Yet Boylan has refused to let her abuser define her even after she helped ensure his defeat in the New York City mayor\u2019s race. On her New York City Council campaign, she wants the voices of survivors\u2014and more broadly, the voices of marginalized communities\u2014to come first.<\/p>\n<p>Now Boylan is running a <a href=\"https:\/\/www.nytimes.com\/2026\/04\/11\/nyregion\/mamdani-sewer-socialism.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">sewer socialist\u2013style<\/a> campaign that has resonated beyond the Lower West Side of Manhattan, which she is running to represent. From <a href=\"https:\/\/lindseyfornyc.com\/priorities\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Trump-proofing New York to supporting myriad progressive policies<\/a>, including pledges to establish a $20 million City fund for gender-affirming care and pass a vacancy tax on landlords who keep rent-stabilized and affordable units empty, her campaign feels designed to serve a <a href=\"https:\/\/www.nyc.gov\/site\/internationalbusiness\/why-nyc\/a-diverse-global-city.page\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">diverse<\/a> and <a href=\"https:\/\/comptroller.nyc.gov\/reports\/the-racial-wealth-gap-in-new-york\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">inequality<\/a>\u2013<a href=\"https:\/\/www.cssny.org\/news\/entry\/latest-census-data-shows-poverty-remains-stubbornly-high-in-new-york-city-analysis\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">riddled<\/a> city.<\/p>\n<p>She has also made her intent to follow in Zohran Mamdani\u2019s footsteps clear. Like the incumbent mayor\u2014from whom she recently <a href=\"https:\/\/www.nytimes.com\/2026\/04\/17\/nyregion\/lindsay-boylan-mamdani-endorsement-city-council.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">earned<\/a> an <a href=\"https:\/\/www.instagram.com\/reel\/DXaad_djs8V\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">endorsement<\/a>\u2014Boylan <a href=\"https:\/\/indypendent.org\/2025\/08\/why-i-joined-the-dsa\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">self-identifies<\/a> as a democratic socialist, is running with the <a href=\"https:\/\/lindseyfornyc.com\/endorsements\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">backing<\/a> of the Working Families Party, and is <a href=\"https:\/\/lindseyfornyc.com\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">embracing big, bold ideas<\/a> to make city life more affordable. She says that all of her campaign staff and field leads are former Mamdani volunteers and that, so far, she has personally knocked on over 2,500 doors. District 3 is, on average, <a href=\"https:\/\/projects.thecity.nyc\/new-york-city-council-district\/district-3\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">whiter and wealthier<\/a> than the city as a whole, but as Boylan\u2019s campaign has emphasized, the locale has pockets of deep <a href=\"https:\/\/a816-dohbesp.nyc.gov\/IndicatorPublic\/data-explorer\/economic-conditions\/?id=103#display=summary\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">poverty<\/a> and is home to <a href=\"https:\/\/www.nytimes.com\/2026\/04\/04\/nyregion\/fight-escalates-over-plan-to-demolish-and-rebuild-nyc-public-housing.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">massive public housing developments<\/a> that have fallen into major disrepair.<\/p>\n<p>On Tuesday, April 28, Boylan faces off <a href=\"https:\/\/vote.nyc\/sites\/default\/files\/pdf\/candidates\/2026\/Contest%20List_April%2028%202026_Special%20Election.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">against<\/a> Democratic Assembly District 75 leader <a href=\"https:\/\/www.laylaforny.com\/about\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Layla Law-Gisikio<\/a>, Community Board 4 chair <a href=\"https:\/\/www.lesliefornyc.com\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Leslie Boghosian Murphy,<\/a> and <a href=\"https:\/\/www.carlwilsonnyc.com\/about\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Carl Wilson<\/a>, <a href=\"https:\/\/www.amny.com\/politics\/erik-bottcher-carl-wilson-campaign-succeed\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">former chief of staff<\/a> to the district\u2019s former Council member. Early voting in the district is already underway.<\/p>\n<p>This interview took place on April 20 and has been edited and condensed for space and clarity.<\/p>\n<p class=\"has-text-align-right\">\u2014Ilana Cohen<\/p>\n<p>                    Current Issue<\/p>\n<p>    <a href=\"https:\/\/www.thenation.com\/issue\/may-2026-issue\/\" class=\"current-issue__cover\" rel=\"nofollow noopener\" target=\"_blank\"><br \/>\n        <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/04\/cover2605.jpg\" alt=\"Cover of May 2026 Issue\"\/><br \/>\n    <\/a><\/p>\n<p>Ilana Cohen:  If you had to explain to a voter in between subway stops what the most important reason you\u2019re running to represent District 3 is and why you\u2019re the best candidate, what would you say?<\/p>\n<p>Lindsey Boylan:  We just elected a progressive direction for the city with the mayor\u2019s election. To accomplish all of these incredibly important things we just fought for\u2014universal childcare, fast and free buses, taxing the rich\u2014we need a City Council to support the mayor\u2019s and New Yorkers\u2019 agenda\u2026and we need that seat to get things done. [Mamdani\u2019s] already had an amazing <a href=\"https:\/\/www.governor.ny.gov\/news\/governor-hochul-and-mayor-mamdani-announce-major-milestone-toward-launching-free-child-care\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">win<\/a> on universal childcare, with the pilot program and the governor announcing it. Now we need to make sure all of the relevant implementation pieces around each of his agenda items can happen.<\/p>\n<p>IC: You were the first woman to expose former Governor Andrew Cuomo for sexual harassment. Today, women continue speaking out against abusers, including <a href=\"https:\/\/www.cnn.com\/2026\/04\/11\/politics\/manhattan-da-investigation-eric-swalwell\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">those<\/a> in elected office. What would it mean to you as a survivor to join the City Council, and how would you seek to shape the Council into a force for ending sexual violence and advancing justice for survivors?<\/p>\n<p>LB:  Survivors writ large, not just women, are being penalized for speaking up and silenced. So I am going to use every single moment, every single opportunity, to support change on that front. I think it\u2019s powerful. You know, people ask me often, \u201cIs #MeToo dead?\u201d And I think that\u2019s wish-casting that accountability is over, and it\u2019s not\u2026. The way this used to work is you would have something horrible happen to you. You would tell no one else until you were maybe in your 80s or 90s\u2014after your career was over [and] the abuser was most times out of power and gone. So, it was telling your truth, but the impact would be limited, because that\u2019s how society treated us. Well, I was in my 30s when I came forward. I\u2019ve got 50 more years at least, and other survivors do, too. We are not going away. We are going to have careers. We are going to use our voices; we are going to make an impact and change. I think that\u2019s incredibly important, and I would love to be yet another example of how that looks.<\/p>\n<p>IC: The accelerating climate crisis poses a <a href=\"https:\/\/news.climate.columbia.edu\/2008\/03\/06\/new-yorkers-fear-impacts-of-climate-change-and-want-to-act\/#:~:text=Key%20findings%20include:%20*%20A%20large%20majority,60%25%20are%20personally%20worried%20about%20global%20warming.\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">pressing<\/a> issue for New Yorkers, especially amid <a href=\"https:\/\/www.epa.gov\/newsreleases\/epa-launches-biggest-deregulatory-action-us-history\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">federal climate regulatory rollbacks<\/a> and Governor Hochul\u2019s <a href=\"https:\/\/www.cityandstateny.com\/policy\/2026\/04\/hochuls-non-compromise-climate-rollbacks\/413011\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">attempt to<\/a> <a href=\"https:\/\/newrepublic.com\/article\/208715\/hochul-clcpa-budget-extension\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">water down<\/a> the state\u2019s leading climate law. Your environmental experience often gets less attention, but you were involved in <a href=\"https:\/\/www.amny.com\/politics\/nycp-exclusive-u-s-congressional-candidate-lindsey-boylan-interviewed\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">storm recovery<\/a> efforts from Hurricane Sandy in New York and in Puerto Rico after Hurricane Maria, and <a href=\"https:\/\/www.thebattery.org\/about-us\/staff-board\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">sit<\/a> on the Board of The Battery. You\u2019ve also been <a href=\"https:\/\/lindseyfornyc.com\/endorsements\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">endorsed<\/a> by Sunrise Movement NYC. How would you seek to advance <a href=\"https:\/\/www.nytimes.com\/interactive\/2025\/10\/15\/nyregion\/new-york-climate-flooding-solutions.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">climate adaptation<\/a>, especially to <a href=\"https:\/\/dec.ny.gov\/environmental-protection\/climate-change\/effects-impacts\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">extreme<\/a> <a href=\"https:\/\/www.npr.org\/2026\/03\/15\/g-s1-113841\/snow-and-wind-batter-parts-of-us-with-threat-of-thunderstorms-and-tornadoes\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">weather<\/a> <a href=\"https:\/\/www.thenation.com\/article\/environment\/new-york-subway-climate-change-adaptations-mamdani\/#:~:text=As%20climate%20change%20leads%20to,vulnerable%20to%20flooding%20than%20ever.&amp;text=A%20flooded%20floor%20is%20blocked,rain%20storm%20in%20New%20York.\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">events<\/a>, and bolster the City\u2019s commitments to climate and environmental justice?<\/p>\n<p>LB:  [The climate crisis] is front and center. I have seen the governor and, in some cases, members of the City Council try to roll back incredibly important legislation. We will not let that happen. I\u2019ve <a href=\"https:\/\/www.instagram.com\/p\/DW9QII0liZ7\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">rallied<\/a> with the Sunrise Movement, pushing back against the governor on these proposed rollbacks. I\u2019ve also pushed back on the rate hikes from the Public Service Commission, which\u2026is hitting our most vulnerable first. At a local level, we have to implement [the emissions-reducing] <a href=\"https:\/\/accelerator.nyc\/ll97#:~:text=Local%20Law%2097%20(LL97)%20is,significant%20fines%20for%20non%2Dcompliance.\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Local Law 97<\/a>, which is incredibly important.<\/p>\n<p>We are already at the zero hour. Most of my closest endorsers and supporters have come to the campaign in part because of the climate crisis, so that is going to be a top issue. And I\u2019m not going to bend to whoever says \u201cwe can\u2019t afford to do these changes that support reduced emissions.\u201d We don\u2019t have time for that; we can\u2019t afford not to do it.\u2026 That is going to be a part of everything I do.<\/p>\n<p>IC: You have said you support a <a href=\"https:\/\/jimowles.org\/news\/candidate-answers-to-joldc-lindsey-boylan-for-city-council-district-3-2026\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">wealth tax<\/a> on the richest New Yorkers. Given that the median household income in District 3 is <a href=\"https:\/\/projects.thecity.nyc\/new-york-city-council-district\/district-3\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">significantly higher<\/a> than the citywide average, do you see any conflict between supporting this kind of tax for the benefit of all New Yorkers and representing the interests of your potential constituents?<\/p>\n<p>LB:  No, I think it\u2019s incredibly important.\u2026 We\u2019re talking about [taxing]\u2026a very small number of companies and individuals running our entire world.\u2026 A 2 percent increase on people making a million dollars or more is not going to cause people to leave [the city]. Massachusetts did the <a href=\"https:\/\/www.peoplespolicyproject.org\/2025\/11\/17\/do-millionaire-surtaxes-lead-to-millionaire-exodus\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">exact same thing<\/a>, but actually taxed their wealthiest more, and what they found is that, [on] net, people did not leave. I do like to go back to my experiences as [deputy] secretary for economic development, because people are making an economic development argument that people will leave if we do this corporate and personal tax increase. And that is just not true. I was the jobs person, an economic development person, and I\u2019m saying it from that perspective. Candidly, my family will be one of those that is taxed. So I\u2019m not telling people to do something that I\u2019m not going to also do.<\/p>\n<p>In order to continue to serve our community, we need to be taxing our wealthiest to cover what is an extreme and growing wealth gap. So while we may have some of our wealthiest in our community, we also have some of the people who are struggling the most because of the rent burden [and] the challenges of staying in this district. If people want a safe, good quality of life, [and a] place to live in that benefits everyone, it doesn\u2019t just benefit our most vulnerable. If you want good public parks, a good public education system, [and] a good subway system that works for everyone, you\u2019re going to benefit from that just as much as someone who is living in deeply affordable housing and is not paying the 2 percent increase.<\/p>\n<p>IC: District 3 has <a href=\"https:\/\/tracker.thenyhc.org\/district\/district-3\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">significant<\/a> amounts of rent-burdened households and constituents living in public housing, including the <a href=\"https:\/\/www.nytimes.com\/2026\/04\/04\/nyregion\/fight-escalates-over-plan-to-demolish-and-rebuild-nyc-public-housing.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Fulton and Elliott-Chelsea Houses<\/a>. You have called for social housing and strengthened tenant protections. How would you work to implement these policies and meet the district\u2019s housing needs, while advancing more affordable housing citywide?<\/p>\n<p>LB:  About a little over 40 percent of this district is <a href=\"https:\/\/tracker.thenyhc.org\/district\/district-3\/#:~:text=Table_title:%20What%20are%20the%20housing%20needs%20in,Citywide%20%7C%20Avg%20Per%20District:%201%2C624%20%7C\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">rent-burdened<\/a>. People think of it as a wealthy district. And we do have extreme wealth here, but we have a tremendous number of people suffering. And I see it and hear it every day\u2026. I was supportive of the <a href=\"https:\/\/citylimits.org\/how-your-nyc-neighborhood-voted-on-the-housing-ballot-measures\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">housing ballot measures<\/a> [to change the affordable housing land use process, <a href=\"https:\/\/www.nytimes.com\/2025\/11\/04\/nyregion\/nyc-ballot-measures-housing.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">passed<\/a> in the last mayoral election] because I think part of that equation is to build more deeply affordable housing, and move away from programs that really didn\u2019t move the needle, like [the] <a href=\"https:\/\/www.nyc.gov\/site\/hpd\/services-and-information\/tax-incentives-421-a.page\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">421-a [tax exemption]<\/a>. [We should instead be] building protections and support for affordable housing that exists, extending programs like Mitchell-Lama, making sure that we have robust support in the budget for city [programs like] <a href=\"https:\/\/www.nyc.gov\/site\/hra\/help\/affordable-housing.page\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">SEPS<\/a>, <a href=\"https:\/\/www.nyc.gov\/site\/finance\/property\/landlords-scrie.page\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">SCRIE<\/a>, and <a href=\"https:\/\/www.nyc.gov\/site\/finance\/property\/landlords-drie.page\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">DRIE<\/a>, and making sure the public knows about those [resources].<\/p>\n<p>And then on NYCHA, I luckily oversaw the entire housing portfolio for the State of New York when I worked in state government, and we were proud at the time to get hundreds of millions of dollars I helped <a href=\"https:\/\/assets.nationbuilder.com\/didnyc\/pages\/1790\/attachments\/original\/1771385872\/Lindsey_Boylen_Candidate_Response.pdf?1771385872\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">secure<\/a> through the budget process. Well, for NYCHA, that\u2019s a drop in the bucket. We have, you know, a total of almost <a href=\"https:\/\/www.nyc.gov\/site\/nycha\/about\/modernizing-properties.page\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">$80 billion<\/a> of deferred maintenance and need in the system as a whole. That\u2019s almost an <a href=\"https:\/\/www.ibo.nyc.gov\/content\/publications\/2025-october-100-nyc-budget\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">annual budget<\/a> for the city. So we have to figure out as many ways to continue to refurbish and make sure that the homes people are living in at NYCHA are safe and working. I think we have a lot of challenges, particularly in this district with Fulton and Elliott-Chelsea, because the community has really lost faith and trust in the process that we have going here.<\/p>\n<p>        <a href=\"http:\/\/www.thenation.com\/advertising-policy\" class=\"mid-ad-policy\" rel=\"nofollow noopener\" target=\"_blank\">Ad Policy<\/a><\/p>\n<p>IC: District 3 is both a <a href=\"https:\/\/www.nyclgbtsites.org\/site\/stonewall-inn-christopher-park\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">historic<\/a> and contemporary hub for LGBTQ+ communities in the city. How are you standing up for LGBTQ+ constituents amid a federal crackdown on such rights?<\/p>\n<p>\n            Popular<br \/>\n            \u201cswipe left below to view more authors\u201dSwipe \u2192\n        <\/p>\n<p>LB:  I will and always have fought for the LGBTQI+ community. I think in particular, the attacks on our trans community are disgusting, and not enough people are speaking up about it. The idea that our healthcare systems, like New York Presbyterian, would obey, in advance, <a href=\"https:\/\/www.thecity.nyc\/2025\/02\/03\/new-york-presbyterian-removes-transgender-medical-care-trump\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">ending<\/a> gender-affirming care, to me, is unacceptable, and we need to hold these institutions accountable. They get access to public support, and that is unacceptable to be withholding and harming the human rights of people who have made very careful health decisions for themselves and their families.\u2026 Folks know that I have been showing up for years, and I will say, we have a number of field leads and volunteers who are trans, and they deserve to be heard in city government and to be advocated for\u2026. I am very passionate about that, because, to me, it\u2019s a complete civil rights abuse that this is all happening now and not enough people are speaking out.<\/p>\n<p>IC: Council speaker Julie Menin is <a href=\"https:\/\/www.amny.com\/politics\/mamdani-council-race-manhattans-west-side-early-voting\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">backing<\/a> your main opponent, Carl Wilson. She has also reportedly <a href=\"https:\/\/www.cityandstateny.com\/politics\/2026\/04\/rocky-first-100-days-city-council-speaker-julie-menin\/412957\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">butted heads<\/a> with Mamdani during his first 100 days in office. How would you work productively with the speaker from day one if you\u2019re seen as the mayor\u2019s ally?<\/p>\n<p>LB:  We had a nice call the day I decided to get in the race because I knew that she was supportive of [Carl], and I wanted to make sure to say that I was looking forward to working with her should I win.\u2026 We\u2019re both women who are passionate about the work that we do, and so I don\u2019t see any reason to assume that we\u2019re not going to be able to work together, and I have agreed with a lot of the things that she\u2019s done.<\/p>\n<p>IC: Right now, the Trump administration is attacking the inclusivity and diversity that the city has long stood for, as well as many of the progressive policies that you\u2019re running on and <a href=\"https:\/\/www.npr.org\/2026\/04\/17\/nx-s1-5783772\/new-york-city-mayor-zohran-mamdani-on-trump-and-the-future-of-the-democratic-party\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">democratic socialism<\/a> in general. How would joining the City Council at this moment enable you to participate in a broader resistance to the Trump administration?<\/p>\n<p>LB:  The most exciting place to be [right now], in my view, is in local government in New York City. [That\u2019s] because of the mayoral election we just had [and] because we have a robust fight against what the Trump administration is doing to our immigrant communities [and] doing to dismantle the federal government\u2026.
