{"id":207908,"date":"2026-04-24T01:04:28","date_gmt":"2026-04-24T01:04:28","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/207908\/"},"modified":"2026-04-24T01:04:28","modified_gmt":"2026-04-24T01:04:28","slug":"unions-met-with-mamdani-team-over-protest-buffer-zone-bill","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/207908\/","title":{"rendered":"Unions Met With Mamdani Team Over Protest \u2018Buffer Zone\u2019 Bill"},"content":{"rendered":"<p>City Hall officials met last week with union and labor leaders who are pushing Mayor <a href=\"https:\/\/www.thecity.nyc\/zohran-mamdani-politics-mayor\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Zohran Mamdani<\/a> to veto a controversial City Council bill that would establish <a href=\"https:\/\/www.thecity.nyc\/2026\/04\/17\/mamdani-veto-protest-buffer-zone-synagogues-schools\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">anti-protest \u201cbuffer zones\u201d<\/a> around schools and educational facilities.<\/p>\n<p>A representative of Deputy Mayor for Economic Justice Julie Su met via video call with leaders of more than a half a dozen unions and the New York City Central Labor Council, according to multiple sources who were at the meeting or briefed on the talks.\u00a0<\/p>\n<p>Su\u2019s representative gave no indication whether Mamdani would issue a veto, according to multiple sources. Last month <a href=\"https:\/\/www.thecity.nyc\/category\/city-council\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">the Council<\/a> approved two bills creating protest \u201cbuffer zones,\u201d one affecting houses of worship and the other targeting schools and \u201ceducational facilities.\u201d\u00a0<\/p>\n<p>\u201cMayor Mamdani is aware of the concerns raised regarding the potential for 175-B to limit the constitutional and labor rights of New Yorkers,\u201d City Hall press secretary Joe Calvello said in a statement on Thursday, referring to the bill\u2019s formal designation. \u201cThe Mayor will weigh these concerns seriously as he makes a final decision on this legislation.\u201d\u00a0<\/p>\n<p>The meeting came amid a growing pressure campaign from labor and other allies of Mamdani to veto the bill. Last week, several labor and community groups sent a <a href=\"https:\/\/www.thecity.nyc\/2026\/04\/17\/mamdani-veto-protest-buffer-zone-synagogues-schools\/\" rel=\"nofollow noopener\" target=\"_blank\">letter<\/a> urging him to veto the bill, describing it as a \u201cradical overreach\u201d that limits free speech and endangers New Yorkers.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/04\/1776992668_386_022526_house_worship_buffer_zone_presser-7.jpg\" alt=\"Free speech advocates protest at City Hall against a bill to create a protest buffer zone around schools and houses of worship,\" class=\"wp-image-74259\"  \/>Free speech advocates protest at City Hall against a bill to create a protest buffer zone around schools and houses of worship, Feb. 25, 2026. Credit: Ben Fractenberg\/THE CITY<\/p>\n<p>Mamdani Faces Saturday Deadline<\/p>\n<p>The two so-called \u201cbuffer zone\u201d bills <a href=\"https:\/\/www.thecity.nyc\/2026\/03\/26\/synagogues-schools-protest-buffer-zone-mamdani-nypd\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">passed March 26<\/a> with the goal of targeting hate crimes across the city, with one bill related to religious sites and the other for schools and education facilities. The bills require the police department to create security perimeters during protests \u2013 instructing the NYPD to establish how far away the buffer zones would place demonstrators.\u00a0<\/p>\n<p>Two unions that represent large numbers of college and university teaching staff \u2014 United Auto Workers Region 9A and Professional Staff Congress\/CUNY \u2014 are <a href=\"https:\/\/www.thecity.nyc\/2026\/02\/25\/faculty-unions-menin-protest-bill\/\" rel=\"nofollow noopener\" target=\"_blank\">leading the opposition<\/a> to the bills, claiming that they would restrict their rights to strike or protest in their workplace.<\/p>\n<p>The religious sites bill passed 44 to 5, a veto-proof majority, but the schools buffer-zone bill passed by a 30 to 19 margin \u2014 which the mayor could more likely successfully veto.\u00a0<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/04\/022526_house_worship_buffer_zone_presser-1.jpg\" alt=\"Council Speaker Julie Menin (D-Manhattan) speaks at a City Hall press conference about a bill to create a buffer zone for protests around houses of worship,\" class=\"wp-image-74253\"  \/>Council Speaker Julie Menin (D-Manhattan) speaks at a City Hall press conference about a bill to create a buffer zone for protests around houses of worship, Feb. 25, 2026. Credit: Ben Fractenberg\/THE CITY<\/p>\n<p>Under the city charter, Mamdani has until Saturday to veto the bill or officially sign it into law. If he does neither, it automatically becomes law.\u00a0<\/p>\n<p>A spokesperson, Dora Pekec, said Wednesday there was no update to what the mayor would do.\u00a0<\/p>\n<p>Council Speaker <a href=\"https:\/\/www.thecity.nyc\/2026\/04\/15\/zohran-mamdani-nomination-nadia-shihata-department-of-investigation\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Julie Menin<\/a>, a moderate Democrat, pushed for the legislation as part of her efforts to combat antisemitism. She and her allies have maintained that the so-called \u201cbuffer zone\u201d proposals are meant to provide greater accountability to the police department\u2019s protest protocols, not to infringe on free speech rights.<\/p>\n<p>Her proposals came as a response to the police\u2019s widely-criticized response to protesters who picketed the <a href=\"https:\/\/www.nytimes.com\/2025\/11\/24\/nyregion\/mamdani-synagogue-protest.html#:~:text=A%20rowdy%20protest%20descended%20last,in%20the%20occupied%20West%20Bank.\" rel=\"nofollow noopener\" target=\"_blank\">Park East Synagogue<\/a>, which had rented space to an organization that helps Jews move to Israel and to settlements on the occupied West Bank, as well as the 2024 <a href=\"https:\/\/www.thecity.nyc\/2025\/07\/15\/cuny-felix-matos-rodriguez-antisemitism-house-elise-stefanik\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">pro-Palestine encampments<\/a> on college campuses.<\/p>\n<p>The <a href=\"https:\/\/www.nyclu.org\/resources\/policy\/testimonies\/55-group-letter-opposing-the-city-councils-proposals-to-establish-speech-free-zones\" rel=\"nofollow noopener\" target=\"_blank\">New York Civil Liberties Union<\/a> and other legal organizations say the bills are Constitutionally dubious.<\/p>\n<p>Menin, speaking at the 92Y in Manhattan on Wednesday evening at an event on \u201cthe future of being Jewish in New York,\u201d defended the bills and warned of a potential mayoral veto, <a href=\"https:\/\/www.cityandstateny.com\/politics\/2026\/04\/menin-warns-against-potential-mamdani-veto-buffer-zone-bill\/413049\/\" rel=\"nofollow noopener\" target=\"_blank\">City &amp; State reported<\/a>.<\/p>\n<p>\u201cI really hope that there is not a veto of that legislation, because I think that will lead to more divisiveness when we need less divisiveness,\u201d Menin said.<\/p>\n<p>Labor and community group leaders told THE CITY they were lobbying Council members who voted for the schools bill to change sides in a future vote to override a veto, sending nearly 11,000 emails to the mayor and Council members.<\/p>\n<p>Representatives from multiple unions who met with Su\u2019s team on April 17 expressed a variety of concerns about the bill, including the vagueness around what could be considered an \u201ceducational facility,\u201d sources told THE CITY.<\/p>\n<p>THE CITY reached out to several unions who attended the virtual meeting with the deputy mayor\u2019s team. None of them agreed to comment on the meeting, citing the confidential nature of the conversations. The New York City Central Labor Council also declined to comment.<\/p>\n<p>But several unions, in addition to the UAW and PSC-CUNY, have gone public with their opposition.<\/p>\n<p>Representatives from healthcare unions, including <a href=\"https:\/\/x.com\/cirseiu\/status\/2046621306674643354?s=12\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">CIR-SEIU<\/a> and <a href=\"https:\/\/x.com\/1199seiu\/status\/2046628825983758573?s=12\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">1199 SEIU<\/a>, are among those calling on the mayor to veto the schools bill. They say many teaching hospitals where their members work could technically fall under the bill\u2019s scope \u2014 meaning members would be barred from rallying outside in the case of a strike or other union action.<\/p>\n<p><a href=\"https:\/\/x.com\/804_local\/status\/2046664987549028638?s=20\" rel=\"nofollow\">Teamsters Local 804,<\/a> which represents UPS and Amazon truck drivers, has also called on a veto.<\/p>\n<p>However there is no consensus among labor.\u00a0<\/p>\n<p>Kevin Elkins, political director of the carpenters\u2019 union, told THE CITY that his union does not oppose the <a href=\"https:\/\/www.thecity.nyc\/2026\/02\/25\/faculty-unions-menin-protest-bill\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">buffer-zone bills<\/a>.
