{"id":206354,"date":"2026-04-22T19:22:09","date_gmt":"2026-04-22T19:22:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/206354\/"},"modified":"2026-04-22T19:22:09","modified_gmt":"2026-04-22T19:22:09","slug":"nyc-ccrb-pushing-out-stigmatizing-claims-against-nypd-cops-that-ruin-their-careers-even-if-unproven-lawsuit","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/206354\/","title":{"rendered":"NYC CCRB pushing out &#8216;stigmatizing&#8217; claims against NYPD cops that ruin their careers even if unproven: lawsuit"},"content":{"rendered":"<p>The city\u2019s police watchdog group has been <a href=\"https:\/\/nypost.com\/2025\/11\/01\/us-news\/ccrb-head-violating-city-rules-police-union-says\/\" rel=\"nofollow noopener\" target=\"_blank\">revealing unsubstantiated claims<\/a> against NYPD officers\u00a0\u2014\u00a0\u201cstigmatizing\u201d information that can damage cops\u2019 careers even if proven to be bogus, according to a new bombshell lawsuit.<\/p>\n<p>New York\u2019s largest cop union, the <a href=\"https:\/\/nypost.com\/2025\/10\/04\/us-news\/pba-calls-chairman-of-anti-cop-complaint-board-blatantly-biased\/\" rel=\"nofollow noopener\" target=\"_blank\">Police Benevolent Association<\/a>, filed the federal suit Tuesday accusing the 15-member Civilian Complaint Review Board of violating officers\u2019 constitutional rights by sharing the sensitive allegations with a third-party website.<\/p>\n<p>\u201cCCRB\u2019s publication regime for Stigmatizing Unsubstantiated Complaints inflicts severe reputational harm on police officers, jeopardizes their safety, and risks crippling their employment prospects,\u201d states the Manhattan federal court filing.<\/p>\n<p>Patrick Hendry, President of the Police Benevolent Association.  Kevin C Downs for NY Post<\/p>\n<p>The CCRB \u2014 which investigates reports of police misconduct \u2014 has even acknowledged that baseless allegations can hurt officers, but it continues to release those same claims to the online database 50-a.org through Freedom of Information Act requests, the suit charges. The website lists substantiated and unsubstantiated claims, discipline cases and legal settlements involving NYPD personnel. \u00a0<\/p>\n<p>But officers don\u2019t get notice before the disclosures, and the CCRB doesn\u2019t a conduct a review on an individual basis before replying to the FOIA requests and disseminating the claims \u2014 even if they end up being false or lacking evidence, according to the lawsuit.<\/p>\n<p>\u201cCCRB does not provide officers with notice or an opportunity to be heard prior to the disclosure,\u201d the filing notes. <\/p>\n<p>\u201cAnd, as part of its blanket disclosure policy, CCRB fails to conduct an individualized review process or redact identifying details. And officers have no ability to remove the false and meritless accusations from the public database, where they remain forever in the public domain creating limitless prejudice.\u201d<\/p>\n<p>The city\u2019s Civilian Complaint Review Board at a meeting.  NYC Civilian Complaint Review Board<\/p>\n<p>The lawsuit was filed in response to the CCRB changing its policy in October to release specific unproven allegations \u2014 like of sexual assault, racial profiling or lying \u2014 rather than listing them under the general heading \u201cAbuse of Authority: Other,\u201d the PBA said.<\/p>\n<p>The CCRB also tweaked in February 2023 how it labels the results of cases, from \u201cunsubstantiated\u201d and \u201cexonerated\u201d to \u201cunable to investigate\u201d and \u201cwithin NYPD guidelines\u201d \u2014 which don\u2019t spell out if the officer was cleared of wrongdoing and can end up on 50-a website, according to the suit.<\/p>\n<p>CCRB Executive Director Jonathan Darche even admitted in in an Oct. 22, 2025 meeting that the agency characterizes certain allegations on its own database as \u201cAbuse of Authority: Other\u201d because the complaint can \u201cbe very prejudicial to a person when they\u2019re not substantiated,\u201d the lawsuit notes.<\/p>\n<p>\u201cCCRB\u2019s under-the-table collusion with anti-police activists to smear cops with false complaints is not only unfair and unconstitutional \u2013 it is a calculated effort to end proactive enforcement and drive cops away from the job,\u201d PBA President Patrick Hendry alleged in a blistering statement.<\/p>\n<p>\u201cCCRB has admitted that these baseless allegations will destroy a cop\u2019s career and life outside of work, yet the agency still made the deliberate choice to dump them into public view,\u201d Hendry said in the statement.<\/p>\n<p>The lawsuit claims the public disclosures could push cops from the job.
