Kathy Hochul in December to replace longtime Port Authority chief Rick Cotton, took over as the agency prepared to oversee a $10 billion overhaul of the Midtown Bus Terminal and the ongoing $19 billion reconstruction of JFK Airport’s terminals.

Her remarks Friday also carried one of the day’s clearest travel warnings: don’t drive near the Lincoln Tunnel during the region’s summer crush of events — and avoid driving if possible.

Garcia said the Port Authority is preparing with New Jersey Transit, state transportation officials, the NYPD, the Coast Guard and the Navy for a possible influx of 1.2 million additional people tied to the FIFA World Cup and America 250 celebrations, and said buses would be prioritized.

That warning offered a sharper edge to the region’s planning message. MTA Chair Janno Lieber said earlier this week that New Yorkers should not avoid public transit during World Cup match days, with the agency planning regular and enhanced service.

Garcia also pointed to longer-term efforts to ease pressure on the transportation network, including pilots of autonomous vehicles that could support last-mile airport travel and drones for medical emergencies.

Her broader point was that 2026 will test whether agencies can coordinate in real time across airports, tunnels, transit systems and public safety operations.

Speaking Friday at the Regional Plan Association’s annual assembly, the two leaders offered parallel arguments for competence as…

[8
35010,42642,9,56,63,65,64
post-217114","post","type-post","status-publish","format-standard","has-post-thumbnail","category-new-york-city","tag-kathryn-garcia","tag-lincoln-tunnel","tag-new-york","tag-ny","tag-nyc","tag-nyc-headlines","tag-nyc-news
["GET
