With economic mobility <a href=\"https:\/\/equitablegrowth.org\/factsheet-u-s-economic-mobility-and-policies-to-increase-upward-mobility\/\" target=\"_blank\" rel=\"noopener nofollow\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/equitablegrowth.org\/factsheet-u-s-economic-mobility-and-policies-to-increase-upward-mobility\/&amp;source=gmail&amp;ust=1776719541303000&amp;usg=AOvVaw2JQ3ym2xh95Y-j5oFjPWBz\">increasingly out of reach<\/a> for so many, efforts to allow more families to build wealth, particularly those who have historically been excluded, are essential. Creating a federal program that can achieve this requires intentional design choices. There are valuable lessons to be learned from New York City\u2019s experience.<\/p>\n<p dir=\"ltr\">Over the past decade, New York City has developed a platform for universal, community-driven wealth building for every public school student, starting in kindergarten.<\/p>\n<p dir=\"ltr\">To date, the <a href=\"https:\/\/nyckidsrise.org\/\" target=\"_blank\" rel=\"noopener nofollow\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/nyckidsrise.org\/&amp;source=gmail&amp;ust=1776719541303000&amp;usg=AOvVaw2xOAYFzH2AoBPbVN_O4Mbf\">NYC Kids RISE Save for College Program<\/a>, a public-private-community partnership launched with NYC Public Schools, the City of New York, and the Gray Foundation, has reached more than 380,000 children \u2014 nearly every public elementary school student. The program has accumulated nearly $80 million to support their college and career dreams.<\/p>\n<p dir=\"ltr\">We are proud of this progress and offer some insights from our efforts in building this program:<\/p>\n<p dir=\"ltr\">Universal &amp; Automatic Enrollment: A qualifying child receives a 530A account <a href=\"https:\/\/www.irs.gov\/newsroom\/treasury-irs-issue-guidance-on-trump-accounts-established-under-the-working-families-tax-cuts-notice-announces-upcoming-regulations\" target=\"_blank\" rel=\"noopener nofollow\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.irs.gov\/newsroom\/treasury-irs-issue-guidance-on-trump-accounts-established-under-the-working-families-tax-cuts-notice-announces-upcoming-regulations&amp;source=gmail&amp;ust=1776719541303000&amp;usg=AOvVaw1JpsP4MV_TW-9s_GH4I5cN\">only if their family proactively opts them in<\/a>. Our program, by contrast, automatically enrolls every public school kindergartener, regardless of their citizenship or immigration status, unless their family opts out. Decades of empirical <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S1364661317301043\" target=\"_blank\" rel=\"noopener nofollow\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S1364661317301043&amp;source=gmail&amp;ust=1776719541303000&amp;usg=AOvVaw0sbHyolXkEOuxRscUk4kqr\">research<\/a> have shown that defaults matter.<\/p>\n<p dir=\"ltr\">While 529 college savings accounts have been available for decades, 5-year-olds in NYC\u2019s lowest-income neighborhoods were <a href=\"https:\/\/d30pilot.nyckidsrise.org\/wp-content\/uploads\/sites\/2\/2021\/05\/Pillar-4-Democratizing-Capital-Markets-Savings-Options.pdf\" target=\"_blank\" rel=\"noopener nofollow\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/d30pilot.nyckidsrise.org\/wp-content\/uploads\/sites\/2\/2021\/05\/Pillar-4-Democratizing-Capital-Markets-Savings-Options.pdf&amp;source=gmail&amp;ust=1776719541303000&amp;usg=AOvVaw0URbGgfDmcD8DvvEaGtOoY\">about 20 times less likely<\/a> to have a NY 529 account than those in wealthier neighborhoods. A child in a low-income household with a college savings account of less than $500 is three times more likely to go to college and more than four times more likely to graduate than a child without an account.<\/p>\n<p dir=\"ltr\">A Platform for Community Engagement: Our program mobilizes families, schools, communities and partners to invest in children\u2019s futures. Elementary schools are using the program to promote college and career readiness, bolster school-community ties, and advance financial education and empowerment. NYCHA Resident Associations and other civic groups are spreading the word to kids about what\u2019s possible.<\/p>\n<p dir=\"ltr\">We have also created the <a href=\"https:\/\/nyckidsrise.org\/wp-content\/uploads\/2024\/10\/Community-Scholarships-Basics-2024.pdf\" target=\"_blank\" rel=\"noopener nofollow\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/nyckidsrise.org\/wp-content\/uploads\/2024\/10\/Community-Scholarships-Basics-2024.pdf&amp;source=gmail&amp;ust=1776719541303000&amp;usg=AOvVaw0pNAdTIXN3pCO03iGNOL3Z\">Community Scholarship<\/a> model, where government, businesses, philanthropy, community institutions, and New Yorkers can direct money into sets of students\u2019 accounts. For example, <a href=\"https:\/\/nyckidsrise.org\/community-members\/community-scholarships\/alumni\/\" target=\"_blank\" rel=\"noopener nofollow\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/nyckidsrise.org\/community-members\/community-scholarships\/alumni\/&amp;source=gmail&amp;ust=1776719541303000&amp;usg=AOvVaw2X-eVYWiskVyS-gUqiDNwt\">NYC public school alumni<\/a> contribute to Scholarship Accounts of the students at their elementary school alma maters, and businesses like <a href=\"https:\/\/www.koeppelautogroup.com\/NYC-Kids-Rise.htm\" target=\"_blank\" rel=\"noopener nofollow\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.koeppelautogroup.com\/NYC-Kids-Rise.htm&amp;source=gmail&amp;ust=1776719541303000&amp;usg=AOvVaw31mR9A4k2lgO_pYhL5nhB-\">Koeppel Auto Group<\/a> contribute a portion of each sale to students in their neighborhood.<\/p>\n<p dir=\"ltr\">530A accounts have embraced this approach in part: philanthropists and companies have committed to contributing funds. The magic of Community Scholarships is more than the money. It is the ability to mobilize communities around children\u2019s success. That comes from community partnership rooted in neighborhoods.<\/p>\n<p dir=\"ltr\">Progressive Wealth-Building: 530A accounts <a href=\"https:\/\/www.irs.gov\/newsroom\/treasury-irs-issue-guidance-on-trump-accounts-established-under-the-working-families-tax-cuts-notice-announces-upcoming-regulations\" target=\"_blank\" rel=\"noopener nofollow\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.irs.gov\/newsroom\/treasury-irs-issue-guidance-on-trump-accounts-established-under-the-working-families-tax-cuts-notice-announces-upcoming-regulations&amp;source=gmail&amp;ust=1776719541303000&amp;usg=AOvVaw1JpsP4MV_TW-9s_GH4I5cN\">promise<\/a> $1,000 for every U.S. citizen newborn who opts in over the next four years. In New York, City Council Speaker Julie Menin proposed a <a href=\"https:\/\/council.nyc.gov\/press\/2026\/02\/04\/3068\/\" target=\"_blank\" rel=\"noopener nofollow\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/council.nyc.gov\/press\/2026\/02\/04\/3068\/&amp;source=gmail&amp;ust=1776719541303000&amp;usg=AOvVaw29HZs8p0rtncIf7_cub7YP\">historic<\/a> investment of $1,000 in every child\u2019s NYC Scholarship Account, with $3,000 going to students with the greatest need.
