{"id":209211,"date":"2026-04-25T03:37:35","date_gmt":"2026-04-25T03:37:35","guid":{"rendered":"https:\/\/www.newsbeep.com\/us-ny\/209211\/"},"modified":"2026-04-25T03:37:35","modified_gmt":"2026-04-25T03:37:35","slug":"mamdani-vetoes-school-protest-buffer-zone-bill","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us-ny\/209211\/","title":{"rendered":"Mamdani Vetoes School Protest &#8216;Buffer Zone&#8217; Bill"},"content":{"rendered":"<p>Mayor <a href=\"https:\/\/www.thecity.nyc\/zohran-mamdani-politics-mayor\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Zohran Mamdani<\/a> vetoed a controversial bill approved by the City Council last month instructing the police department to establish <a href=\"https:\/\/www.thecity.nyc\/2026\/04\/17\/mamdani-veto-protest-buffer-zone-synagogues-schools\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">anti-protest \u201cbuffer zones\u201d<\/a> around schools and educational institutions.<\/p>\n<p>A related bill calling for security perimeters around houses of worship passed by a veto-proof majority.<\/p>\n<p>In a statement Friday, the mayor said he had reviewed both bills but found the one for education institutions \u201cmeaningfully different.\u201d\u00a0<\/p>\n<p>\u201cThe problem is how widely this bill defines an educational institution and the constitutional concerns it raises regarding New Yorkers\u2019 fundamental right to protest,\u201d he said in the statement. \u201cAs the bill is written, everywhere from universities to museums to teaching hospitals could face restrictions.\u201d<\/p>\n<p>Mamdani\u2019s statement echoed the concerns of labor groups and other allies who said many buildings could technically be considered an educational facility, further limiting protests.<\/p>\n<p>Speaker <a href=\"https:\/\/www.thecity.nyc\/2026\/01\/07\/julie-menin-voted-city-council-speaker\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Julie Menin<\/a>, a moderate Democrat, pushed for both bills, saying they were needed to combat rising antisemitism. Credit: Ben Fractenberg\/THE CITY<\/p>\n<p>In a statement Friday, Menin said the purpose of the bill was safety.<\/p>\n<p>\u201cEnsuring students can enter and exit their schools without fear of harassment or intimidation should not be controversial,\u201d she said. \u201cThis bill simply requires the NYPD to clearly outline how it will ensure safe access when there are threats of obstruction or physical injury, while fully protecting First Amendment rights.\u201d<\/p>\n<p>The veto is the latest confrontation between Mamdani and the Council, with the most recent being over the city\u2019s contentious budget negotiations.\u00a0<\/p>\n<p>The Council can attempt to override Mamdani\u2019s veto in a new vote, or let it stand.<\/p>\n<p>United Auto Workers Region 9A, which fiercely opposed the bill, sent a message to its members Friday morning taking credit for the veto and said it would begin whipping Council members to make sure any re-vote fails. The union represents thousands of educators and researchers at Columbia University and New York University.<\/p>\n<p>Menin, the memo read, \u201cis potentially going to attempt to override the veto by flipping multiple council votes.\u201d<\/p>\n<p>\u201cWe will begin a whipping strategy with Council members in the next week but for now, the most important thing is an overwhelming display of public support for this veto.\u201d<\/p>\n<p>The religious sites bill passed 44 to 5, a veto-proof majority, but the schools buffer-zone bill passed by a 30 to 19 margin.<\/p>\n<p>Despite the overwhelming Council majority that supported the bill affecting places of worship, Mamdani, speaking in a social media video, portrayed his decision not to veto it as a matter of principle, adding that he nevertheless disagreed with \u201cits framing of all protests as a security concern.\u201d<\/p>\n<p>In recent weeks, labor and community groups closely aligned with Mamdani <a href=\"https:\/\/www.thecity.nyc\/2026\/04\/17\/mamdani-veto-protest-buffer-zone-synagogues-schools\/\" rel=\"nofollow noopener\" target=\"_blank\">have urged him to veto the bill<\/a>, known as Intro 175, saying that it threatens free speech and worker rights.
