The vote to discharge the bill failed 51-83. The vote was mostly partisan, but ten Democrats did vote in favor. Michael Cashman, the Democratic Assemblyman for Clinton, Franklin and Essex Counties, was not one of them. In a post on social media, Cashman said he supported the bill but that he did not support “superseding” the legislative process. “New York\u2019s process is complex by design. review, debate, and in some cases, refine legislation,” Cashman said. “The vote that followed was procedural.
