultrawealthy who primarily live outside the city.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Ms. Hochul will formally propose a yearly tax surcharge on second homes in New York City that are worth $5 million or more, she said on Tuesday.<\/p>\n<p class=\"css-ac37hb evys1bk0\">The exact cost of the surcharge has not yet been ironed out, but the governor hopes to raise $500 million annually that would be used to address New York City\u2019s deficit, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/02\/17\/nyregion\/budget-mamdani-property-taxes.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">estimated<\/a> at $5.4 billion through the next fiscal year.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cNew York City is the greatest city in the world, and the people who call it home should not be left carrying the burden alone,\u201d Ms. Hochul said in a written statement. \u201cIf you can afford a $5 million second home that sits empty most of the year, you can afford to contribute like every other New Yorker.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">Aides to Ms. Hochul said that the surcharge would potentially involve a sliding scale, with properties of higher value being taxed at a higher rate. The governor intends to include the surcharge in the state\u2019s <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/04\/01\/nyregion\/budget-delayed-hochul.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">multibillion-dollar budget, which was due April 1<\/a> and is still being negotiated with state legislative leaders.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Ms. Hochul has generally resisted calls, led by Mayor Zohran Mamdani of New York City, to raise taxes on large corporations or on high earners. But a tax on multimillion-dollar second homes was more palatable to her, according to her aides, since it mostly targets individuals who do not pay state or city income taxes because their official residences are <a class=\"css-yywogo\" href=\"https:\/\/nypost.com\/2024\/05\/21\/real-estate\/saudi-retail-magnate-slashes-price-of-nyc-penthouse-to-105m\/\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">outside New York.<\/a><\/p>\n<p class=\"css-ac37hb evys1bk0\"><a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2020\/01\/10\/realestate\/new-york-decade-real-estate.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">Numerous<\/a> media <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2021\/09\/23\/realestate\/432-park-avenue-lawsuit.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">reports have revealed<\/a> that many of Manhattan\u2019s largest new high-rise developments are <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2012\/09\/19\/realestate\/rising-tower-in-manhattan-takes-on-sheen-as-billionaires-haven.html?action=click&amp;module=RelatedCoverage&amp;pgtype=Article&amp;region=Footer\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">owned by foreign investors<\/a> who spend little time in the <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2012\/09\/24\/realestate\/two-billionaire-buyers-revealed-at-one57.html?smid=nytcore-ios-share\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">apartments<\/a> they have purchased.<\/p>\n<p class=\"css-ac37hb evys1bk0\">The New York City Housing and Vacancy Survey, <a class=\"css-yywogo\" href=\"https:\/\/www.nyc.gov\/assets\/hpd\/downloads\/pdfs\/about\/2023%20NYCHVS%20Selected%20Initial%20Findings.pdf\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">conducted<\/a> every three years, found that in 2023 there were about 59,000 units that were \u201cheld for seasonal, recreational, or occasional use\u201d \u2014 down from about 75,000 in 2017.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Mr. Mamdani backed the proposal and applauded Ms. Hochul for helping his administration \u201cto make sure we address this fiscal deficit fairly, where the wealthy contribute what they owe and our budget reflects our commitment to the working New Yorkers being priced out of our city.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cThanks to the support of Governor Hochul, we are one step closer to balancing our budget by taxing the ultrawealthy and global elites with a pied-\u00e0-terre tax,\u201d he said.<\/p>\n<p class=\"css-ac37hb evys1bk0\">This is not the first time elected officials in New York State have considered targeting ultrawealthy property owners in New York City. Similar legislation had circulated for years in Albany; <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2014\/10\/26\/realestate\/pieds-terre-owners-dominate-some-new-york-buildings.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">one such proposal<\/a> in 2014 would have had owners of a pied-\u00e0-terre priced between $5 million and $6 million pay 0.5 percent of the amount over the $5 million threshold in annual taxes. This would have gradually increased, capping off at properties of more than $25 million, where the owner would pay a $370,000 annual fee plus 4 percent of the amount over $25 million.<\/p>\n<p class=\"css-ac37hb evys1bk0\">A similar idea in 2019 had momentum after it had emerged that Kenneth C. Griffin, a Chicago-based hedge fund billionaire, had bought <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/01\/24\/nyregion\/238-million-penthouse-sale.html?module=inline\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">a $238 million apartment<\/a> on Central Park South. <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/03\/29\/nyregion\/pied-a-terre-tax.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">The proposal died<\/a> in the State Capitol after an intense lobbying campaign from politically powerful developers, who argued that the pied-\u00e0-terre tax would bring in far less revenue than estimated and would also hurt the city\u2019s economy by making it less attractive to buy a second home.<\/p>\n<p class=\"css-ac37hb evys1bk0\">William Zeckendorf, of the firm Zeckendorf Development, <a class=\"css-yywogo\" href=\"https:\/\/www.crainsnewyork.com\/op-ed\/pied-terre-tax-would-be-costly-new-york\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">wrote in Crain\u2019s New York Business<\/a> then that the pied-\u00e0-terre proposal was a \u201cpoorly conceived tax wall around a city whose credo is to welcome everyone.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cThis is an international city that has benefited greatly from part-time residents who, when they come, spend a considerable amount of money on goods and services here,\u201d he wrote, predicting that some wealthy second-home owners would sell their properties rather than pay the tax.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Carl E. Heastie, the Assembly speaker, said <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2019\/03\/29\/nyregion\/pied-a-terre-tax.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">he disliked the tax<\/a> for logistical reasons, arguing in 2019 that this sort of property tax would be harder to administer than a tax on real estate transactions at the time of the sale. He estimated then that such a tax would generate between $300 million and $400 million \u2014 less than the $650 million in annual revenue that the New York City comptroller\u2019s office had estimated.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Resolving the city\u2019s fiscal shortfall will be a major priority for the governor, Mr. Heastie and Andrea Stewart-Cousins, the Senate majority leader, as they continue budget negotiations. Each has said in recent weeks that they are committed to helping the city, but that Mayor Mamdani and City Council members must find more cuts.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Mike Whyland, a spokesman for the speaker, said Mr. Heastie is \u201cvery pleased the governor is looking at more revenue for New York City.\u201d He noted that this was an idea that members of the Assembly had supported in the past.<\/p>\n<p class=\"css-ac37hb evys1bk0\">The Times previously reported that Mr. Mamdani\u2019s aides <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/03\/25\/nyregion\/mamdani-budget-cuts.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">have quietly identified<\/a> another $1.3 billion in potential savings from scaling back programs that Mr. Mamdani had pushed while running for mayor last year.<\/p>\n<p class=\"css-ac37hb evys1bk0\">The mayor, who must reach an agreement with the City Council on a budget by July 1, swept into office calling for taxes to be raised to pay for his ambitious agenda, which included making child care universal and buses free. During the campaign, Mr. Mamdani <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2025\/06\/28\/nyregion\/mamdani-policies-economy-housing-buses-childcare.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">said he would push Albany<\/a> to raise taxes on large businesses and wealthy people to bring in $9 billion more in revenue per year.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Ms. Hochul, a moderate Democrat from upstate New York <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/02\/06\/nyregion\/hochul-convention-nomination.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">who is running for re-election,<\/a> repeatedly has expressed her opposition to Mr. Mamdani\u2019s tax proposals. She fears that these ideas would hurt the business climate of the state and cause wealthy people to decamp to Florida or Texas.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Ms. Hochul did share the mayor\u2019s desire to expand child care and ensure that city services weren\u2019t harmed. She appeared with Mr. Mamdani in <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/01\/08\/nyregion\/mamdani-hochul-child-care.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">January to announce $1.7 billion<\/a> in additional state spending that would expand child care for 3-year-olds and 2-year-olds in New York City.<\/p>\n<p class=\"css-ac37hb evys1bk0\">But later that month, the mayor <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2026\/01\/28\/nyregion\/mamdani-budget.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">made it clear<\/a> at a news conference that the city\u2019s fiscal picture was more dire, and that an infusion of more state funds would be needed to balance the budget \u2014 not just to pay for his affordability agenda. He initially suggested that the city faced a two-year $12 billion budget gap, but eventually reduced that estimate to $5.4 billion after finding more savings and getting more help from the state.<\/p>\n<p class=\"css-ac37hb evys1bk0\">In February, Ms. Hochul agreed to give the city $1.5 billion in aid for a host of municipal services. Mr. Mamdani angered Ms. Hochul and many lawmakers in New York City and Albany around this time when he threatened to raise property taxes on New Yorkers if she did not agree to his desired tax increases.
