Critics, however, say the measure adds more regulations to an already highly regulated housing market while doing little to increase the city’s limited housing supply.

New data shows rent hikes declining.

According to new research from housing platform OpenIgloo, rent increases above 20% have dropped by 75% citywide since the law took effect. The group also found that before Good Cause passed, about 26% of market-rate lease renewals in New York City included rent hikes above 10%. Since the law went into effect, that number has fallen to 9%.

“It was a law that passed two years ago in New York State that protects market-rate renters in New York City from crazy rent increases and not being given a renewal from their landlord,” said Allia Mohamed, founder of OpenIgloo.

How the law works

Under Good Cause Eviction protections, eligible tenants are generally entitled to a lease renewal if they comply with the terms of their lease, such as paying rent on time.

Rent increases are capped at 5% plus inflation, or 10%, whichever is lower. The law generally applies to buildings built before 2009 that are owned by landlords with more than 10 units. It does not apply to rent-stabilized apartments, co-ops, or condominiums.

Make PIX11 your preferred news source on Google: Here’s how

Landlords say supply remains the bigger issue

Some property owners say the law focuses on regulation rather than addressing the root cause of high rents: too few apartments for too many people. “There are people who need more robust rental assistance,” said Ann Korchak, the Board President of the Small Property Owners of New York. “The best tenant protection is housing stock, the ability to pick up and move, to find a place that better suits you.”

City leaders push for more housing help

Some city lawmakers say tenant protections must be paired with more direct housing assistance. “We are continuing to fight for the people to be able to afford their homes,” said Pierina Ana Sanchez, NYC Council member representing District 14. “Nothing can do that better than a housing voucher.”

Supporters of the law are now calling for Good Cause protections to be expanded statewide, while opponents continue to push for more housing construction and fewer regulations.

Copyright 2026 Nexstar Media, Inc.
