Assembly Bill 1064 was introduced to address a growing decline in volunteer firefighters. Many fire departments in the North Country are run by volunteers. The bill, which is currently sitting in the Assembly Ways and Means Committee, provides up to $2,500 in state income tax credits for firefighters and volunteer ambulance corps members who are in good standing for a minimum of five years. The bill&#8217;s sponsor, Joseph Angelino, made a motion on the assembly floor last Wednesday to remove the bill from committee and force a full chamber vote. Angelino, a Republican from the Binghamton area, said in a post on social media that he grew frustrated after the legislation sat in committee with &#8220;no action&#8221; for months. The vote to discharge the bill failed 51-83. The vote was mostly partisan, but ten Democrats did vote in favor. Michael Cashman, the Democratic Assemblyman for Clinton, Franklin and Essex Counties, was not one of them. In a post on social media, Cashman said he supported the bill but that he did not support &#8220;superseding&#8221; the legislative process. &#8220;New York\u2019s process is complex by design.  review, debate, and in some cases, refine legislation,&#8221; Cashman said. &#8220;The vote that followed was procedural.
