These units are being warehoused during a city <a href=\"https:\/\/pix11.com\/news\/local-news\/nyc-rental-crisis-deepens-vacancy-rate-remains-at-historic-low\/\" rel=\"nofollow noopener\" target=\"_blank\">housing emergency, with a vacancy rate of only 1.4 percent.<\/a>\u00a0\u00a0<\/p>\n<p>But not all apartments need a lot of work. Finding 26,000 warehoused apartments in March 2024, the New York City Comptroller reported <a href=\"https:\/\/comptroller.nyc.gov\/reports\/accurately-assessing-and-effectively-addressing-vacancies-in-nycs-rent-stabilized-housing-stock\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">only 3,000 were too dilapidated to be habitable<\/a>. That\u2019s 11.5 percent of the total. The remaining 88.5 percent of apartments don\u2019t need much to be rented out. In a recent example, some 60 warehoused apartments at Park West Village in Manhattan were readied for renting by groups of day laborers working for a few days for each apartment.\u00a0<\/p>\n<p>So the steep costs cited in pro-landlord articles (<a href=\"https:\/\/www.city-journal.org\/article\/vacant-new-york-city-apartments-rent-control-housing\" rel=\"nofollow noopener\" target=\"_blank\">$10,000 for an architect, $50,000 for kitchen and bathroom materials, $25,000 in electricians\u2019 fees<\/a>, for example) can be scratched for 88.5 percent of those apartments. Architects and permits are not required for painting and plastering, installing new cabinets, plumbing fixture replacement, resurfacing floors, and other non-structural repairs. New kitchen fixtures can easily come to under $2,000, and bathrooms to $3,000. Electricians need not rewire entire apartments.\u00a0See the \u201c<a href=\"https:\/\/drive.usercontent.google.com\/download?id=1R43rguh7Y5QZwuiyoWxqN4sfEcwNY5tL&amp;authuser=0&amp;acrobatPromotionSource=gdrive_chrome-search\" rel=\"nofollow noopener\" target=\"_blank\">Supplement: Study in Costs<\/a>\u201d report just released by the Coalition to End Apartment Warehousing.\u00a0\u00a0<\/p>\n<p>In addition, landlords claim to spend <a href=\"https:\/\/www.tiktok.com\/@housingny\/video\/7600805055150771469\" rel=\"nofollow noopener\" target=\"_blank\">over $84,000 on lead abatement<\/a> in older apartments. As the landlord lobby well knows because it asked for this, <a href=\"https:\/\/www.nyc.gov\/site\/hpd\/services-and-information\/lead-based-paint.page\" rel=\"nofollow noopener\" target=\"_blank\">New York City\u2019s lead laws don\u2019t require total abatement of all lead<\/a>, just maintenance of old paint, fixing lead hazards <a href=\"https:\/\/citylimits.org\/its-lead-poisoning-prevention-week-heres-what-nyc-tenants-should-know\/\" rel=\"nofollow noopener\" target=\"_blank\">like chipped or peeling paint<\/a>, and abatement of lead on friction surfaces like windows and doors. (In these fairly simple duties, they routinely fail, with <a href=\"https:\/\/www.nyc.gov\/assets\/doh\/downloads\/pdf\/lead\/lead-rep-cc-annual-25.pd\" rel=\"nofollow noopener\" target=\"_blank\">thousands of New York City\u2019s children lead-poisoned<\/a> in privately owned buildings every year.)<\/p>\n<p>Even if the claimed high costs were accurate, owners of rent-stabilized apartments do not seem to be hurting for money.\u00a0<a href=\"https:\/\/gothamist.com\/news\/nyc-will-pay-landlords-to-fix-up-empty-apartments-no-one-has-taken-the-offer\" rel=\"nofollow noopener\" target=\"_blank\">Not a single landlord took up the city program<\/a> for owners in real distress. That may be because, as a July 2025 <a href=\"https:\/\/www.cssny.org\/news\/entry\/testimony-massachusetts-rent-stabilization-s-1447#:~:text=More%20recently%E2%80%94as%20part%20of,and%20the%20COVID%2D19%20pandemic\" rel=\"nofollow noopener\" target=\"_blank\">Community Service Society analysis<\/a> of city data shows, landlord profit has increased <a href=\"https:\/\/docs.google.com\/document\/u\/0\/d\/1TO8KM_kA-ek7FeJX8bFtzCPX9uUcA9lGwVlkWW5hzCo\/edit\" rel=\"nofollow noopener\" target=\"_blank\">47 percent since 1990<\/a> and the NYC Rent Guidelines Board just reported that the <a href=\"https:\/\/www.crainsnewyork.com\/real-estate\/residential\/cny-rent-guidelines-board-expense-study-20260326\/?utm_source=Sailthru&amp;utm_medium=email&amp;utm_campaign=Newsletter-BreakingNews-20260326&amp;utm_term=\" rel=\"nofollow noopener\" target=\"_blank\">net operating incomes of owners of rent stabilized buildings increased another 2.2 percent after inflation in the most recent period<\/a>. <\/p>\n<p>This has allowed landlord organizations to spend nearly <a href=\"https:\/\/housingjusticeforall.org\/real-estates-open-door-to-albany\/\" rel=\"nofollow noopener\" target=\"_blank\">$14 million to lobby Albany between 2019 and 2023<\/a>, leading the <a href=\"https:\/\/hcr.ny.gov\/apartment-iai-and-building-mci-improvements\" rel=\"nofollow noopener\" target=\"_blank\">state legislature in 2024<\/a> to <a href=\"https:\/\/hcr.ny.gov\/changes-nys-housing-laws-enacted-fy24-budget?\" rel=\"nofollow noopener\" target=\"_blank\">quadruple and make permanent<\/a> the rent hikes for <a href=\"https:\/\/anhd.org\/wp-content\/uploads\/2025\/02\/iai_white_paper_may_2019_final_1-2.pdf\" rel=\"nofollow noopener\" target=\"_blank\">individual apartment improvements<\/a>. Further, the fact that many landlords prefer to <a href=\"http:\/\/communitiesresist.org\/press-release-new-report-reveals-26000-rent-stabilized-apartments-being-warehoused-by-landlords-apartment-warehousing-separating-myth-from-fact\/#:~:text=Press%20Release-,New%20Report%20Reveals%2026%2C000+%20Rent-Stabilized%20Apartments%20Being%20Warehoused%20by,Apartment%20Improvement%20(IAI)%20exception.\" rel=\"nofollow noopener\" target=\"_blank\">forgo the rental income<\/a> on tens of thousands of warehoused apartments belies their cry of poverty.\u00a0\u00a0<\/p>\n<p>Our legislators should investigate actual, reasonable costs for the 88.5 percent. We need homes available to New Yorkers, not pretexts for giving landlords higher rents.<\/p>\n<p>The 60 habitable and nice-looking apartments at Park West Village?
