Kathy Hochul\u2019s plan to lower auto insurance rates by cracking down on fraud is one of the hurdles keeping Albany from passing a budget, which is now nearly a month late.<\/p>\n<p>Yet why is such a plan even controversial?<\/p>\n<p>Clearly, <a href=\"https:\/\/nypost.com\/2026\/01\/19\/opinion\/how-hochul-is-standing-up-big-time-for-new-york-drivers\/\" rel=\"nofollow noopener\" target=\"_blank\">lower rates benefit all New Yorkers<\/a>; even those who don\u2019t own vehicles stand to gain, since businesses that save on auto or truck insurance can pass along the savings to customers.<\/p>\n<p><img style=\"aspect-ratio:1.50146628;display:block\" loading=\"lazy\" decoding=\"async\" data-modal-image=\"39186706\" width=\"886\" height=\"590\" src=\"https:\/\/www.newsbeep.com\/us-ny\/wp-content\/uploads\/2026\/04\/crop-39186703.jpg\" alt=\"Governor Kathy Hochul speaking at a news conference.\" class=\"wp-image-39186706\"  \/>Gov. Kathy Hochul\u2019s plan to lower auto-insurance rates by cracking down on fraud is one of the hurdles keeping Albany from passing a budget, which is now nearly a month late. James Keivom<\/p>\n<p>Under the state\u2019s obscene status quo, motorists are shelling out an average of $4,000 a year on premiums, $1,500 (38%) more than the national average.<\/p>\n<p>In Brooklyn, they pay $6,677 a year for full coverage.<\/p>\n<p>\t\t\tMore From\t\t\t\t\t\t\tPost Editorial Board<\/p>\n<p>That\u2019s outrageous, but there\u2019s an obvious explanation: Last year, insurers reported a jaw-dropping 43,811 \u2014 43,811! \u2014 suspected fraud claims.<\/p>\n<p>Paying off those claims, and often sky-high awards, costs a bundle, and insurers simply pass the costs to motorists via premiums.<\/p>\n<p>Hochul\u2019s plan cracks down on the fraud by helping prosecutors target criminal rings, shady lawyers, and fake \u201cvictims\u201d who stage accidents.<\/p>\n<p>It also limits payouts for criminals involved in accidents while breaking the law (such as driving drunk); prevents drivers who are primarily at fault from collecting damages; and more narrowly defines what qualifies as a \u201cserious injury\u201d to curb huge awards for minor injuries.<\/p>\n<p>These steps can go a long way toward holding down rates.<\/p>\n<p>Of course, there is <a href=\"https:\/\/nypost.com\/2026\/04\/13\/opinion\/beware-the-scammers-and-special-interests-fighting-gov-hochuls-drive-to-slash-car-insurance-rates\/\" rel=\"nofollow noopener\" target=\"_blank\">one group that loves the current system<\/a>: trial lawyers (and the criminals they represent).<\/p>\n<p>It\u2019s easy to see why: The lawyers get a third of awards in auto accident cases and make a mint from the business. Good for them \u2014 bad for motorists.<\/p>\n<p>Worse, <a href=\"https:\/\/nypost.com\/2026\/03\/16\/us-news\/deep-pocketed-ny-trial-lawyers-on-crash-course-with-hochul-over-car-insurance-reforms\/\" rel=\"nofollow noopener\" target=\"_blank\">the lawyers have bought<\/a> off the Legislature: Between 2015 and 2025, the New York State Trial Lawyers Association spent more than $16 million on lobbying and showered $7.6 million on elected officials and candidates.<\/p>\n<p>Lawmakers like Assembly Speaker Carl Heastie are desperate to keep the gravy train rolling.<\/p>\n<p>The whole arrangement is a case study in how special interests rule the roost in Albany, even when the ask is diametrically opposed to the interests of lawmakers\u2019 own constituents (not to mention common sense).<\/p>\n<p>Voters should pay close attention to who\u2019s on which side; legislators who oppose Hochul\u2019s reforms should be held directly responsible for the sky-high premiums.<\/p>\n<p>We <a href=\"https:\/\/nypost.com\/2026\/03\/31\/opinion\/kathy-hochul-can-make-ny-more-affordable-or-again-prove-shes-just-too-weak\/\" rel=\"nofollow noopener\" target=\"_blank\">don\u2019t often agree with Hochul, <\/a>but this is one area where she really is trying to make New York more affordable.<\/p>\n<p>If Heastie &amp; Co. block her, New Yorkers should remember that when they pay their auto insurance bills \u2014 and at the voting booth.<\/p>\n","protected":false},"excerpt":{"rendered":"Gov.
