Council Speaker Backs Mamdani\u2019s Watchdog-in-Chief"},"content":{"rendered":"<p>City Council Speaker <a href=\"https:\/\/www.thecity.nyc\/2026\/01\/07\/julie-menin-voted-city-council-speaker\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Julie Menin<\/a> is backing <a href=\"https:\/\/www.thecity.nyc\/zohran-mamdani-politics-mayor\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Mayor Zohran Mamdani\u2019s<\/a> nominee to run the Department of Investigation a day ahead of what some expected to be a close confirmation vote.<\/p>\n<p>The speaker\u2019s support for former Brooklyn federal prosecutor <a href=\"https:\/\/www.thecity.nyc\/2026\/02\/12\/nadia-shihata-nominated-doi-corruption\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Nadia Shihata<\/a> became crucial after she came under fire at a contentious hearing where Council members questioned her ability to be independent from the mayor given her donations to his campaign and her ties to his general counsel.<\/p>\n<p>Menin is backing Shihata \u201cbased on her qualifications and her stated commitment to independent leadership,\u201d a Council spokesperson said Wednesday. \u201cRooting out corruption and fraud in government is a top priority for the Speaker and she believes Ms. Shihata\u2019s 11 years as a prosecutor in New York\u2019s Eastern District makes her well positioned to take on that fight head on.\u201d<\/p>\n<p>The DOI commissioner\u2019s appointment must be approved by a majority vote, but Shihata\u2019s path to confirmation hit speed bumps at an April 6th hearing before the council\u2019s rules committee.<\/p>\n<p>Council members asked her about $700 in donations she made <a href=\"https:\/\/www.thecity.nyc\/2026\/04\/06\/nadia-shihata-mamdani-investigations-city-council-hearing\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">to the mayor\u2019s campaign<\/a> \u2014 and she admitted she\u2019d canvassed for him once during the 2025 race. Credit: Emil Cohen\/NYC Council Media Unit<\/p>\n<p>The investigations commissioner is City Hall\u2019s chief corruption watchdog, and the role has traditionally been considered independent of the mayor. The last commissioner, <a href=\"https:\/\/www.thecity.nyc\/2026\/01\/22\/jocelyn-strauber-doi-department-investigation-exit-interview-eric-adams\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Jocelyn Strauber<\/a>, helped direct probes that led to charges against Mayor <a href=\"https:\/\/www.thecity.nyc\/2026\/01\/13\/eric-adams-crypto-coin-scam-trademark\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Eric Adams<\/a> and members of his administration.\u00a0<\/p>\n<p>Shihata acknowledged that she\u2019d known Kassem since graduating from law school, socialized with him periodically and sought his advice after she left her job as a prosecutor. One post of hers that wasn\u2019t made private <a href=\"https:\/\/www.linkedin.com\/posts\/nadia-shihata-2bb6a6a_latest-epstein-files-release-vindicates-activity-7408566593657413632-do-H\/?utm_source=share&amp;utm_medium=member_desktop&amp;rcm=ACoAAACsVuIB7xijpEBc-bpeMkk-KN2E_WUm5ac\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">criticized<\/a> the way the Trump Justice Department was releasing the files related to sexual predator Jeffrey Epstein.<\/p>\n<p>Shihata told Carr she would consider releasing her private posts to council members, but as of late Wednesday that had not happened.<\/p>\n<p>The tough questioning came amid an emerging split between the Mamdani and Menin over issues including the mayor\u2019s decision to back away from a law the council passed greatly expanding <a href=\"https:\/\/www.thecity.nyc\/2026\/03\/24\/cityfheps-mamdani-vouchers-court-appeal\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">the CityFHEPS housing voucher<\/a>, and the council\u2019s release of an alternative budget plan <a href=\"https:\/\/www.thecity.nyc\/newsletter\/mamdani-rebukes-unrealistic-council-budget\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">that Mamdani called \u201cunrealistic\u201d<\/a> amid his push for higher taxes on the rich.<\/p>\n<p>Shihata served for a time as the head of the public integrity unit for the Brooklyn U.S. Attorney\u2019s office, and handled high profile cases including the 2021 conviction of R&amp;B singer R. Kelly on sex trafficking charges.<\/p>\n<p>She left the U.S. attorney\u2019s office in 2022 to form a boutique law firm that specialized in sex harassment litigation.
