Hochul intends to opt New York into the Republican-backed <a href=\"https:\/\/www.nytimes.com\/2025\/08\/04\/us\/democrats-for-education-reform-school-vouchers.html\" rel=\"nofollow noopener\" target=\"_blank\">federal tax-credit scholarship program<\/a> that would expand school choice across the state by helping nonprofits offering financial assistance for private school expenses raise money, her office said Friday.<\/p>\n<p>The program will provide a dollar-for-dollar federal tax credit of up to $1,700 for donors to scholarship-granting nonprofits. In turn, the organizations will give families who make up to <a href=\"https:\/\/www.ed.gov\/media\/document\/education-freedom-tax-credit-fact-sheet-113147.pdf\" rel=\"nofollow noopener\" target=\"_blank\">300% of the local median income<\/a> dollars for private school tuition, tutoring, and other school-related costs.<\/p>\n<p>The tax credit was created in the <a href=\"https:\/\/www.nydailynews.com\/2025\/07\/03\/republicans-pass-trump-big-beautiful-bill\/\" rel=\"nofollow noopener\" target=\"_blank\">One Big Beautiful Bill Act<\/a>, signed into law by President Trump last summer. The program was quickly embraced by Republican-led states, but <a href=\"https:\/\/www.the74million.org\/article\/colorado-gov-jared-polis-on-why-hes-taking-trumps-free-money\/\" rel=\"nofollow noopener\" target=\"_blank\">only one Democratic governor has opted in so far: Gov. Jared Polis of Colorado<\/a>. North Carolina Gov. Josh Stein has said he intends to opt in after more details of the program are released.<\/p>\n<p>\u201cGovernor Hochul is supportive of the federal tax credit scholarship and its potential to help New York students and schools,\u201d said Emma Wallner, a spokeswoman for the governor.<\/p>\n<p>\u201cOur office awaits information from the federal government on the program and will thoroughly review the details of the policy for poison pills that could harm New York\u2019s education system.\u201d<\/p>\n<p>Proponents of the program have framed it as a no-brainer to benefit New York families, while critics warn it could divert students, and the funding that follows them, away from local public schools.<\/p>\n<p>If New York did not opt in, the state\u2019s taxpayers <a href=\"https:\/\/www.aei.org\/op-eds\/a-new-federal-education-tax-credit-is-creating-a-dilemma-for-blue-states\/\" rel=\"nofollow noopener\" target=\"_blank\">could still claim the tax credit<\/a>, but those dollars would have gone toward scholarship programs in other, so far mostly Republican-led states.<\/p>\n<p>Hochul, a moderate Democrat running for re-election this year, faces a Republican challenge from Bruce Blakeman, the Nassau County executive. She did not face a primary after her <a href=\"https:\/\/www.nytimes.com\/2026\/02\/10\/nyregion\/antonio-delgado-drops-out-governor-new-york.html\" rel=\"nofollow noopener\" target=\"_blank\">lieutenant governor, Antonio Delgado, dropped his bid<\/a> as the path narrowed for a candidate to Hochul\u2019s left.<\/p>\n","protected":false},"excerpt":{"rendered":"Gov.
